【摘要】：受益于國家政策,成都利用依據(jù)自身特征以城鎮(zhèn)規(guī)劃建設(shè)作為綜合改革的突破口并將其上升到國家戰(zhàn)略層面。成都市成華區(qū)東郊記憶在規(guī)劃建設(shè)發(fā)展方面已經(jīng)取得了一定的成果,具體的工作中問題也層出不窮。成都市成華區(qū)東郊記憶的規(guī)劃建設(shè)主要面臨著城鎮(zhèn)體系缺乏區(qū)域協(xié)調(diào)、城鎮(zhèn)規(guī)劃缺乏創(chuàng)新政策支持、城鎮(zhèn)建設(shè)主體作用發(fā)揮不足、城鎮(zhèn)規(guī)劃建設(shè)面臨資金籌集困難等問題。本論文著重以城鎮(zhèn)規(guī)劃理論為基礎(chǔ),以成都市成華區(qū)東郊記憶為實證案例,主要從緒論、理論基礎(chǔ)、案例概述、政策分析、運行機制分析、借鑒與啟示、結(jié)論七個部分進行介紹,全文的具體內(nèi)容如下所示:第一部分為緒論,即對成都市成華區(qū)東郊記憶的規(guī)劃建設(shè)案例研究的研究背景及意義、國內(nèi)外研究現(xiàn)狀、研究內(nèi)容與方法進行全面的梳理。第二部分為論文基本概念的界定和理論基礎(chǔ),對規(guī)劃建設(shè)發(fā)展相關(guān)概念界定、論文的理論基礎(chǔ)、成都市成華區(qū)東郊記憶的規(guī)劃建設(shè)案例研究的典型性進行了描述和分析。第三部分為案例概述部分,對成都市成華區(qū)東郊記憶的規(guī)劃建設(shè)背景、規(guī)劃建設(shè)發(fā)展歷程、規(guī)劃建設(shè)實施情況、規(guī)劃建設(shè)存在的問題及其產(chǎn)生的原因進行了系統(tǒng)描述和分析。第四部分為成都市成華區(qū)東郊記憶的規(guī)劃建設(shè)的政策分析,即對成都市成華區(qū)東郊記憶的規(guī)劃建設(shè)的政策保障和矛盾應(yīng)對策略等方面進行深入分析。第五部分為成都市成華區(qū)東郊記憶的規(guī)劃建設(shè)的運行機制分析,分別對成都市成華區(qū)東郊記憶的城鄉(xiāng)一體化發(fā)展機制體制創(chuàng)新,即科學(xué)規(guī)劃建設(shè)、創(chuàng)新驅(qū)動、共建共享、以人為本、改革創(chuàng)新和對成都市成華區(qū)東郊記憶的規(guī)劃建設(shè)的運行機制,即產(chǎn)業(yè)對接聯(lián)動機制、投融資對接聯(lián)動機制、社會事業(yè)發(fā)展對接聯(lián)動機制、創(chuàng)新城鄉(xiāng)二元運行機制以及對成華區(qū)東郊記憶的規(guī)劃建設(shè)的協(xié)調(diào)發(fā)展機制,即強化組織管理協(xié)調(diào)能力機制、明確職責(zé)分工、優(yōu)化工作機制等進行描述和分析。第六部分為成都市成華區(qū)東郊記憶的規(guī)劃建設(shè)案例的借鑒與啟示,即對成都市成華區(qū)東郊記憶的規(guī)劃建設(shè)的案例經(jīng)驗進行梳理,為后續(xù)規(guī)劃編制與實施以及其他地區(qū)規(guī)劃建設(shè)研究提供經(jīng)驗借鑒和啟示。第七部分為全文的總結(jié)部分,對全文有關(guān)成都市成華區(qū)東郊記憶的規(guī)劃建設(shè)研究進行總結(jié),并對本文的研究課題的下一步研究進行展望。研究認為,成都市成華區(qū)東郊記憶在規(guī)劃建設(shè)方面存在較多的政策保障、矛盾應(yīng)對策略、并且有城鄉(xiāng)一體化發(fā)展機制體制創(chuàng)新、產(chǎn)業(yè)對接、投融資對接、社會事業(yè)對接、城鄉(xiāng)二元體制創(chuàng)新、組織管理協(xié)調(diào)能力機制強化、職責(zé)分工明確、工作機制優(yōu)化等動力支撐,成都市成華區(qū)東郊記憶建設(shè)以規(guī)劃為龍頭,注重規(guī)劃管理,引入市場機制,不斷完善投資環(huán)境,強化人居環(huán)境建設(shè),創(chuàng)建宜居城鎮(zhèn),因此全區(qū)在規(guī)劃建設(shè)取得了較大的成就。鑒于成都市成華區(qū)東郊記憶的規(guī)劃建設(shè)實例可以看出其他地區(qū)規(guī)劃建設(shè)可以不斷創(chuàng)新規(guī)劃實施機制,發(fā)揮城鎮(zhèn)建設(shè)主體作用,以擴大融資渠道為關(guān)鍵,積累小城鎮(zhèn)建設(shè)資金,以科學(xué)規(guī)劃為引領(lǐng),確保規(guī)劃建設(shè)的實施,注重城鎮(zhèn)產(chǎn)業(yè)載體建設(shè),構(gòu)建智慧新城鎮(zhèn),全面提升政府公共服務(wù)能力,保障規(guī)劃落地實施,實現(xiàn)城鎮(zhèn)可持續(xù)發(fā)展。
