【摘要】：PPP融資模式是適應時代發(fā)展的一種新的投融資模式,能夠減輕政府財政壓力,提高項目運營與服務效率,使得市場的發(fā)動機更加強勁有力,促進經濟的更快發(fā)展。城市政府部門如何引導民資或外資投資到城市基礎設施建設中,這將是解決未來城市基礎設施發(fā)展的必要問題。對PPP融資模式的探討可為政府提供更多的融資經驗,從而促進城市基礎設施建設的更快發(fā)展。關于PPP模式的研究主要有兩個方向,本文從風險管理角度,在前人研究上,采用定性與定量相結合的方法對PPP模式進行研究。首先介紹了PPP模式的相關概念、運行方式,構建PPP項目風險評價模型,利用層次分析法對基于PPP模式的污水處理廠項目進行風險識別及評價,而且建立風險分擔的無限期完美信息動態(tài)博弈模型,從而確定風險分擔比例,再次結合建設實例說明PPP模式在我國的可行性以及實用性。分析結果表明：A市東片污水處理廠PPP項目的完工風險相對來說重要性程度最大,其次是金融風險,運營風險和自然風險所占比例差不多；在二級指標中,對于金融風險來說最重要的是利率風險,完工風險中最重要的是項目無法完工風險,運營風險中最重要的是水費拖欠風險,而對于自然風險來說最重要的是地質風險；對于PPP項目來說,風險承擔比例和風險收益率是負相關關系,即風險預期收益率越小,時間價值成本會越低,那么耐心程度會越高,承擔的風險比例越大。研究成果將會促進PPP模式在我國城市基礎設施建設中的應用,對城市基礎設施建設具有重要的指導意義。
[Abstract]:PPP financing mode is a new mode of investment and financing adapted to the development of the times. It can relieve the pressure of government finance, improve the efficiency of project operation and service, and make the engine of the market more powerful and powerful. To promote faster economic development. How should urban government departments direct private or foreign investment in urban infrastructure construction, This will be a necessary solution to the future development of urban infrastructure. A discussion of the PPP financing model could provide the government with more experience in financing. So as to promote the rapid development of urban infrastructure construction. The research on PPP model has two main directions. This paper, from the perspective of risk management, in the previous studies, The PPP model is studied by combining qualitative and quantitative methods. Firstly, the concept and operation mode of PPP model are introduced, and the risk assessment model of PPP project is constructed. The risk identification and evaluation of wastewater treatment plant project based on PPP model are carried out by using AHP, and the dynamic game model of indefinite perfect information is established to determine the risk sharing ratio. Again, the feasibility and practicability of the PPP model in China are illustrated by a construction example. The analysis results show that the completion risk of the PPP project of Dongping sewage treatment plant in the city of: a is relatively the most important, followed by the financial risk. The ratio of operational risk to natural risk is the same; of the secondary indicators, the most important for financial risk is the interest rate risk, and the most important for the completion risk is the failure to complete the project. The most important part of the operational risk is the default risk of water fee, and the most important is geological risk for the natural risk. For the PPP project, the ratio of risk acceptance and risk return is negatively correlated, that is, the smaller the expected rate of return, the smaller the expected rate of return. The lower the cost of time value, the higher the degree of patience and the greater the risk. The research results will promote the application of PPP model in urban infrastructure construction in China, and have important guiding significance for urban infrastructure construction.
