【摘要】：目前,我國食品加工小作坊市場數(shù)量非常巨大,它們的生產(chǎn)設(shè)備較為落后,基礎(chǔ)設(shè)施非常簡陋,同時,員工知識素養(yǎng)的整體狀況也不是很好。在區(qū)位上,食品加工小作坊較多地出現(xiàn)于廣大的農(nóng)村區(qū)域或者在管理較少的城鄉(xiāng)結(jié)合部,有著非常明顯的“多、小、散、亂、差”等問題。由于食品加工小作坊需要花費較長的時間才有可能在生產(chǎn)水平方面有所改善,因此,決定了在較長的時期里,食品質(zhì)量安全隱患問題都會始終存在于該類企業(yè)的運營過程。 本文為了研究食品加工小作坊的監(jiān)管工作,在第一章的內(nèi)容里闡述了研究的背景和研究意義,并對國內(nèi)外研究現(xiàn)狀的文獻綜述進行的分析,同時制定了研究的方法。本文圍繞主題,主要依據(jù)服務(wù)型政府理論和信息理論進行了深入探析。 第二章從定義食品加工小作坊入手,分析了食品加工小作坊的重要作用,總結(jié)了我國食品加工小作坊的現(xiàn)狀以及主要特點。 第三章主要闡述了福建食品加工小作坊監(jiān)管在當前的基本狀況,針對食品安全監(jiān)管進行了界定,并且介紹了我國當前采用的食品安全監(jiān)管體制,集中總結(jié)了福建省針對小作坊食品安全問題開展的監(jiān)管工作的主要狀況,找出了監(jiān)管工作中主要問題。 第四章主要闡述通過發(fā)達國家對食品加工小作坊的監(jiān)管的先進之處得到啟發(fā)。 第五章基于上述分析,深入探討了針對福建省食品加工小作坊監(jiān)管中存在的問題,提出了進一步加強福建省食品加工小作坊監(jiān)管的對策,認為一是要從立法層面上明確食品加工小作坊的界定標準；二是要創(chuàng)新食品加工小作坊的監(jiān)管方式；三是要建立福建省食品加工小作坊行業(yè)協(xié)會；四是要建立福建省食品加工小作坊行業(yè)網(wǎng)絡(luò)電子庫；五是要全面推進全社會誠信體系和倫理道德建設(shè),從而形成更加全面高效的監(jiān)管機制。
[Abstract]:At present , the number of food processing small workshops in our country is very large , their production equipment is relatively backward , the infrastructure is very simple , and meanwhile , the overall situation of employee knowledge accomplishment is not very good . At the location , the food processing small workshop appears more frequently in the vast rural areas or in the management of less urban and rural areas , and has obvious " multi , small , scattered , disorderly , poor " and so on . As a result , the food processing small workshop needs a long time to improve the production level . Therefore , it is decided that in the longer period , the food quality safety hazard problem will always exist in the operation process of the enterprise .

In order to study the supervision work of the food processing workshop , this paper expounds the background and significance of the research in the first chapter , and analyses the literature review of the present research situation at home and abroad , and develops the research method . The paper focuses on the subject , mainly based on the service - oriented government theory and the information theory .

The second chapter starts with the definition of food processing small workshop , analyzes the important function of the food processing small workshop , summarizes the present situation and main characteristics of the food processing small workshop in our country .

The third chapter mainly expounds the current situation of the supervision of the food processing workshop in Fujian , defines the food safety supervision , and introduces the current food safety supervision system in our country , summarizes the main situation of the supervision work of Fujian Province on the food safety in the small workshop , and finds out the main problems in the supervision work .

The fourth chapter is mainly about the advanced development of the regulation of food processing small workshop through developed countries .

In the fifth chapter , on the basis of the above analysis , the problems existing in the supervision of the food processing workshop in Fujian province are discussed in detail , and the countermeasures for further strengthening the supervision of the food processing workshop in Fujian province are put forward .
The second is to innovate the way of the food processing small workshop ;
Third , the establishment of Fujian provincial food processing small workshop trade association ;
fourth , to establish the electronic library of the industry network of food processing small workshop in Fujian province ;
The fifth is to fully promote the system of integrity of society and the construction of ethics and ethics so as to form a more comprehensive and efficient supervision mechanism .
