基于公共治理視角的東莞市生產(chǎn)領域食品安全監(jiān)管研究

【摘要】:近年來,隨著社會經(jīng)濟的高速發(fā)展和人民生活水平的日益提高,食品安全問題日益成為社會和民眾關注的焦點,國內(nèi)食品安全事件的頻發(fā)暴露出我國食品安全監(jiān)管工作的缺失以及管理體制的缺陷。加快推進食品安全監(jiān)管體制的變革,強化食品安全監(jiān)管成為目前必須迫切解決的重要問題,鑒于目前食品安全事件多發(fā)生在生產(chǎn)加工領域,完善生產(chǎn)加工領域食品安全監(jiān)管工作的建設,顯得尤為重要。經(jīng)過多年實踐,現(xiàn)行的監(jiān)管模式難以達到很好的監(jiān)管效果,因此需要通過公共治理的方式來克服市場失靈、政府失靈的存在,充分發(fā)揮各監(jiān)管主體的作用,從而完善生產(chǎn)領域食品安全問題的監(jiān)管。 東莞市作為一個以制造業(yè)聞名的城市,在國內(nèi)外都擁有較高的知名度,而食品制造業(yè)又是東莞市的八大支柱產(chǎn)業(yè)之一,其生產(chǎn)領域的食品安全顯得尤為重要,目前東莞市生產(chǎn)領域食品安全監(jiān)管主要存在的問題有:監(jiān)管模式單一、缺乏技術支撐、食品安全監(jiān)管的各環(huán)節(jié)脫節(jié)、第三方組織發(fā)展不成熟、企業(yè)主責任缺失、監(jiān)管體系不完善、沒有充分發(fā)揮消費者和媒體的作用等問題,分析其原因,主要是因為各監(jiān)管主體之間沒有充分合作、生產(chǎn)領域食品安全問題復雜、政府部門對于食品安全監(jiān)管的投入不夠等。 本文從公共治理的視角,通過借鑒美國、日本、歐盟等發(fā)達國家和香港、臺灣等地區(qū)的生產(chǎn)領域食品安全監(jiān)管的先進工作經(jīng)驗和做法,并從中得到啟示,從公共治理的角度,結(jié)合東莞市的實際情況,,提出了完善東莞市生產(chǎn)領域食品安全監(jiān)管的對策和建議,主要包括:健全生產(chǎn)領域食品安全監(jiān)管體系、加強第三方組織的建設和發(fā)展、強化消費者和媒體參與與合作等。
[Abstract]:In recent years, with the rapid development of social economy and the increasing improvement of people's living standards, food safety has increasingly become the focus of attention of the society and the public. The frequent occurrence of food safety events in China reveals the lack of food safety supervision and management system. Speeding up the reform of the food safety supervision system and strengthening the food safety supervision have become an important issue that must be urgently solved at present. In view of the fact that the current food safety incidents mostly occur in the field of production and processing, It is particularly important to improve the construction of food safety supervision in the field of production and processing. After years of practice, the current regulatory model is difficult to achieve a good regulatory effect. Therefore, it is necessary to overcome the market failure, the existence of government failure and the role of various regulatory bodies through public governance. In order to improve the production of food safety issues supervision. As a city famous for its manufacturing industry, Dongguan has a high reputation both at home and abroad, and the food manufacturing industry is one of the eight pillar industries in Dongguan City. The food safety in its production field is particularly important. At present, the main problems of food safety supervision in Dongguan are as follows: single mode of supervision, lack of technical support, disconnection of all aspects of food safety supervision, immature development of third party organizations, lack of responsibility of business owners, The problems such as imperfect regulatory system, not giving full play to the role of consumers and the media, etc., are mainly due to the lack of adequate cooperation among the various regulatory bodies and the complexity of food safety problems in the field of production. The government's investment in food safety supervision is not enough. From the perspective of public governance, this paper draws lessons from the advanced working experience and practice of food safety supervision in the production field in the developed countries such as the United States, Japan, the European Union, Hong Kong and Taiwan, and draws inspiration from the perspective of public governance. According to the actual situation of Dongguan City, this paper puts forward the countermeasures and suggestions to improve the food safety supervision in the field of production in Dongguan, mainly including: perfecting the food safety supervision system in the field of production, strengthening the construction and development of third-party organizations, Strengthen consumer and media participation and cooperation.
