【摘要】：我國(guó)城鎮(zhèn)化發(fā)展迅速,工程建設(shè)規(guī)模仍然很大,由此引發(fā)的群體性事件頻發(fā),對(duì)社會(huì)穩(wěn)定造成破壞。因此,如何做好工程項(xiàng)目,尤其是大型工程項(xiàng)目的社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)價(jià)工作成為業(yè)界和學(xué)術(shù)界亟待解決的問(wèn)題。首先,本文基于項(xiàng)目風(fēng)險(xiǎn)管理理論,對(duì)項(xiàng)目社會(huì)穩(wěn)定風(fēng)險(xiǎn)的國(guó)內(nèi)外研究熱點(diǎn)與進(jìn)展進(jìn)行探討,總結(jié)并評(píng)述了當(dāng)前研究中存在的問(wèn)題和不足。在文獻(xiàn)挖掘的基礎(chǔ)上對(duì)大型工程項(xiàng)目社會(huì)穩(wěn)定風(fēng)險(xiǎn)的概念進(jìn)行了界定,并予以詳細(xì)解釋與分析;其次,通過(guò)對(duì)現(xiàn)有的各種社會(huì)穩(wěn)定風(fēng)險(xiǎn)指標(biāo)體系進(jìn)行分析,提出了初始風(fēng)險(xiǎn)清單,基于對(duì)資深專(zhuān)家和項(xiàng)目經(jīng)理的咨詢(xún),構(gòu)建了涵蓋合法合理性、社會(huì)及安全、經(jīng)濟(jì)利益、征地拆遷、生態(tài)環(huán)境、管理制度以及媒體輿論等7方面風(fēng)險(xiǎn)因素的大型工程項(xiàng)目社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)價(jià)體系;第三,本文對(duì)比了常用的定性與定量評(píng)價(jià)方法的優(yōu)劣,決定將神經(jīng)網(wǎng)絡(luò)理論作為基本方法,在BP神經(jīng)網(wǎng)絡(luò)基礎(chǔ)之上,針對(duì)大型工程項(xiàng)目社會(huì)穩(wěn)定風(fēng)險(xiǎn)的非線性、復(fù)雜性特征,構(gòu)建了基于學(xué)習(xí)矢量量化算法和徑向基函數(shù)的大型工程項(xiàng)目社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)價(jià)模型,用以確定社會(huì)穩(wěn)定風(fēng)險(xiǎn)的等級(jí)水平及具體值;然后采用問(wèn)卷調(diào)查的方式獲取樣本數(shù)據(jù)用于風(fēng)險(xiǎn)評(píng)價(jià)模型的實(shí)證檢驗(yàn),得到風(fēng)險(xiǎn)等級(jí)的分類(lèi)結(jié)果以及具體的風(fēng)險(xiǎn)值,證實(shí)該模型預(yù)測(cè)的準(zhǔn)確度較高;結(jié)尾點(diǎn)明了本研究的不足并指出了未來(lái)有待深入研究的方向。
[Abstract]:With the rapid development of urbanization in China, the scale of engineering construction is still very large, and the mass incidents caused by it are frequently occurring, thus causing damage to social stability. Therefore, how to do a good job in engineering projects, In particular, social stability risk assessment of large engineering projects has become an urgent problem to be solved in the industry and academia. Firstly, based on the theory of project risk management, this paper discusses the domestic and foreign research hotspot and progress of social stability risk of projects. This paper summarizes and comments on the existing problems and shortcomings in the current research. On the basis of literature mining, it defines the concept of social stability risk of large-scale engineering projects, and explains and analyzes it in detail. Secondly, Based on the analysis of the existing risk index system of social stability, the initial risk list is put forward. Based on the consultation of senior experts and project managers, the author constructs a system that covers legal rationality, social and safety, economic benefits, land expropriation and relocation. Ecological environment, management system, media opinion and other risk factors of large-scale engineering project social stability risk assessment system; third, this paper compared the advantages and disadvantages of the commonly used qualitative and quantitative evaluation methods, Decides to take the neural network theory as the basic method, on the basis of BP neural network, aiming at the nonlinear and complex characteristics of social stability risk of large-scale engineering projects, Based on learning vector quantization algorithm and radial basis function, the risk evaluation model of social stability of large engineering project is constructed to determine the level and specific value of social stability risk. Then the sample data are obtained by questionnaire for the empirical test of risk assessment model, and the classification results of risk grade and the specific risk value are obtained, which proves that the prediction accuracy of the model is high. At the end of this paper, the shortcomings of this study are pointed out and the future research directions are pointed out.
