【摘要】：2012年12月16日,中央經(jīng)濟工作會議重點提出,城鎮(zhèn)化是我國現(xiàn)代化建設(shè)的歷史任務(wù),亦是擴大內(nèi)需的重要途徑,要積極地領(lǐng)導(dǎo)和促使城鎮(zhèn)化健康發(fā)展。會議指出,我國走新型城鎮(zhèn)化道路的中心是要找準(zhǔn)立足點,有步驟地促成和推進我國農(nóng)村人口轉(zhuǎn)變?yōu)槭忻?深入貫徹落實城鎮(zhèn)棚戶區(qū)改革,尤其注重中西部地區(qū)城鎮(zhèn)化發(fā)展。 城市是經(jīng)濟與文化雙重發(fā)展的產(chǎn)物。經(jīng)濟和社會發(fā)展的進程說明,城鎮(zhèn)化程度是權(quán)衡一個地域或社會發(fā)展水平的首要標(biāo)準(zhǔn)。21世紀(jì)是城市發(fā)展的世紀(jì)。城市化進程會對中國乃至世界都會帶來很大的影響。國內(nèi)外研究表明,一個國家或一個地區(qū)想有效地促進經(jīng)濟、社會、文化和技術(shù)方面的良好發(fā)展必須通過城市的發(fā)展帶動。中國是世界上最大的發(fā)展中國家,至今還沒能扭轉(zhuǎn)農(nóng)業(yè)人口大國的現(xiàn)實。相關(guān)研究表明,通過城市的發(fā)展可以有效地吸收我國龐大的農(nóng)村剩余勞動力,帶動農(nóng)村經(jīng)濟發(fā)展,改善地區(qū)產(chǎn)業(yè)結(jié)構(gòu),推動科技進步,從而提高區(qū)域整體發(fā)展水平,而且城市的發(fā)展還能促進區(qū)域及國家的現(xiàn)代化進程。筆者認為,城鎮(zhèn)化不僅關(guān)系到一個國家或一個民族而且還關(guān)系到我們每個人。身為一個土生土長的西部人,從小到大經(jīng)歷了城鎮(zhèn)化給我們的生活及方方面面帶來的益處。目前,我國西部地區(qū)正掀起新一輪城鎮(zhèn)化熱潮,其原因在于這個地區(qū)自身的發(fā)展水平相對滯后且經(jīng)濟基礎(chǔ)薄弱。因此,探究我國西部城鎮(zhèn)化現(xiàn)狀,摸索適合我國西部地區(qū)的城鎮(zhèn)發(fā)展路徑,不但對我國西部地區(qū)的成長有利,而且對實現(xiàn)我國經(jīng)濟社會發(fā)展的戰(zhàn)略目標(biāo),全面構(gòu)建和諧社會有深遠的價值。 本文首先剖析了我國西部地區(qū)城鎮(zhèn)化近況,接著又分析了西部地區(qū)城鎮(zhèn)化存在的主要的問題及導(dǎo)致這些問題產(chǎn)生的原因,同時借鑒了一些發(fā)達國家和發(fā)展中國家城鎮(zhèn)化的典型案例及其經(jīng)驗,最后提出推動西部地區(qū)城鎮(zhèn)化的對策建議。
[Abstract]:In December 16th 2012, the Central Economic work Conference emphasized that urbanization is the historical task of China's modernization drive and an important way to expand domestic demand, and it is necessary to actively lead and promote the healthy development of urbanization. The center of China's new urbanization road is to find a foothold, to promote the transformation of rural population into citizens step by step, to carry out the reform of urban shanty towns, and to pay special attention to the development of urbanization in the central and western regions. Cities are the product of both economic and cultural development. The process of economic and social development illustrates, The degree of urbanization is the first criterion to weigh the level of development of a region or society. The 21st century is the century of urban development. The process of urbanization will have a great impact on China and the world. If a country or a region wants to effectively promote good economic, social, cultural and technological development, it must be driven by urban development. China is the largest developing country in the world. So far, it has not been able to reverse the reality of a large agricultural country with a large population. Relevant studies have shown that urban development can effectively absorb China's huge rural surplus labor force, stimulate rural economic development, improve the regional industrial structure, and promote scientific and technological progress. In order to improve the overall development level of the region, and the development of the city can also promote the modernization process of the region and the country. Urbanization concerns not only a country or a nation, but also each of us. As a native of the West, it has experienced the benefits that urbanization brings to our lives and every aspect of our lives. There is a new round of urbanization upsurge in the western region of China. The reason is that the development level of the region itself is lagging behind and the economic base is weak. Therefore, to explore the present situation of urbanization in the western part of China, It is not only beneficial to the growth of the western region of our country, but also of far-reaching value to realize the strategic goal of our country's economic and social development and to build a harmonious society in an all-round way. This paper first analyzes the recent situation of urbanization in western China, and then analyzes the main problems in urbanization in western China and the causes of these problems. At the same time, it draws lessons from some typical cases and experiences of urbanization in developed and developing countries, and finally puts forward some countermeasures and suggestions to promote urbanization in the western region.
