【摘要】：在我國地方政府面臨著日夜凸顯的債務(wù)問題和融資方式單一的現(xiàn)實背景下,在基礎(chǔ)設(shè)施建設(shè)和公共服務(wù)領(lǐng)域推行PPP模式,成為各地改革的熱點。據(jù)不完全統(tǒng)計,各省披露的2015年P(guān)PP(政府和社會資本合作模式)項目的計劃投資總額達(dá)11209.8億元,中央和多地層面已陸續(xù)出臺PPP指導(dǎo)意見,從政策層面上為PPP保駕護航。我國PPP模式的應(yīng)用與發(fā)展尚處于起步階段,政府管理水平受限,問責(zé)和公眾參與的缺失,導(dǎo)致市場出現(xiàn)失靈。由于PPP模式具有投資金額大、建設(shè)及運營周期長、參與主體多、涉及面廣等特點。這些都為PPP項目質(zhì)量監(jiān)管工作帶來了困難和挑戰(zhàn),單一階段的質(zhì)量監(jiān)管已不能滿足其發(fā)展需要。為了防范質(zhì)量風(fēng)險,不斷提高公共產(chǎn)品和服務(wù)供給質(zhì)量,有必要對全生命周期的PPP項目質(zhì)量監(jiān)管模式的研究。論文在借鑒國內(nèi)外PPP模式監(jiān)管的基礎(chǔ)上,以PPP項目質(zhì)量為視角,構(gòu)建了包括政府監(jiān)管、社會監(jiān)管、公眾監(jiān)督的三方PPP項目全壽命周期質(zhì)量監(jiān)管模式。論文首先對PPP項目全生命周期質(zhì)量的相關(guān)概念和政府監(jiān)管的相關(guān)理論進行了綜述,確定以PPP項目全生命周期質(zhì)量為研究對象。其次,在文獻回顧的基礎(chǔ)上,從PPP法律法規(guī)、監(jiān)管機構(gòu)、公眾參與方面研究分析了我PPP項目質(zhì)量監(jiān)管現(xiàn)狀,在綜合分析主要發(fā)達(dá)國家PPP項目質(zhì)量監(jiān)管的基礎(chǔ)上確定了借鑒的思路。在其次探索性地構(gòu)建了包括政府監(jiān)管、社會監(jiān)管、公眾監(jiān)督的三方PPP項目全壽命周期質(zhì)量監(jiān)管模式,詳細(xì)闡述了PPP項目全生命周期質(zhì)量監(jiān)管的責(zé)任主體、三方監(jiān)管主體、全生命周期質(zhì)量監(jiān)管內(nèi)容、監(jiān)管方式等,完善PPP項目政府監(jiān)管的體系。最后,以上海城投老港環(huán)境項目為例,對PPP項目全生命周期質(zhì)量監(jiān)管主體和內(nèi)容進行分析,為我國PPP項目質(zhì)量監(jiān)管提供借鑒。
[Abstract]:Under the background that the local government is facing the debt problem and the single financing mode, the implementation of the PPP model in the field of infrastructure construction and public service has become a hot spot in local reform. According to incomplete statistics, the total planned investment of the 2015 PPP (Government and Social Capital Cooperation Model) project disclosed by various provinces amounts to 1.12098 trillion yuan. The central and local governments have successively issued PPP guidelines to protect PPP from the policy level. The application and development of PPP mode in China is still in its infancy, the level of government management is limited, and the lack of accountability and public participation leads to market failure. The PPP model has the characteristics of large investment, long construction and operation cycle, many participants and a wide range of involved. All these bring difficulties and challenges to the quality supervision of PPP project, and the single stage quality supervision can no longer meet its development needs. In order to prevent the quality risk and improve the supply quality of public goods and services, it is necessary to study the quality supervision mode of PPP project in the whole life cycle. Based on the supervision of PPP model at home and abroad and from the perspective of PPP project quality, this paper constructs a three-way PPP project life-cycle quality supervision model, which includes government supervision, social supervision and public supervision. Firstly, this paper summarizes the concept of the whole life cycle quality of PPP project and the related theory of government supervision, and chooses the whole life cycle quality of the PPP project as the research object. Secondly, on the basis of literature review, from the aspects of PPP laws and regulations, regulatory bodies and public participation, this paper studies and analyzes the current situation of quality supervision in China's PPP project. Based on the comprehensive analysis of the quality supervision of PPP projects in the main developed countries, the ideas for reference are determined. Secondly, it constructs the three-party PPP project life-cycle quality supervision mode including government supervision, social supervision and public supervision, and elaborates the responsible subject of PPP project life-cycle quality supervision, the tripartite supervision subject, the three-party supervision body, and the whole life cycle quality supervision mode of the three-party PPP project, including the government supervision, the social supervision and the public supervision. The whole life cycle quality supervision content, the supervision way and so on, consummates the PPP project government supervision system. Finally, taking the Old Port Environment Project of Shanghai City Investment Corporation as an example, this paper analyzes the main body and content of quality supervision in the whole life cycle of PPP project, and provides reference for quality supervision of PPP project in our country.
