基于“主體功能”的新型村鎮(zhèn)建設模式優(yōu)選及聚落體系重構——藉由“圖底關系理論”的探索

【摘要】:新型村鎮(zhèn)建設與主體功能區(qū)規(guī)劃是分別針對我國當前階段鄉(xiāng)村發(fā)展、國土開發(fā)的重要空間調(diào)控手段,基于主體功能思維而對聚落體系進行自上而下的分類指導應該作為促進鄉(xiāng)村聚落有序發(fā)展的重要思維。論文借助于圖底關系理論,將主體功能區(qū)作為"均質(zhì)面集"的發(fā)展意圖轉譯到縣級單元內(nèi)"異質(zhì)面集"的主導土地用途區(qū),并進一步聚焦到"點集"乃至"點"層面的村鎮(zhèn)聚落體系組織與聚落建設,總結了三類主體功能區(qū)的7種主導新型村鎮(zhèn)建設模式及對應的空間優(yōu)化目標,拓展了主體功能區(qū)規(guī)劃在縣級以下尺度的規(guī)劃指導價值,實現(xiàn)了不同尺度空間規(guī)劃的法則演繹,為主體功能區(qū)格局下我國縣域尺度的村鎮(zhèn)聚落功能優(yōu)化與體系重構提供一種思路。
[Abstract]:The new rural construction and the main functional area planning is respectively in view of the current stage of rural development, an important means of the space regulation of land development, the main function of thinking based on guidance from top to bottom of the settlement system should promote the orderly development of rural settlements as the important thinking. Based on the figure ground theory, the main functional areas as "the development of homogeneous surface set" intention translates into the dominant land use district level units "HETEROFACE set", and further focus on the "organization of village settlement system and settlement construction points" and "points" level, summed up the 7 leading new rural construction model and the corresponding spatial optimization goal three the main functional areas, expand the planning guidance value of main functional area planning below the county level scale, realize the interpretation of different scale spatial planning law, as the main functional areas of pattern A way of thinking is provided for the optimization of village and town settlement function and system reconstruction at county level in China.
