【摘要】：經(jīng)過(guò)幾十年的努力,中國(guó)的城鎮(zhèn)化發(fā)展已經(jīng)進(jìn)入到新的階段。在土地城鎮(zhèn)化,人口城鎮(zhèn)化的熱潮退卻之后,我國(guó)政府提出建設(shè)新型城鎮(zhèn)化的道路,而其核心正是“人”的城鎮(zhèn)化。如何發(fā)展“人”的城鎮(zhèn)化,需要理論和實(shí)踐的雙重探索。本文的目的是從中國(guó)城鎮(zhèn)化發(fā)展的歷史和現(xiàn)狀出發(fā),提出將“以人為本”作為日后我國(guó)城鎮(zhèn)化發(fā)展的基本原則,并規(guī)劃出合理的發(fā)展方向。論文共分為六個(gè)部分,第一部分是緒論,闡述了文章的選題背景、研究意義和國(guó)內(nèi)外的研究現(xiàn)狀,并著重介紹了中國(guó)城鎮(zhèn)化的理論研究成果。第二部分是論文正文的第一章,介紹了城鎮(zhèn)化的含義、目的和意義,并指出城鎮(zhèn)化發(fā)展“以人為本”的內(nèi)涵及要求。第二章首先通過(guò)研究我國(guó)城鎮(zhèn)化發(fā)展分期和發(fā)展模式,概括出城鎮(zhèn)化發(fā)展的歷程。接下來(lái)從“以人為本”的視角總結(jié)出我國(guó)城鎮(zhèn)化發(fā)展過(guò)程中存在的問(wèn)題,同時(shí)對(duì)造成問(wèn)題的原因進(jìn)行了深入剖析。主要涉及中央政府的制度設(shè)計(jì)、地方政府的行為和公民社會(huì)的參與。第三章對(duì)國(guó)外城鎮(zhèn)化發(fā)展的經(jīng)驗(yàn)教訓(xùn)進(jìn)行了梳理,并提煉出對(duì)我國(guó)城鎮(zhèn)化發(fā)展的有益借鑒。第四章是論文的理論創(chuàng)新部分,提供了當(dāng)前城鎮(zhèn)化發(fā)展問(wèn)題的解決對(duì)策,并對(duì)今后“以人為本”的城鎮(zhèn)化發(fā)展方向提出了具體化建議。最后部分重申了“以人為本”思想對(duì)于我國(guó)城鎮(zhèn)化能健康發(fā)展的重大作用和意義,并對(duì)全篇論文進(jìn)行總結(jié)。
[Abstract]:After decades of efforts, the development of urbanization in China has entered a new stage. After the upsurge of land urbanization and population urbanization has receded, our government has proposed the road of building a new type of urbanization. And its core is the urbanization of "human". How to develop urbanization of "human" needs both theoretical and practical exploration. The purpose of this paper is to proceed from the history and present situation of urbanization in China. Put forward "people-oriented" as the basic principle of urbanization development in the future, and plan out the reasonable development direction. The thesis is divided into six parts, the first part is the introduction, and expounds the background of the article. The second part is the first chapter of the paper, which introduces the meaning, purpose and significance of urbanization. It also points out the connotation and requirements of "people-oriented" urbanization development. The second chapter studies the stages and development models of urbanization development in China. The course of urbanization development is summarized. Then the problems existing in the process of urbanization development in China are summarized from the perspective of "people-oriented", and the causes of the problems are analyzed in depth, mainly involving the system design of the central government. The third chapter combs the experience and lessons of the foreign urbanization development, and abstracts the beneficial reference to the urbanization development of our country. The fourth chapter is the theoretical innovation part of the thesis. Providing solutions to the current problems of urbanization, In the last part, the author restates the important role and significance of the thought of "people-oriented" for the healthy development of urbanization in China, and summarizes the whole paper.
