PPP模式下準(zhǔn)經(jīng)營性城市基礎(chǔ)設(shè)施項(xiàng)目合作伙伴選擇研究

【摘要】:PPP模式由于能夠緩解財(cái)政壓力、提高公共產(chǎn)品供給效率、實(shí)現(xiàn)公私雙方風(fēng)險(xiǎn)共擔(dān)等優(yōu)勢而備受我國各層政府的青睞。PPP項(xiàng)目私人合作伙伴的選擇,處于項(xiàng)目的前期對(duì)項(xiàng)目的成敗起著決定性的作用,如何選擇合適私人合作伙伴在實(shí)踐中不斷得到重視。然而已有的研究結(jié)果也大多都是借鑒工程承包商選擇方法和標(biāo)準(zhǔn),比較關(guān)注方案的評(píng)選,沒有體現(xiàn)基礎(chǔ)設(shè)施項(xiàng)目對(duì)私人合作伙伴各方面能力要求的特點(diǎn)。因此,論文嘗試對(duì)準(zhǔn)經(jīng)營性基礎(chǔ)設(shè)施PPP項(xiàng)目私人合作伙伴進(jìn)行評(píng)價(jià),為以后準(zhǔn)經(jīng)營性基礎(chǔ)設(shè)施項(xiàng)目選擇合適的合作伙伴提供參考。 ①首先是“準(zhǔn)經(jīng)營性基礎(chǔ)設(shè)施PPP項(xiàng)目合作伙伴選擇理論”部分,論文通過基礎(chǔ)設(shè)施分類理論界定了準(zhǔn)經(jīng)營性基礎(chǔ)建設(shè)項(xiàng)目的概念、特征及范圍,分析了準(zhǔn)經(jīng)營性基礎(chǔ)設(shè)施PPP項(xiàng)目的特點(diǎn),結(jié)合合作伙伴的概念,論述了準(zhǔn)經(jīng)營性基礎(chǔ)PPP項(xiàng)目私人合作伙伴的角色,合作伙伴選擇的原則,合作伙伴選擇的過程及過程要素。 ②其次是“構(gòu)建指標(biāo)體系”,論文采用文獻(xiàn)閱讀確定了論文的指標(biāo)維度;通過文獻(xiàn)綜述法篩選了PPP項(xiàng)目的27個(gè)指標(biāo),結(jié)合準(zhǔn)經(jīng)營性基礎(chǔ)設(shè)施項(xiàng)目的特點(diǎn)歸納了9個(gè)指標(biāo),共同構(gòu)建了36個(gè)準(zhǔn)經(jīng)營性基礎(chǔ)建設(shè)PPP項(xiàng)目合作伙伴初選指標(biāo)。進(jìn)而采用問卷調(diào)查的方式,,向有相關(guān)工作經(jīng)驗(yàn)的人員進(jìn)行意見調(diào)查,借助于統(tǒng)計(jì)學(xué)軟件SPSS19.0對(duì)問卷進(jìn)行處理。通過均值檢驗(yàn)、方差分析、相關(guān)性分析和信度檢驗(yàn)這四輪篩選,得到最終的21個(gè)優(yōu)化指標(biāo)。接著論文采用問卷調(diào)查專家對(duì)各指標(biāo)的重要程度的意見,引入熵權(quán)理論這一客觀評(píng)價(jià)方法,確定出各個(gè)指標(biāo)的權(quán)重系數(shù)值,并對(duì)指標(biāo)權(quán)重排序,并對(duì)結(jié)果進(jìn)行分析。 ③然后是“多層次模糊綜合評(píng)價(jià)模型建立”,論文引入模糊評(píng)價(jià)理論,建立了多層次模糊綜合評(píng)價(jià)模型。并引用重慶奧林匹克招商案例,驗(yàn)證了模型的實(shí)用性和科學(xué)性,進(jìn)而對(duì)模型運(yùn)行結(jié)果進(jìn)行分析。
[Abstract]:Because of its advantages of relieving financial pressure, improving the efficiency of supply of public goods and sharing risks between public and private parties, PPP model has been favored by all levels of government in our country for the choice of private partners of .PPP project.In the early stage of the project, it plays a decisive role in the success or failure of the project. How to choose the right private partner has been paid more and more attention in practice.However, most of the existing research results are based on the selection methods and standards of engineering contractors, pay more attention to the selection of projects, and do not reflect the characteristics of the capacity requirements of private partners in infrastructure projects.Therefore, this paper attempts to evaluate the private partners of the operating infrastructure (PPP) projects in order to provide a reference for the selection of suitable partners for the future quasi-operational infrastructure projects.The first part is the theory of partner selection for quasi-operational infrastructure (PPP) projects. The paper defines the concept, characteristics and scope of quasi-operational infrastructure projects through the theory of infrastructure classification.This paper analyzes the characteristics of quasi-operational infrastructure PPP projects, and discusses the role of private partners, the principles of partner selection, and the process and process elements of partner selection in quasi-operational basic PPP projects, in combination with the concept of cooperative partners.Secondly, the index system is constructed, the index dimension of the paper is determined by literature reading, the 27 indexes of PPP project are screened by literature review method, and 9 indexes are concluded according to the characteristics of quasi-operational infrastructure projects.A total of 36 primary selection indicators of PPP project partners for quasi-operational infrastructure construction are constructed.Then the questionnaire was investigated with the help of the statistical software SPSS19.0.By means test, variance analysis, correlation analysis and reliability test, 21 optimization indexes were obtained.Then the paper adopts the opinion of questionnaire experts on the importance of each index, introduces the entropy weight theory as an objective evaluation method, determines the weight coefficient of each index, and sorts the weight of the index, and analyzes the results.Thirdly, the multi-level fuzzy comprehensive evaluation model is established. The fuzzy evaluation theory is introduced and the multi-level fuzzy comprehensive evaluation model is established.The model is proved to be practical and scientific by citing the case of Chongqing Olympic Merchants, and the results of the model operation are analyzed.
