豬肉質(zhì)量安全溯源系統(tǒng)參與主體的激勵(lì)機(jī)制研究

【摘要】:食品安全問(wèn)題是目前全世界最關(guān)心的問(wèn)題之一,尤其是肉類(lèi)質(zhì)量安全問(wèn)題。世界各國(guó)政府對(duì)此高度重視,為了保障肉類(lèi)質(zhì)量安全都做出了積極的探索,希望通過(guò)政府的監(jiān)管手段,保障人們的肉類(lèi)食品安全。中國(guó)是豬肉消費(fèi)大國(guó),居民消費(fèi)肉類(lèi)主要是豬肉。但是我國(guó)豬肉行業(yè)頻頻爆出安全問(wèn)題,瘦肉豬、注水肉等問(wèn)題屢禁不止。為了保證豬肉質(zhì)量的安全,建立豬肉質(zhì)量安全溯源系統(tǒng)是一種有效的方法。建立豬肉質(zhì)量安全溯源系統(tǒng)可以有效的防止出現(xiàn)產(chǎn)品信息不對(duì)稱(chēng)問(wèn)題,可以明確質(zhì)量安全責(zé)任,減少豬肉質(zhì)量安全問(wèn)題。但是,目前中國(guó)的豬肉質(zhì)量安全溯源系統(tǒng)的建設(shè)還處在試點(diǎn)階段,在建設(shè)中仍然有許多阻礙,致使系統(tǒng)的運(yùn)行效率不高,不能真正的發(fā)揮其作用,保障豬肉質(zhì)量。因此,論文的主要研究問(wèn)題是針對(duì)各個(gè)參與主體的對(duì)抗行為,,分析如何通過(guò)激勵(lì)機(jī)制的構(gòu)建來(lái)提高參與主體的積極性,使各個(gè)參與主體真正的參與到溯源系統(tǒng)中來(lái)。 論文基于國(guó)內(nèi)外研究現(xiàn)狀的基礎(chǔ)上,利用案例研究的方法,對(duì)激勵(lì)的主體進(jìn)行界定,分析參與主體激勵(lì)相關(guān)的理論,并介紹了歐美在溯源管理方面的做法,總結(jié)提煉出可借鑒的經(jīng)驗(yàn)。通過(guò)對(duì)目前豬肉質(zhì)量安全溯源系統(tǒng)的參與現(xiàn)狀,各個(gè)參與主體之間的關(guān)系,以及參與主體的對(duì)抗行為的分析,引出對(duì)目前參與主體的激勵(lì)措施、存在的問(wèn)題以及問(wèn)題產(chǎn)生的原因的分析。通過(guò)對(duì)國(guó)內(nèi)成功的豬肉質(zhì)量安全溯源系統(tǒng)案例——成都市豬肉質(zhì)量安全溯源系統(tǒng)進(jìn)行分析,包括其對(duì)參與主體的激勵(lì)措施、實(shí)施激勵(lì)的保障條件等,得出其成功的經(jīng)驗(yàn)做法為構(gòu)建參與主體的激勵(lì)機(jī)制提供借鑒和實(shí)證。通過(guò)對(duì)國(guó)內(nèi)外案例的提煉和總結(jié),結(jié)合我國(guó)目前的現(xiàn)狀,并利用相關(guān)的激勵(lì)理論,構(gòu)建一個(gè)一般化的豬肉質(zhì)量安全溯源系統(tǒng)參與主體的激勵(lì)機(jī)制。
[Abstract]:Food safety is one of the most concerned issues in the world, especially meat quality and safety.The governments all over the world attach great importance to this and have made active exploration to ensure the quality and safety of meat, hoping to ensure the safety of people's meat by the means of government supervision.China is a big pork consumer, the main consumption of meat is pork.But China's pork industry frequently burst out safety problems, lean pork, water-fed meat and other problems repeatedly prohibited.In order to ensure the safety of pork quality, it is an effective method to establish the traceability system of pork quality safety.The establishment of pork quality and safety traceability system can effectively prevent the problem of product information asymmetry, clarify the responsibility of quality and safety, and reduce the problem of pork quality and safety.However, at present, the construction of pork quality and safety traceability system in China is still in the pilot stage, there are still many obstacles in the construction, resulting in the system running efficiency is not high, can not really play its role, ensure pork quality.Therefore, the main research problem of the thesis is to analyze how to improve the enthusiasm of the participants through the construction of incentive mechanism, so that the participants can participate in the traceability system.Based on the current research situation at home and abroad, this paper defines the subject of incentive by case study, analyzes the relevant theories of incentive, and introduces the methods of traceability management in Europe and America.Summarize and refine the experience that can be used for reference.Based on the analysis of the status quo of pork quality and safety traceability system, the relationship among the participants, and the antagonistic behavior of the participants, the incentive measures for the present participants are introduced.Analysis of the existing problems and the causes of the problems.Based on the analysis of Chengdu pork quality and safety traceability system, which is a successful case of pork quality and safety traceability system in China, including its incentive measures to the main participants, the guarantee conditions of the implementation of incentives, etc.The successful experience can be used for reference and demonstration to construct the incentive mechanism of the participants.By refining and summarizing the cases at home and abroad, combining the present situation of our country, and using the relevant incentive theory, the incentive mechanism of a general pork quality and safety traceability system involved in the main body is constructed.
