【摘要】：房地產(chǎn)行業(yè)對(duì)于國(guó)家經(jīng)濟(jì)和社會(huì)發(fā)展的重要作用和重大影響是眾所周知的,房地產(chǎn)行業(yè)的興衰往往直接決定著國(guó)家和社會(huì)經(jīng)濟(jì)的繁榮還是蕭條,發(fā)展還是停滯。因此政府相關(guān)監(jiān)管部門應(yīng)該重視政府對(duì)房地產(chǎn)行業(yè)的監(jiān)管作用的發(fā)揮,以有力地保障房地產(chǎn)行業(yè)的健康發(fā)展,最大限度地規(guī)避房地產(chǎn)行業(yè)盲目發(fā)展所帶來(lái)的風(fēng)險(xiǎn)和危害。成都市房地產(chǎn)行業(yè)監(jiān)管的開發(fā)盡管從發(fā)展時(shí)序和區(qū)域排列上,相比東部地區(qū)要晚一些,但是成都市房地產(chǎn)行業(yè)政府監(jiān)管方面卻有著比較先進(jìn)的實(shí)踐經(jīng)驗(yàn)和做法。當(dāng)然,成都市作為一個(gè)人口總量非常巨大的一線城市,其房地產(chǎn)行業(yè)的發(fā)展也不可避免地存在著各種各樣的問(wèn)題亟待加以解決。本文正是從分析和研究成都市房地產(chǎn)行業(yè)發(fā)展的基本情況入手,對(duì)成都市房地產(chǎn)行業(yè)存在問(wèn)題和產(chǎn)生這些問(wèn)題的原因進(jìn)行深入地分析,從而探索出解決這些問(wèn)題的出路和對(duì)策。并希望政府能夠重視成都市房地產(chǎn)行業(yè)存在的現(xiàn)實(shí)問(wèn)題,采取積極有效的措施加以監(jiān)管,消除問(wèn)題,降低風(fēng)險(xiǎn),以保證成都市乃至四川省經(jīng)濟(jì)的平穩(wěn)健康地發(fā)展。這也是政府應(yīng)該做到的基本職責(zé)。本文從論述政府監(jiān)管的相關(guān)理論切入,運(yùn)用文獻(xiàn)研究的方法對(duì)公共管理中有關(guān)政府行政監(jiān)管方面的理論和觀點(diǎn)進(jìn)行梳理,對(duì)市場(chǎng)經(jīng)濟(jì)運(yùn)行過(guò)程中政府對(duì)市場(chǎng)主體所應(yīng)負(fù)有的職能的職責(zé)進(jìn)行論述,強(qiáng)調(diào)指出了政府監(jiān)管的必要性和重要性。同時(shí),在理論上指明了政府對(duì)市場(chǎng)主體進(jìn)行監(jiān)管的基本原則和指導(dǎo)性理論。這為后續(xù)的研究提供了理論上的基礎(chǔ)和指導(dǎo)。在后續(xù)的論述中,文章從論述和分析成都市房地產(chǎn)行業(yè)政府監(jiān)管的現(xiàn)狀出發(fā),指出了成都市房地產(chǎn)行業(yè)政府監(jiān)管方面存在的問(wèn)題以及導(dǎo)致這些問(wèn)題產(chǎn)生的根本原因。同時(shí),文章還通過(guò)概述和分析國(guó)內(nèi)北京、上海、香港、廣州等其他城市的房地產(chǎn)行業(yè)政府監(jiān)管的實(shí)踐和經(jīng)驗(yàn),意在進(jìn)行對(duì)比分析和比較研究,以便有所啟發(fā)和借鑒。最后,文章依據(jù)前文的分析論述,針對(duì)成都市房地產(chǎn)行業(yè)政府監(jiān)管方面實(shí)際存在的問(wèn)題和原因,提出了八個(gè)方面的對(duì)策和政策建議。以期對(duì)成都市房地產(chǎn)行業(yè)的政府行政監(jiān)管工作有所助益。
[Abstract]:It is well known that the real estate industry plays an important role in the national economic and social development. The rise and fall of the real estate industry often directly determines the prosperity or depression of the country and the social economy. Development or stagnation. Therefore, the relevant government regulatory authorities should attach importance to the role of the government in supervising the real estate industry, so as to ensure the healthy development of the real estate industry. To maximize the risk and harm caused by the blind development of the real estate industry. Although the development of real estate industry supervision in Chengdu is later than that in the eastern region in terms of the order of development and regional arrangement, However, the real estate industry in Chengdu has relatively advanced practical experience and practice in terms of government supervision. Of course, Chengdu, as a first-tier city with a very large population, The development of real estate industry inevitably has a variety of problems to be solved. This paper begins with the analysis and study of the development of real estate industry in Chengdu. This paper makes an in-depth analysis of the problems existing in the real estate industry in Chengdu and the causes of these problems, so as to explore the way out and countermeasures to solve these problems, and hopes that the government will attach importance to the practical problems existing in the real estate industry in Chengdu. Take active and effective measures to regulate, eliminate problems and reduce risks, In order to ensure the steady and healthy economic development of Chengdu and Sichuan Province, this is also the basic responsibility of the government. By using the method of literature research, this paper combs the theories and viewpoints of government administration supervision in public administration, and discusses the functions and responsibilities of the government to the market subject in the course of market economy operation. Stressing the necessity and importance of government regulation... at the same time, In theory, it points out the basic principles and guiding theory of the government's supervision of the market subject, which provides the theoretical basis and guidance for further research. Based on the discussion and analysis of the present situation of Chengdu real estate industry government supervision, this paper points out the problems existing in Chengdu real estate industry government supervision and the root causes of these problems. The article also summarizes and analyzes the practice and experience of government supervision of real estate industry in other cities such as Beijing, Shanghai, Hong Kong, Guangzhou and so on, in order to carry out comparative analysis and comparative study, in order to enlighten and draw lessons from. According to the analysis and discussion above, this paper aims at the problems and causes of the real estate industry government supervision in Chengdu. This paper puts forward eight countermeasures and policy suggestions in order to be helpful to the government administration supervision of real estate industry in Chengdu.
