【摘要】：黨的“十八大”提出深化經(jīng)濟(jì)與生態(tài)領(lǐng)域改革，兩手都要硬，推進(jìn)經(jīng)濟(jì)建設(shè)與生態(tài)文明建設(shè)相融合，建立長效機(jī)制實現(xiàn)可持續(xù)發(fā)展目標(biāo)。本文緊跟低碳經(jīng)濟(jì)發(fā)展潮流，抓住低碳產(chǎn)業(yè)革命機(jī)遇，針對國內(nèi)產(chǎn)業(yè)結(jié)構(gòu)不均衡、經(jīng)濟(jì)發(fā)展方式不環(huán)保的現(xiàn)狀，旨在探究主導(dǎo)產(chǎn)業(yè)這一經(jīng)濟(jì)貢獻(xiàn)大戶的發(fā)展思路，優(yōu)先解決經(jīng)濟(jì)發(fā)展與生態(tài)改革的主要矛盾。 整合國內(nèi)外研究動態(tài)，主導(dǎo)產(chǎn)業(yè)領(lǐng)域偏重于研究主導(dǎo)產(chǎn)業(yè)選擇及其基準(zhǔn)，低碳領(lǐng)域側(cè)重點在于產(chǎn)業(yè)低碳的新研究。將二者相結(jié)合的研究目前并不多見，大多缺少實證研究。本文在此基礎(chǔ)上梳理主導(dǎo)產(chǎn)業(yè)低碳化發(fā)展相關(guān)研究，作出綜合論述。 首先，闡述主導(dǎo)產(chǎn)業(yè)理論構(gòu)成，，確定比較優(yōu)勢、生產(chǎn)率上升率、要素稟賦三大選擇基準(zhǔn)，通過14個指標(biāo)構(gòu)成主導(dǎo)產(chǎn)業(yè)選擇指標(biāo)體系，運(yùn)用多元統(tǒng)計學(xué)的主成分分析方法構(gòu)建主導(dǎo)產(chǎn)業(yè)選擇的系統(tǒng)評價模型。其次，根據(jù)2008-2012年濟(jì)南市統(tǒng)計年鑒相關(guān)數(shù)據(jù)，主成分定量實證，輔之以佐證定性判別，選取裝備制造業(yè)、金融業(yè)與電子信息業(yè)為濟(jì)南市主導(dǎo)產(chǎn)業(yè)。再次，深入分析主導(dǎo)產(chǎn)業(yè)及關(guān)聯(lián)產(chǎn)業(yè)的發(fā)展結(jié)構(gòu)，及可低碳化發(fā)展階段或過程，結(jié)合濟(jì)南市主導(dǎo)產(chǎn)業(yè)現(xiàn)有發(fā)展?fàn)顩r，《國家重點節(jié)能技術(shù)推廣目錄》和《工業(yè)領(lǐng)域節(jié)能減排電子信息應(yīng)用技術(shù)導(dǎo)向目錄（第二批）》等出臺文件，選取低碳技術(shù)加以研究探討，并勾畫濟(jì)南市主導(dǎo)產(chǎn)業(yè)鏈低碳技術(shù)應(yīng)用關(guān)聯(lián)。 最后，基于低碳技術(shù)的應(yīng)用關(guān)聯(lián)，構(gòu)建濟(jì)南市內(nèi)外部低碳主導(dǎo)產(chǎn)業(yè)鏈，進(jìn)一步通過運(yùn)用技術(shù)經(jīng)濟(jì)學(xué)的經(jīng)濟(jì)性評價方法，歸類篩選低碳技術(shù)，對比甄別出可行性的低碳技術(shù)方案，優(yōu)化已有的低碳主導(dǎo)產(chǎn)業(yè)鏈，形成濟(jì)南市主導(dǎo)產(chǎn)業(yè)低碳技術(shù)實施時間進(jìn)程表，向主導(dǎo)產(chǎn)業(yè)提供實施低碳化發(fā)展的參照依據(jù)；同時，由于技術(shù)應(yīng)用周期較長、生產(chǎn)企業(yè)考慮運(yùn)營風(fēng)險等實際問題，從政府宏觀支持、主導(dǎo)產(chǎn)業(yè)發(fā)力、社會公眾參與三大措施層面，系統(tǒng)性整合社會各個方面的資源推動低碳化進(jìn)程，給予政府及相關(guān)部門政策建議及參考性措施，為濟(jì)南市低碳生態(tài)發(fā)展提供重要的決策支持，鞏固濟(jì)南區(qū)域中心城市地位，建設(shè)“實力濟(jì)南、美麗泉城”。
[Abstract]:The "18 National Congress" of the Communist Party of China has proposed to deepen the reform in the economic and ecological fields, to push forward the integration of economic construction and ecological civilization construction, and to establish a long-term mechanism to realize the goal of sustainable development. Taking advantage of the opportunity of low-carbon industry revolution, aiming at the present situation of unbalanced industrial structure and unenvironmental protection in domestic economy, this paper aims to explore the development idea of leading industry, which is a major contributor to economy, and to give priority to solving the main contradiction between economic development and ecological reform. Integration of domestic and foreign research trends, leading industries focus on the choice of leading industries and their benchmarks, low-carbon areas focus on new research on low carbon industry. Most of the empirical research is lacking. Based on this, this paper combs the related research on the development of low carbonization of leading industry, and makes a comprehensive discussion. First of all, it expounds the theoretical composition of leading industry, determines comparative advantage, productivity increase rate, factor endowment, three major selection benchmarks, through 14 indicators to form a leading industry selection index system. Using the principal component analysis method of multivariate statistics to construct the system evaluation model of leading industry selection. Secondly, according to the relevant data of Jinan Statistical Yearbook from 2008 to 2012, the principal component quantitative empirical analysis, supplemented by supporting qualitative discrimination, select equipment manufacturing industry. The finance industry and electronic information industry are the leading industries in Jinan. Thirdly, the development structure of leading industries and related industries, and the development stage or process of low carbonization can be deeply analyzed. According to the current development situation of leading industries in Jinan, the National key Energy-saving Technology Promotion Catalog and the second batch of Electronic Information Application Technology guidance Catalog for Energy-saving and Emission reduction in Industry, etc., are issued to select low-carbon technologies to be studied and discussed. And outline the Jinan leading industrial chain low-carbon technology application. Finally, based on the application correlation of low-carbon technology, this paper constructs the leading low-carbon industry chain in and out of Jinan, and further classifies and selects low-carbon technology by using the economic evaluation method of technical economics. Compare and identify the feasible low-carbon technology scheme, optimize the existing low-carbon leading industry chain, form a timetable for implementing low-carbon technology in Jinan leading industry, and provide a reference basis for the implementation of low-carbon technology development to the leading industry; at the same time, Because of the long application period of technology, production enterprises consider practical problems such as operational risks, from the government macro support, leading industry, social public participation in three levels of measures to systematically integrate the resources of all aspects of society to promote the process of low carbonization. To give policy suggestions and reference measures to the government and related departments, to provide important decision support for the low-carbon ecological development of Jinan, to consolidate the status of Jinan regional central city, and to build "real strength Jinan, beautiful spring city".
