【摘要】：論文基于國(guó)內(nèi)外關(guān)于城市綜合體項(xiàng)目風(fēng)險(xiǎn)管理的現(xiàn)有研究成果,結(jié)合城市綜合體項(xiàng)目固有特點(diǎn),采用文獻(xiàn)分析法、定量與定性結(jié)合的方法對(duì)城市綜合體項(xiàng)目進(jìn)行風(fēng)險(xiǎn)管理研究,與此同時(shí),將風(fēng)險(xiǎn)管理理論應(yīng)用于“ICON·云端”項(xiàng)目風(fēng)險(xiǎn)管理實(shí)踐中,充分驗(yàn)證了風(fēng)險(xiǎn)管理理論在城市綜合體項(xiàng)目中的實(shí)踐價(jià)值。本文主要研究?jī)?nèi)容與成果如下：1.系統(tǒng)回顧城市綜合體項(xiàng)目風(fēng)險(xiǎn)管理理論在國(guó)內(nèi)外的發(fā)展?fàn)顩r,探討了城市綜合體項(xiàng)目在國(guó)內(nèi)外發(fā)展歷程的差異性,發(fā)現(xiàn)了目前研究所存在的問(wèn)題,以此為基礎(chǔ)提出作者的研究方向：與此同時(shí),對(duì)研究概念、范圍進(jìn)行界定,為研究奠定基礎(chǔ)。2.針對(duì)目前城市綜合體項(xiàng)目風(fēng)險(xiǎn)管理理論不夠成熟、管理效果不佳的局面,提出全過(guò)程風(fēng)險(xiǎn)管理思路,該思路既強(qiáng)調(diào)宏觀上服從項(xiàng)目整體利益,又深入研究項(xiàng)目各開(kāi)發(fā)階段風(fēng)險(xiǎn)因素的識(shí)別與應(yīng)對(duì),保證了城市綜合體項(xiàng)目風(fēng)險(xiǎn)管理的系統(tǒng)性與針對(duì)性。3.對(duì)風(fēng)險(xiǎn)識(shí)別方法進(jìn)行了深入探討。為解決風(fēng)險(xiǎn)識(shí)別過(guò)程中經(jīng)常出現(xiàn)的風(fēng)險(xiǎn)因素遺漏或重復(fù)的問(wèn)題,提出運(yùn)用二維分解結(jié)構(gòu)進(jìn)行風(fēng)險(xiǎn)識(shí)別方案,該方案可從兩個(gè)角度進(jìn)行風(fēng)險(xiǎn)因素的識(shí)別。通過(guò)在實(shí)際案例中使用發(fā)現(xiàn),這一方法對(duì)于解決上述風(fēng)險(xiǎn)識(shí)別問(wèn)題是有效的。4.運(yùn)用層次分析法和模糊綜合評(píng)價(jià)法進(jìn)行風(fēng)險(xiǎn)分析與評(píng)價(jià)。首先通過(guò)層次分析法得出各因素的相對(duì)重要性權(quán)重,然后運(yùn)用模糊綜合評(píng)價(jià)方法得出項(xiàng)目的風(fēng)險(xiǎn)等級(jí)為“較高風(fēng)險(xiǎn)”。5.以項(xiàng)目開(kāi)發(fā)階段為單位進(jìn)行風(fēng)險(xiǎn)應(yīng)對(duì)。以風(fēng)險(xiǎn)分析與評(píng)價(jià)結(jié)果為基礎(chǔ),以開(kāi)發(fā)階段為劃分依據(jù),充分考慮風(fēng)險(xiǎn)識(shí)別成本,選取各階段對(duì)城市綜合體項(xiàng)目威脅程度較高的風(fēng)險(xiǎn)因素進(jìn)行應(yīng)對(duì)策略的開(kāi)發(fā)。
[Abstract]:Based on the existing research results of urban complex project risk management at home and abroad, combined with the inherent characteristics of urban complex project, the paper uses the literature analysis method, quantitative and qualitative methods to study the risk management of urban complex project. At the same time, the application of risk management theory to the risk management practice of "ICON cloud" project fully verifies the practical value of risk management theory in urban complex project. The main contents and results of this paper are as follows: 1. This paper systematically reviews the development of urban complex project risk management theory at home and abroad, probes into the differences in the development process of urban complex project at home and abroad, and finds out the problems existing in the present research. On this basis, the author's research direction is put forward: at the same time, the concept and scope of the research are defined to lay the foundation for the research. In view of the situation that the risk management theory of urban complex project is not mature enough and the effect of management is not good at present, the whole process risk management thought is put forward. Furthermore, the identification and response of risk factors in various stages of development of the project are studied in order to ensure the systematization and pertinence of risk management in urban complex projects. The method of risk identification is discussed. In order to solve the problem of omission or repetition of risk factors in the process of risk identification, a two-dimensional decomposition structure is proposed for risk identification, which can be used to identify risk factors from two angles. By using the method in practical cases, this method is effective to solve the above risk identification problem. 4. AHP and fuzzy comprehensive evaluation are used to analyze and evaluate the risk. Firstly, the relative importance weight of each factor is obtained by AHP, and then the risk grade of the project is "higher risk" .5.The fuzzy comprehensive evaluation method is used. Take the project development phase as the unit to deal with the risks. Based on the results of risk analysis and evaluation, taking the development stage as the basis, and fully considering the cost of risk identification, this paper selects the risk factors that threaten the urban complex project in each stage to develop the coping strategy.
