【摘要】：生態(tài)城是應(yīng)對(duì)目前環(huán)境污染、能源短缺和經(jīng)濟(jì)發(fā)展的一種重要方式,是未來(lái)城市發(fā)展的方向,中國(guó)也正在積極推進(jìn)生態(tài)城市的發(fā)展。但是,如果無(wú)法清晰的認(rèn)識(shí)生態(tài)城發(fā)展過(guò)程中的關(guān)鍵因素,就無(wú)法保證獲得生態(tài)城的成功以及后續(xù)的環(huán)境、社會(huì)和經(jīng)濟(jì)效益。因此探尋發(fā)展生態(tài)城項(xiàng)目的關(guān)鍵成功因素對(duì)于中國(guó)生態(tài)城的發(fā)展具有非常重要的意義。已有的研究主要關(guān)注于單一或者一類因素如:城市規(guī)劃、綠色技術(shù)以及運(yùn)營(yíng)管理等,缺乏全面的認(rèn)識(shí)。還有一部分學(xué)者聚焦于關(guān)鍵績(jī)效指標(biāo)的構(gòu)建,雖然關(guān)鍵績(jī)效指標(biāo)能布及生態(tài)城的眾多領(lǐng)域,但是其傾向于目標(biāo)導(dǎo)向,而生態(tài)城的建設(shè)是一個(gè)具有多項(xiàng)目干系人參與的復(fù)雜項(xiàng)目群,其中還有更多無(wú)法衡量的目標(biāo)以及管理過(guò)程中應(yīng)該重點(diǎn)關(guān)注的問(wèn)題。本文擬對(duì)影響生態(tài)城項(xiàng)目成功的因素進(jìn)行系統(tǒng)的識(shí)別,分析不同因素對(duì)于項(xiàng)目成功的影響程度,以及因素內(nèi)部之間存在的關(guān)系。為以后生態(tài)城項(xiàng)目制定管理框架提供理論依據(jù),同時(shí)也有助于生態(tài)城項(xiàng)目干系人更加清楚的認(rèn)識(shí)如何才能更好的促進(jìn)生態(tài)城的發(fā)展,為生態(tài)城的管理者制定戰(zhàn)略提供決策依據(jù),所以研究具有較強(qiáng)的理論意義和實(shí)踐意義。在具體的研究過(guò)程中,本文首先通過(guò)文獻(xiàn)分析、訪談以及參加相關(guān)會(huì)議的方式,從項(xiàng)目相關(guān)因素、項(xiàng)目參與者相關(guān)因素以及環(huán)境相關(guān)因素三個(gè)方面,最終識(shí)別了19個(gè)關(guān)鍵成功因素。在此基礎(chǔ)上設(shè)計(jì)調(diào)研問(wèn)卷,并向具有生態(tài)城實(shí)踐經(jīng)驗(yàn)的人士進(jìn)行了調(diào)研,回收了108份有效問(wèn)卷,對(duì)調(diào)研數(shù)據(jù)進(jìn)行了描述性統(tǒng)計(jì)分析和探索性因子分析。描述性統(tǒng)計(jì)結(jié)果表明“清晰的定義和目標(biāo)”、“生態(tài)城居民的環(huán)保和節(jié)能意識(shí)和行動(dòng)對(duì)于綠色運(yùn)營(yíng)的影響”、“生態(tài)城居民的環(huán)保和節(jié)能意識(shí)和行動(dòng)對(duì)于綠色運(yùn)營(yíng)的影響”、“生態(tài)城運(yùn)營(yíng)階段的管理”對(duì)于生態(tài)城的影響最為重要。探索性因子分析的結(jié)果說(shuō)明了19個(gè)因素可以分成五組:治理、項(xiàng)目干系人的能力和行為、知識(shí)和市場(chǎng)的支持、城市規(guī)劃和外部環(huán)境。為生態(tài)城管理者有效的開展工作提供了管理的框架,今后應(yīng)該著重考慮著五類因素。
[Abstract]:Eco-city is an important way to deal with environmental pollution, energy shortage and economic development. It is the direction of urban development in the future. China is also actively promoting the development of eco-city. Without a clear understanding of the key factors in the development of eco-cities, there is no guarantee of success and the environment that follows. Social and economic benefits. Therefore, it is very important to explore the key success factors for the development of eco-city projects in China. The existing studies mainly focus on single or a class of factors such as urban planning. There is a lack of a comprehensive understanding of green technology and operations management, and some scholars have focused on the construction of key performance indicators, which tend to be goal-oriented, although they can be spread across many areas of the ecological city. And the construction of the ecological city is a complex project group with the participation of multi-project stakeholders, Among them, there are more unmeasurable goals and problems that should be paid more attention to in the process of management. This paper intends to systematically identify the factors that affect the success of the Eco-city project, and analyze the impact of different factors on the success of the project. And the relationship between the factors. For the future eco-city project management framework to provide a theoretical basis, but also help the ecological city project stakeholders a clearer understanding of how to better promote the development of ecological city, Therefore, the research has a strong theoretical and practical significance. In the specific research process, this paper first through literature analysis, interviews and participation in related meetings, Finally, 19 key success factors were identified from three aspects: project related factors, project participants' related factors and environmental factors. Based on this, a questionnaire was designed and investigated to people with practical experience in Eco-city. 108 valid questionnaires were collected, Descriptive statistical analysis and exploratory factor analysis were carried out on the survey data. The results of descriptive statistics showed that "clear definition and objectives", "the impact of environmental and energy conservation awareness and actions of eco-city residents on green operation", "Health" The impact of environmental protection and energy saving awareness and action on the green operation of residents of the city "," and "the management of the operation stage of the ecological city" is the most important impact on the ecological city. The results of exploratory factor analysis show that 19 factors can be divided into five groups: governance. Project stakeholders' ability and behavior, knowledge and market support, urban planning and external environment provide a management framework for Eco-city managers to carry out their work effectively. Five factors should be considered in the future.
