武漢市保障性住房福利效用研究

【摘要】:隨著我國社會、經(jīng)濟以及城鎮(zhèn)化進程的快速發(fā)展,我國的城市居民在住房方面所面臨的一些問題逐漸顯現(xiàn)出來,并開始受到了社會各界越來越多的關注和研究。保障性住房是我國政府用來調控房地產(chǎn)市場的重要手段之一,,同時也是一項改善民生和提高人民基本生產(chǎn)生活條件的重要舉措。到目前為止,我國已經(jīng)建立了一個由廉租房、經(jīng)濟適用房、限價房和公共租賃房為主體的住房保障體系。根據(jù)保障性住房所設定的原則和條件的不同,不同類型的保障性住房對于不同收入層次和不同生活條件的群體所起到的保障作用也是不一樣的。那么保障性住房在實施和運行過程中所取得的效果到底如何,給受保障的中低收入群體所帶來的效用增加如何,應該得到研究和評價。通過對比不同類型的保障性住房給受保障對象所帶來的效用影響的大小,可以非常直觀的評價保障性住房的效果。 本文研究得出:(1)從武漢市住房保障政策發(fā)展規(guī)律可以看出,在下一階段的規(guī)劃中,將不斷減少對經(jīng)濟適用房的供給,加大對廉租房和公租房的建設規(guī)模,武漢市保障性住房市場將從產(chǎn)權式保障向租賃式保障的過渡。(2)本文通過實證研究證實不同保障性住房給住戶所帶來的效用的影響不同。公共租賃房對住房效用的提高程度最為明顯,經(jīng)濟適用房則降低了受保障對象的住房效用。(3)保障性住房的提供能夠緩解住房困難問題,但是對住房條件、生活條件、交通條件、教育條件等方面的影響效果不定。 本文研究的主要內容: 第一章導論部分。主要梳理了目前國內外的一些學者對于保障性住房以及有關保障性住房效用的相關文獻。明確本文的研究目的以及研究的意義,闡明本文的研究框架、內容和方法以及本文存在的創(chuàng)新點。 第二章理論部分。分別對保障性住房的相關定義進行闡釋。并介紹與本文研究的相關的理論知識和指導思想,為后文實證部分的研究打下理論基礎。 第三章對武漢市的經(jīng)濟發(fā)展現(xiàn)狀以及保障性住房建設情況進行介紹,分析武漢市的住房保障政策的發(fā)展歷程以及保障性住房建設的現(xiàn)狀和特點。 第四章采用問卷調查的方式獲得本文所需的數(shù)據(jù),確定本研究所采用的方法和模型,利用模糊評價法確定不同類型的保障性住房對不同類型住戶所產(chǎn)生的影響,得到本文的研究目的。第五章結合我國現(xiàn)階段的保障性住房政策要求和第四章的分析結果,探析武漢市保障性住房的發(fā)展方向。 第六章主要結論與展望。
[Abstract]:With the rapid development of our country's society, economy and urbanization process, some problems faced by urban residents in housing gradually appear, and began to receive more and more attention and research from all walks of life.Affordable housing is one of the important means used by our government to regulate the real estate market, and it is also an important measure to improve the people's livelihood and people's basic production and living conditions.Up to now, China has established a housing security system with low-rent housing, comfortable housing, limited price housing and public rental housing as the main body.According to the different principles and conditions of affordable housing, different types of affordable housing for different income levels and different living conditions of the group play a different role.So the effect of affordable housing in the implementation and operation process, and how to increase the effectiveness of the guaranteed low and middle income groups, should be studied and evaluated.By comparing the effectiveness of different types of affordable housing to the object of security, we can evaluate the effectiveness of affordable housing intuitively.In the next stage of planning, we will continue to reduce the supply to comfortable housing and increase the scale of construction of low-rent housing and public rental housing.In Wuhan, the transition from property security to leasehold security will take place.) this paper proves that the effects of different affordable housing on households are different through empirical research.The improvement of the utility of public rental housing is the most obvious. Comfortable housing has reduced the housing utility of the protected object.) the provision of affordable housing can alleviate the housing difficulties, but for housing conditions, living conditions, and transportation conditions,The effect of educational conditions is uncertain.The main contents of this paper are as follows:The first chapter is introduction.Mainly combing some scholars at home and abroad about affordable housing and the utility of affordable housing related literature.The purpose and significance of this paper are clarified, and the research framework, contents and methods as well as the innovation of this paper are expounded.The second chapter is the theoretical part.It explains the definition of indemnificatory housing separately.It also introduces the relevant theoretical knowledge and guiding ideology of this paper, which lays a theoretical foundation for the later empirical research.The third chapter introduces the current situation of Wuhan's economic development and the construction of affordable housing, analyzes the development process of Wuhan's housing security policy and the current situation and characteristics of affordable housing construction.The fourth chapter uses questionnaire to obtain the data needed in this paper, determines the methods and models used in this study, and uses fuzzy evaluation method to determine the impact of different types of affordable housing on different types of households.The purpose of this paper is obtained.The fifth chapter analyzes the direction of the development of the indemnificatory housing in Wuhan based on the policy requirements of the indemnificatory housing in our country and the analysis of the fourth chapter.Chapter 6: main conclusion and prospect.
