【摘要】：T油田于2006年開(kāi)始第二輪對(duì)外合作工作,推出12個(gè)風(fēng)險(xiǎn)勘探區(qū)塊和DN1和TZ兩個(gè)天然氣開(kāi)發(fā)區(qū)塊進(jìn)行合作。最終,于2008年-2009年簽訂了DN1和TZ石油合同。在對(duì)外合作開(kāi)展的七年時(shí)間,各項(xiàng)目生產(chǎn)經(jīng)營(yíng)陸續(xù)展開(kāi),由合同問(wèn)題所引起的弊端逐漸地暴露出來(lái)。本論文開(kāi)展EPC合同管理風(fēng)險(xiǎn)度研究,能在一定程度上降低合同管理風(fēng)險(xiǎn),促進(jìn)企業(yè)合同管理創(chuàng)新,提升T油田國(guó)內(nèi)及國(guó)際競(jìng)爭(zhēng)力。通過(guò)本論文研究,期望能夠?yàn)閷?duì)外合作工作走出一條順暢的通路,謀求對(duì)外合作事業(yè)的更大發(fā)展,為油田公司引進(jìn)先進(jìn)的管理和技術(shù),為實(shí)現(xiàn)油田公司完成油氣當(dāng)量目標(biāo)和“十二五”發(fā)展規(guī)劃增添動(dòng)力。 本文設(shè)計(jì)了問(wèn)卷《EPC項(xiàng)目合同管理實(shí)踐效果評(píng)價(jià)》,描述了T油田EPC項(xiàng)目合同管理現(xiàn)狀,對(duì)T油田EPC項(xiàng)目合同管理實(shí)踐進(jìn)行了模糊綜合評(píng)價(jià),總結(jié)了存在的問(wèn)題；另外,結(jié)合其管理現(xiàn)狀,系統(tǒng)地總結(jié)出合同管理風(fēng)險(xiǎn)事件,構(gòu)建出“合同管理風(fēng)險(xiǎn)事件體系”,設(shè)計(jì)了問(wèn)卷《EPC項(xiàng)目合同管理風(fēng)險(xiǎn)度模型研究》,建立了EPC項(xiàng)目合同管理風(fēng)險(xiǎn)度評(píng)價(jià)模型,給出相關(guān)的數(shù)學(xué)表達(dá)公式；最后,對(duì)合同管理三階段分別進(jìn)行了實(shí)證分析,并對(duì)T油田合作區(qū)合同管理提出了改進(jìn)對(duì)策及建議。
[Abstract]:In 2006, the T oil field began its second round of foreign cooperation, launching 12 risk exploration blocks and two natural gas development blocks DN1 and TZ. Finally, The DN1 and TZ petroleum contracts were signed from 2008 to 2009. During the seven years of cooperation with foreign countries, the production and operation of various projects were carried out one after another, and the disadvantages caused by the contract problems were gradually exposed. In this paper, the risk degree of EPC contract management was studied. It can reduce the risk of contract management to a certain extent, promote the innovation of enterprise contract management, enhance the domestic and international competitiveness of T oilfield. To seek greater development of foreign cooperation, to introduce advanced management and technology for oil field companies, and to add impetus to the realization of the oil and gas equivalent target and the 12th Five-Year Plan of oilfield companies. In this paper, the author designs a questionnaire entitled "Evaluation of practical effect of EPC Project contract Management", describes the current situation of EPC Project contract Management in T Oilfield, makes a fuzzy comprehensive evaluation on the practice of EPC Project contract Management in T Oilfield, summarizes the existing problems. According to the present situation of contract management, this paper systematically summarizes the risk events of contract management, constructs a "risk event system of contract management", designs a questionnaire "Research on risk degree Model of EPC Project contract Management", and establishes a risk evaluation model of EPC project contract management. Finally, the three stages of contract management are analyzed empirically, and the countermeasures and suggestions for improving the contract management in T oilfield cooperative area are put forward.
