【摘要】：湖南是傳統(tǒng)的農(nóng)業(yè)大省，但近年來其農(nóng)業(yè)發(fā)展卻十分緩慢。與此同時(shí)，農(nóng)村土地“拋荒”、農(nóng)業(yè)“空心化”以及留守兒童等“三農(nóng)”問題也日漸增多。因此，以現(xiàn)代化武裝傳統(tǒng)農(nóng)業(yè)，走農(nóng)業(yè)現(xiàn)代化道路，積極推進(jìn)湖南省農(nóng)業(yè)現(xiàn)代化進(jìn)程顯得迫在眉睫。在此背景下，就需要對湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展的現(xiàn)狀及特點(diǎn)進(jìn)行研究，并對其主要影響因素進(jìn)行分析。只有這樣才能明確湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展緩慢的癥結(jié)之所在，才能做到“對癥下藥”找出更為有效的促進(jìn)其發(fā)展的方法和措施，從而加快推進(jìn)湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展進(jìn)程。所以，本文的研究對促進(jìn)湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展具有重要的現(xiàn)實(shí)意義，對進(jìn)一步解決湖南省“三農(nóng)”問題以及促進(jìn)湖南省“新型四化”同步發(fā)展也有一定的借鑒意義。 本文在搜集大量湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展相關(guān)數(shù)據(jù)的基礎(chǔ)上對湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展情況進(jìn)行剖析。首先，本文從多個(gè)方面對湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展現(xiàn)狀進(jìn)行描述統(tǒng)計(jì)。然后，從湖南省具體省情出發(fā)篩選和替換已有的農(nóng)業(yè)現(xiàn)代化發(fā)展評價(jià)指標(biāo)體系中的指標(biāo)，并綜合運(yùn)用主、客觀方法確定各指標(biāo)權(quán)重，以求建立更為科學(xué)合理的湖南省農(nóng)業(yè)現(xiàn)代化綜合發(fā)展評價(jià)指標(biāo)體系，并在此基礎(chǔ)上對湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展進(jìn)行綜合指數(shù)水平測算。同時(shí)，對所得結(jié)果分別進(jìn)行橫向和縱向的對比分析以便更深刻地剖析湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展的進(jìn)程、結(jié)構(gòu)及其優(yōu)勢劣勢。最后，通過對湖南省農(nóng)業(yè)現(xiàn)代化綜合指數(shù)水平的主要影響因素——資本、勞動力及農(nóng)村人口受教育水平建立VAR模型，并進(jìn)行脈沖響應(yīng)分析和方差分解分析，得出這些因素對湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展水平在短期和長期的影響。 根據(jù)相關(guān)分析，，本文得出如下結(jié)論： （1）湖南省近年來農(nóng)業(yè)現(xiàn)代化發(fā)展進(jìn)程十分緩慢，甚至低于全國平均水平，促進(jìn)湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展迫在眉睫；（2）實(shí)證結(jié)果顯示，湖南省農(nóng)村勞動力的增加對湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展起到阻礙作用，湖南省農(nóng)村勞動力數(shù)量存在剩余；（3）對農(nóng)業(yè)和農(nóng)村的資本資產(chǎn)投資不足是湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展緩慢的重要原因之一；（4）較高的農(nóng)村人口文化素質(zhì)水平對湖南省農(nóng)業(yè)現(xiàn)代化發(fā)展具有長期的促進(jìn)作用。
[Abstract]:Hunan is a traditional agricultural province, but its agricultural development is very slow in recent years. At the same time, rural land "abandoned", agriculture "hollowing" and left behind children and other "three rural" problems are also increasing. Therefore, it is urgent to arm traditional agriculture with modernization, take the road of agricultural modernization and actively promote the process of agricultural modernization in Hunan Province. In this context, it is necessary to study the present situation and characteristics of agricultural modernization in Hunan Province, and analyze its main influencing factors. Only in this way can we make clear the crux of the slow development of agricultural modernization in Hunan Province, find out more effective methods and measures to promote the development of agricultural modernization in Hunan Province, and speed up the development process of agricultural modernization in Hunan Province. Therefore, the study of this paper has important practical significance for promoting the development of agricultural modernization in Hunan Province, and also has certain reference significance for further solving the problem of "agriculture, countryside and farmers" in Hunan Province and promoting the synchronous development of "new-type four modernizations" in Hunan Province. This paper analyzes the development of agricultural modernization in Hunan Province on the basis of collecting a large amount of data related to the development of agricultural modernization in Hunan Province. First of all, this paper describes the current situation of Hunan agricultural modernization from many aspects. Then, starting from the specific provincial conditions of Hunan Province, we select and replace the existing indicators in the evaluation index system of agricultural modernization development, and comprehensively use subjective and objective methods to determine the weights of each index. In order to establish a more scientific and reasonable evaluation index system for the comprehensive development of agricultural modernization in Hunan Province, the comprehensive index level of agricultural modernization development in Hunan Province is calculated on this basis. At the same time, the results are compared horizontally and vertically in order to analyze the development process, structure and advantages and disadvantages of agricultural modernization in Hunan Province. Finally, through the establishment of VAR model on the capital, labor force and rural population education level of Hunan agricultural modernization index level, pulse response analysis and variance decomposition analysis are carried out. The influence of these factors on the development level of Hunan agricultural modernization in the short-term and long-term is obtained. Based on the relevant analysis, this paper draws the following conclusions: 1) the development of agricultural modernization in Hunan Province has been very slow in recent years, even below the national average, so it is urgent to promote the development of agricultural modernization in Hunan Province. The increase of rural labor force in Hunan Province has hindered the development of agricultural modernization in Hunan Province. The shortage of capital investment in agriculture and rural areas is one of the important reasons for the slow development of agricultural modernization in Hunan Province. The modernization development has the long-term promotion function.
