農(nóng)地流轉(zhuǎn)對(duì)農(nóng)業(yè)生產(chǎn)效率的影響研究——基于DEA-Tobit模型的分析

【摘要】:本文采用江蘇省的實(shí)地調(diào)研數(shù)據(jù),運(yùn)用DEA-Tobit模型兩步法詳細(xì)分析了農(nóng)地流轉(zhuǎn)對(duì)農(nóng)業(yè)生產(chǎn)效率的影響。研究發(fā)現(xiàn),樣本農(nóng)戶(hù)的平均生產(chǎn)效率只有0.143,處于很低水平,還有很大的進(jìn)步空間,主要原因是技術(shù)效率的低下;流轉(zhuǎn)戶(hù)(包括轉(zhuǎn)出和轉(zhuǎn)入)整體比無(wú)流轉(zhuǎn)戶(hù)效率高,轉(zhuǎn)出土地和轉(zhuǎn)入土地都有利于生產(chǎn)效率提高,且轉(zhuǎn)入對(duì)生產(chǎn)效率的影響要比轉(zhuǎn)出對(duì)生產(chǎn)效率的影響提高更為顯著。因此,農(nóng)地流轉(zhuǎn)是提高農(nóng)業(yè)生產(chǎn)效率的有效途徑,但政府要增加生產(chǎn)服務(wù)性投入以及先進(jìn)技術(shù)的推廣,提高技術(shù)效率;多創(chuàng)造農(nóng)地流轉(zhuǎn)條件,鼓勵(lì)有條件的農(nóng)戶(hù)轉(zhuǎn)出土地,讓其擁有最優(yōu)比例的生產(chǎn)要素從而改善生產(chǎn)效率;鼓勵(lì)種田能手轉(zhuǎn)入土地以實(shí)現(xiàn)規(guī)模經(jīng)營(yíng)來(lái)進(jìn)一步提高農(nóng)業(yè)生產(chǎn)效率。
[Abstract]:In this paper, the effect of agricultural land transfer on agricultural production efficiency is analyzed in detail by using the field investigation data of Jiangsu Province and the two-step method of DEA-Tobit model. It is found that the average production efficiency of the sample farmers is only 0.143, which is at a very low level. There is also much room for progress, mainly because of the low technical efficiency; the transfer of land (including transfers and transfers) as a whole is more efficient than that of non-transferable households, and the transfer of land and the transfer of land are conducive to higher productivity. Therefore, the transfer of agricultural land is an effective way to improve the efficiency of agricultural production, but the government should increase the input of production services and the promotion of advanced technology. To improve the technical efficiency, to create more conditions for the circulation of agricultural land, to encourage the farmers with conditions to transfer out of the land, to have the optimal proportion of production factors, and to improve the production efficiency; To encourage skilled farmers to land to achieve scale management to further improve the efficiency of agricultural production.
