【摘要】：我國新一代領(lǐng)導(dǎo)人指出，城鎮(zhèn)化是未來社會發(fā)展的最大潛力。我國的城鎮(zhèn)化走的是一條現(xiàn)代農(nóng)業(yè)與工業(yè)化、信息化共同穩(wěn)步發(fā)展的路徑，應(yīng)主動并妥善處理城鎮(zhèn)化中出現(xiàn)的問題，強(qiáng)化城鎮(zhèn)的整體的承受能力，節(jié)約利用土地，使農(nóng)村農(nóng)民能夠有序轉(zhuǎn)換為城市的居民。 現(xiàn)代城鎮(zhèn)化是最重要的經(jīng)濟(jì)與社會問題，是我國經(jīng)濟(jì)發(fā)展需要深入研究的內(nèi)容。我國的財(cái)政政策是國家管理宏觀層面的重要舉措，同時更是促進(jìn)城鎮(zhèn)化有序發(fā)展的重要支柱。本文正是依據(jù)此目的及背景，從財(cái)政的視角，對我國城鎮(zhèn)化的現(xiàn)階段的發(fā)展情況進(jìn)行了精簡的研究。 本文共分為八大部分，首先簡要介紹了研究問題的背景和意義、國內(nèi)外研究綜述，總結(jié)了本文的寫作方法、創(chuàng)新點(diǎn)及不足。其次介紹了財(cái)政推進(jìn)城鎮(zhèn)化的理論依據(jù)，主要從財(cái)政視角了解城鎮(zhèn)化，分析城鎮(zhèn)化的概念、內(nèi)容及作用，并規(guī)范的介紹了城鎮(zhèn)化與財(cái)政之間的關(guān)系。第三章進(jìn)一步運(yùn)用計(jì)量模型，從實(shí)證分析的角度論證了財(cái)政與城鎮(zhèn)化之間的關(guān)系，從而得出財(cái)政在推進(jìn)城鎮(zhèn)化進(jìn)程中的重大意義。第四章提出了財(cái)政政策在城鎮(zhèn)化進(jìn)程中出現(xiàn)的問題，第五章針對財(cái)政政策在城鎮(zhèn)化進(jìn)程中存在問題的進(jìn)行原因分析，找出出現(xiàn)問題的根本原因，，為使財(cái)政在城鎮(zhèn)化進(jìn)程中發(fā)揮其重大的職能作用奠定基礎(chǔ)。第六章通過來自國外的財(cái)政政策的經(jīng)驗(yàn)，研究了運(yùn)用財(cái)政政策促進(jìn)城鎮(zhèn)化發(fā)展的做法，為完善我國促進(jìn)城鎮(zhèn)化發(fā)展的財(cái)政政策提供一些參考。第七章針對我國現(xiàn)階段城鎮(zhèn)化發(fā)展的現(xiàn)狀，提出促進(jìn)城鎮(zhèn)發(fā)展的幾點(diǎn)財(cái)政建議。最后從整體上對本文的內(nèi)容進(jìn)行概括。
[Abstract]:China's new generation of leaders pointed out that urbanization is the greatest potential for social development in the future. We should take the initiative and properly deal with the problems in urbanization, strengthen the overall affordability of cities and towns, economize the use of land, and enable rural farmers to transform into urban residents in an orderly manner. Modern urbanization is the most important economic and social problem, and it is the content of our country's economic development that needs to be studied deeply. Our country's fiscal policy is an important measure of the national management macroscopical level. At the same time, it is also an important pillar to promote the orderly development of urbanization. According to this purpose and background, this paper makes a concise study on the current development of urbanization in China from the perspective of finance. This paper is divided into eight parts. Firstly, it briefly introduces the background and significance of the research, summarizes the domestic and foreign research, summarizes the writing methods, innovation points and shortcomings of this paper, and then introduces the theoretical basis of fiscal urbanization. Mainly from the perspective of finance to understand urbanization, analyze the concept, content and role of urbanization, and normative introduction of the relationship between urbanization and finance. This paper demonstrates the relationship between finance and urbanization from the perspective of empirical analysis, and concludes the great significance of finance in the process of urbanization. Chapter 4th puts forward the problems of fiscal policy in the process of urbanization. Chapter 5th analyzes the causes of the problems in the process of urbanization and finds out the root causes of the problems. Chapter 6th studies the practice of using fiscal policy to promote the development of urbanization through the experience of fiscal policy from abroad, in order to lay the foundation for fiscal to play its important role in the process of urbanization. In order to improve the financial policy of urbanization in China, chapter 7th puts forward some financial suggestions to promote the development of cities and towns in view of the present situation of urbanization development in China. Finally, the contents of this paper are summarized as a whole.
