【摘要】：改革開放以來，伴隨著工業(yè)化進(jìn)程的加速，我國城鎮(zhèn)化經(jīng)歷了一個起點低、速度快的發(fā)展歷程。我們大致用了30多年的時間，走過了西方國家近百年的城鎮(zhèn)化歷程。城鎮(zhèn)化的快速發(fā)展，為中國經(jīng)濟(jì)社會進(jìn)步和人民生活水平提高做出了重大貢獻(xiàn)，有效推動了我國國民經(jīng)濟(jì)的快速增長以及社會結(jié)構(gòu)發(fā)生深刻變革。但是，我們之前的城鎮(zhèn)化走得過急，片面強(qiáng)調(diào)城鎮(zhèn)化率以及經(jīng)濟(jì)建設(shè)而忽略了人的發(fā)展，導(dǎo)致了城鎮(zhèn)化的發(fā)展目的和發(fā)展的動力機(jī)制偏離以人為本。因此，中央在首次召開的城鎮(zhèn)化工作會議中強(qiáng)調(diào)，城鎮(zhèn)化發(fā)展要尊重歷史規(guī)律和人的發(fā)展規(guī)律，歸根結(jié)底，就是要推進(jìn)以人為本的城鎮(zhèn)化，以此塑造未來中國的面貌。 中國實施以人為本的城鎮(zhèn)化戰(zhàn)略，是堅持和運用馬克思主義理論指導(dǎo)中國實踐的必然選擇，它遵循了馬克思恩格斯所揭示的現(xiàn)代化進(jìn)程的一般規(guī)律，也契合了馬克思主義關(guān)于推動生產(chǎn)力發(fā)展和人的全面發(fā)展的基本精神。中國實施以人為本的城鎮(zhèn)化戰(zhàn)略，更是中國國情現(xiàn)實的客觀要求，有利于緩解我國人民內(nèi)部矛盾，推動我國經(jīng)濟(jì)持續(xù)健康發(fā)展，解決傳統(tǒng)城鎮(zhèn)化模式帶來的諸多問題。 堅持以人為本的城鎮(zhèn)化，，我們要遵循因地制宜、持續(xù)發(fā)展、統(tǒng)籌城鄉(xiāng)和循序漸進(jìn)的基本原則，轉(zhuǎn)變城鎮(zhèn)化發(fā)展模式，盡快實現(xiàn)中國城鎮(zhèn)化戰(zhàn)略由增長導(dǎo)向型向以人為本導(dǎo)向型的根本性轉(zhuǎn)變；充分發(fā)揮市場的主導(dǎo)作用，以市場機(jī)制引導(dǎo)城鎮(zhèn)化的發(fā)展方向；堅持走群眾路線，以不斷滿足人民群眾的物質(zhì)與精神需求作為城鎮(zhèn)化制定和實行各項政策的出發(fā)點與歸宿；注重傳統(tǒng)文化的保護(hù)和傳承，讓傳統(tǒng)文化在以人為本的城鎮(zhèn)化進(jìn)程中重新煥發(fā)光彩。 在當(dāng)前和今后的一段時期，推進(jìn)以人為本城鎮(zhèn)化應(yīng)當(dāng)從如下幾個方面努力：一是深化體制機(jī)制改革，不斷破除阻礙城鎮(zhèn)化發(fā)展的制度障礙，營造城鎮(zhèn)化發(fā)展的良好環(huán)境；二是以科技創(chuàng)新為驅(qū)動力，集成應(yīng)用現(xiàn)代科技創(chuàng)新成果，支撐并引領(lǐng)城鎮(zhèn)化建設(shè)；三是統(tǒng)籌城鄉(xiāng)和產(chǎn)業(yè)發(fā)展，加快城鄉(xiāng)一體化步伐；四是創(chuàng)新城鎮(zhèn)管理，進(jìn)一步增強(qiáng)城鎮(zhèn)的綜合承載力，為人民群眾提供更加便利、舒適生產(chǎn)和生活環(huán)境。
[Abstract]:Since the reform and opening up to the outside world, with the acceleration of the industrialization process, China's urbanization has experienced a low starting point and a rapid development process. We have roughly spent more than 30 years. The rapid development of urbanization has made great contributions to China's economic and social progress and the improvement of people's living standards. It has effectively promoted the rapid growth of our national economy and profound changes in the social structure. However, our previous urbanization has gone too fast, with a one-sided emphasis on the urbanization rate and economic construction while neglecting human development. As a result, the development purpose of urbanization and the motive mechanism of development deviate from the people-oriented. Therefore, in the first urbanization work conference, the Central Committee stressed that the development of urbanization should respect the laws of history and human development, in the final analysis, Is to promote people-oriented urbanization, to shape the future of China's face. China's implementation of the people-oriented urbanization strategy is an inevitable choice to adhere to and use Marxist theory to guide China's practice. It follows the general law of the modernization process revealed by Marx and Engels. It also accords with the basic spirit of Marxism on promoting the development of productive forces and the all-round development of human beings. The implementation of the people-oriented urbanization strategy in China is also an objective requirement of the reality of China's national conditions and is conducive to alleviating contradictions among the people of our country. Promote the sustained and healthy development of our economy and solve many problems brought about by the traditional urbanization mode. To adhere to the people-oriented urbanization, we should follow the basic principles of adapting measures to local conditions, sustaining development, coordinating urban and rural areas and gradual and orderly progress, and changing the development model of urbanization. To realize as soon as possible the fundamental transformation of China's urbanization strategy from a growth-oriented to a people-oriented one; to give full play to the leading role of the market, to guide the development direction of urbanization by the market mechanism; and to adhere to the mass line, To meet the material and spiritual needs of the people as the starting point and end-result of making and implementing the policies of urbanization, to pay attention to the protection and inheritance of traditional culture, so that the traditional culture in the process of people-oriented urbanization is shining brilliantly again. At present and in the future, we should make great efforts in the following aspects: first, we should deepen the reform of system and mechanism, constantly break down the institutional obstacles that hinder the development of urbanization, and create a good environment for the development of urbanization; Second, with scientific and technological innovation as the driving force, integrating and applying the achievements of modern scientific and technological innovation to support and lead the construction of urbanization; third, to coordinate urban and rural development and accelerate the pace of urban-rural integration; and fourth, to innovate urban management, Further strengthen the comprehensive bearing capacity of cities and towns, provide people with more convenience, comfortable production and living environment.
