環(huán)境規(guī)制與工業(yè)全行業(yè)技術(shù)創(chuàng)新影響關(guān)系的實(shí)證研究

【摘要】:環(huán)境問(wèn)題為全球熱點(diǎn)問(wèn)題,環(huán)境規(guī)制作為一種保護(hù)環(huán)境的措施,對(duì)于經(jīng)濟(jì)的影響也是一個(gè)熱點(diǎn)問(wèn)題。技術(shù)創(chuàng)新在經(jīng)濟(jì)發(fā)展中起著重要作用,環(huán)境規(guī)制對(duì)其的影響勢(shì)必會(huì)影響到經(jīng)濟(jì)發(fā)展。為了評(píng)價(jià)2001-2010年間環(huán)境規(guī)制與中國(guó)36個(gè)工業(yè)行業(yè)技術(shù)創(chuàng)新之間的關(guān)系,利用定性分析法分析了兩者之間的作用關(guān)系,包括相互作用,影響途徑和影響因素;通過(guò)Matlab軟件編程實(shí)現(xiàn)方向性距離函數(shù),評(píng)價(jià)環(huán)境規(guī)制下的技術(shù)效率、全要素生產(chǎn)率和環(huán)境規(guī)制成本;同時(shí),利用SPSS實(shí)現(xiàn)主成分分析法,構(gòu)建了環(huán)境規(guī)制強(qiáng)度和技術(shù)創(chuàng)新的綜合指標(biāo)體系,利用Eviews實(shí)現(xiàn)計(jì)量模型,進(jìn)一步計(jì)算分析兩者之間的量化關(guān)系。定性研究發(fā)現(xiàn)環(huán)境規(guī)制對(duì)于技術(shù)創(chuàng)新通過(guò)兩條途徑進(jìn)行促進(jìn)和阻礙的作用,同時(shí)表現(xiàn)出強(qiáng)度和時(shí)間效應(yīng);全國(guó)平均環(huán)境技術(shù)效率為0.757,我國(guó)行業(yè)發(fā)展處于較協(xié)調(diào)狀態(tài),但對(duì)于高度協(xié)調(diào)還有一定的差距;通過(guò)ML指數(shù)分析發(fā)現(xiàn)技術(shù)進(jìn)步是推動(dòng)全要素生產(chǎn)率增長(zhǎng)的主要因素,“十一五”規(guī)劃期間全要素生產(chǎn)率增加,主要為技術(shù)進(jìn)步推動(dòng);利用計(jì)量經(jīng)濟(jì)模型發(fā)現(xiàn)環(huán)境規(guī)制對(duì)于不同的行業(yè)有著不同的影響,對(duì)其中20個(gè)行業(yè)有正效應(yīng),16個(gè)行業(yè)有負(fù)效應(yīng),且環(huán)境規(guī)制對(duì)于不同行業(yè)的影響程度不同。最后,本文從國(guó)家宏觀層面到企業(yè)微觀層面給予政策建議,期望為政府相關(guān)部門和企業(yè)決策的制定和修改提供一定的參考依據(jù)。
[Abstract]:As a measure to protect the environment, environmental regulation is also a hot issue to the economy. Technological innovation plays an important role in the economic development. In order to evaluate the relationship between environmental regulation and technological innovation in 36 industrial industries in China, this paper analyzes the relationship between environmental regulation and technological innovation in 36 industries in China by qualitative analysis, including the interaction between them. Through Matlab software programming to realize directional distance function, to evaluate the technical efficiency, total factor productivity and environmental regulation cost under environmental regulation; at the same time, to use SPSS to realize principal component analysis, The comprehensive index system of environmental regulation intensity and technological innovation is constructed, and the econometric model is realized by using Eviews. The qualitative research shows that environmental regulation can promote and hinder the technological innovation through two ways, and at the same time, it shows the effect of intensity and time. The national average environmental technical efficiency is 0.757. The development of industry in China is in a more coordinated state, but there is still a certain gap for high coordination. Through ML index analysis, it is found that technological progress is the main factor to promote the growth of total factor productivity (TFP), which is mainly promoted by technological progress during the 11th Five-Year Plan period. Using the econometric model, we find that environmental regulation has different effects on different industries, including 20 industries with positive effects, 16 industries with negative effects, and environmental regulation has different effects on different industries. This paper gives policy suggestions from the national macro level to the micro level of enterprises, hoping to provide some reference basis for the government departments and enterprises to make and modify their decisions.
