【摘要】：伴隨著全球化趨勢和國際貿(mào)易額的快速增長，產(chǎn)品質(zhì)量檢驗檢測行業(yè)成為中國發(fā)展前景最好、增長速度最快的服務(wù)行業(yè)之一。加強河南省質(zhì)監(jiān)系統(tǒng)檢驗檢測公共技術(shù)服務(wù)平臺建設(shè)，提升產(chǎn)品質(zhì)量，促進產(chǎn)業(yè)升級的需要；是履行監(jiān)管職能，保障社會公共安全的需要；是提升河南產(chǎn)品競爭力，應(yīng)對國際貿(mào)易技術(shù)壁壘的需要；是創(chuàng)新體制機制，，破解發(fā)展難題的需要；是順應(yīng)改革大局，深化改革發(fā)展的需要。本文對河南省質(zhì)監(jiān)系統(tǒng)檢驗檢測公共技術(shù)服務(wù)平臺的概念和內(nèi)涵進行了界定。對河南省質(zhì)監(jiān)系統(tǒng)檢驗檢測公共技術(shù)服務(wù)平臺建設(shè)的現(xiàn)狀、取得的成績、發(fā)揮的功能進入了簡明扼要的分析，研究指出了平臺建設(shè)中存在基礎(chǔ)設(shè)施有待改善、整體檢測能力不高、科研創(chuàng)新能力薄弱、體制與政策不完善、技術(shù)機構(gòu)改革發(fā)展有待深化等突出問題。并分析了存在上述問題的原因，主要是政府投入力度不夠、對科研工作的重要性認(rèn)識不足、體制機制不健全、平臺建設(shè)缺乏統(tǒng)一規(guī)劃。提出了加大各級政府扶持力度、加強質(zhì)監(jiān)系統(tǒng)檢驗檢測體系建設(shè)、積極布局國家和省級質(zhì)檢中心建設(shè)、拓展產(chǎn)業(yè)服務(wù)功能、推動體制機制創(chuàng)新、深入推進技術(shù)機構(gòu)改革整合等基本對策。本文運用協(xié)同創(chuàng)新的理論，對河南質(zhì)監(jiān)檢驗檢測公共技術(shù)服務(wù)平臺做了系統(tǒng)、全面、整體的研究，對加強質(zhì)監(jiān)系統(tǒng)檢驗檢測公共技術(shù)服務(wù)平臺的重大意義進行了完整的闡述，對加強河南省和其他省份質(zhì)監(jiān)系統(tǒng)檢驗檢測公共技術(shù)服務(wù)平臺建設(shè)具有一定的參考價值。
[Abstract]:With the trend of globalization and the rapid growth of international trade volume, the industry of product quality inspection and inspection has become the best prospect of development in China. One of the fastest growing service industries is to strengthen the construction of public technical service platform for quality supervision system inspection and detection in Henan Province, to improve the quality of products and to promote the upgrading of the industry, which is the need to perform the functions of supervision and ensure social public safety. It is the need to enhance the competitiveness of Henan products and to cope with the technical barriers to international trade; the need to innovate the system mechanism and solve the development problems; and the need to conform to the overall situation of reform. This paper defines the concept and connotation of the public technical service platform for quality supervision system inspection and testing in Henan Province, and the present situation and achievements of the construction of the public technology service platform for quality supervision system inspection and inspection in Henan Province. The research points out that the infrastructure needs to be improved, the overall detection ability is not high, the ability of scientific research and innovation is weak, and the system and policy are not perfect. The reasons for these problems are analyzed, such as insufficient government input, insufficient understanding of the importance of scientific research work, and imperfect system and mechanism. The platform construction lacks a unified plan. It is proposed to increase the support of governments at all levels, strengthen the construction of quality supervision system inspection and inspection system, actively distribute the construction of national and provincial quality inspection centers, expand the functions of industrial services, and promote the innovation of the system and mechanism. Based on the theory of collaborative innovation, this paper makes a systematic, comprehensive and overall study on the public technical service platform for quality inspection and inspection in Henan Province. The great significance of strengthening the public technical service platform of quality supervision system inspection and inspection is expounded, which has certain reference value for strengthening the construction of the public technology service platform of quality supervision system inspection and inspection in Henan province and other provinces.
