基于海量數(shù)據(jù)挖掘的武漢城市圈應(yīng)急物流系統(tǒng)的設(shè)計(jì)與優(yōu)化

【摘要】:隨著社會(huì)轉(zhuǎn)型的加快,我國(guó)進(jìn)入各類(lèi)非常規(guī)性突發(fā)事件高發(fā)時(shí)期。特別是城市,高度聚集著大量人口、產(chǎn)業(yè)和財(cái)富,遭受各種非常規(guī)突發(fā)事件的形勢(shì)日趨嚴(yán)峻。城市應(yīng)急物流系統(tǒng)的應(yīng)急反應(yīng)和應(yīng)急保障能力關(guān)系到社會(huì)的穩(wěn)定和人民的安全,所以城市應(yīng)急物流的構(gòu)建是一項(xiàng)復(fù)雜的系統(tǒng)工程。面對(duì)新的形式、新的要求,武漢城市圈應(yīng)該如何積極應(yīng)對(duì)各種非常規(guī)突發(fā)事件、如何設(shè)計(jì)和優(yōu)化應(yīng)急物流系統(tǒng),已經(jīng)成為當(dāng)前需要迫切解決的問(wèn)題。 由于各類(lèi)非常規(guī)突發(fā)事件的誘發(fā)原因、擴(kuò)散機(jī)理、演化規(guī)律都不同,呈現(xiàn)出明顯的地域性、異構(gòu)性、海量復(fù)雜性的特征。這些特征給我們進(jìn)行應(yīng)急救災(zāi)工作帶來(lái)了巨大的難題,,即如何從非常規(guī)突發(fā)事件的海量復(fù)雜數(shù)據(jù)中選擇我們所需要的信息,為不同的決策層做出應(yīng)急決策提供信息支撐。應(yīng)急物流信息系統(tǒng)是貫穿于整個(gè)應(yīng)急物流過(guò)程中的,為整個(gè)救災(zāi)過(guò)程提供信息支持的系統(tǒng)。 數(shù)據(jù)挖掘技術(shù)是指從海量的、復(fù)雜的數(shù)據(jù)集合中挖掘有價(jià)值的、潛在的但還未被人們知曉的信息和知識(shí)。因此,在應(yīng)急物流信息系統(tǒng)中能有效運(yùn)用新興的數(shù)據(jù)挖掘技術(shù),我們就可以從大量原始操作數(shù)據(jù)中發(fā)現(xiàn)有價(jià)值的信息,最終達(dá)到應(yīng)急管理信息共享的目的,提高應(yīng)急指揮和決策的能力,不斷提升應(yīng)急管理的水平,減少非常規(guī)突發(fā)事件帶來(lái)的損失。 本論文主要是以應(yīng)急物流和數(shù)據(jù)挖掘相關(guān)知識(shí)為基礎(chǔ),結(jié)合數(shù)據(jù)挖掘的特點(diǎn),提出在武漢城市圈應(yīng)急物流信息系統(tǒng)的構(gòu)建中能有效運(yùn)用數(shù)據(jù)挖掘技術(shù),以便提升武漢城市圈應(yīng)急物流系統(tǒng)的整體水平。文章主要對(duì)武漢城市圈應(yīng)急物流系統(tǒng)的功能進(jìn)行分析和梳理,在此基礎(chǔ)上設(shè)計(jì)了系統(tǒng)的大致結(jié)構(gòu),并構(gòu)建了基于數(shù)據(jù)挖掘的武漢城市圈應(yīng)急物流信息系統(tǒng)的框架。提出武漢1+8城市圈的應(yīng)急聯(lián)動(dòng)模式、利用情景規(guī)劃降低武漢城市圈應(yīng)急物流的不確定性以及通過(guò)研究應(yīng)急資源的選址和配置來(lái)優(yōu)化武漢城市圈應(yīng)急物流系統(tǒng)。
[Abstract]:With the acceleration of social transformation, China has entered a period of high incidence of all kinds of unconventional emergencies. Especially in cities, a large number of people, industries and wealth are highly concentrated. The emergency response and emergency support ability of the urban emergency logistics system is related to the stability of society and the safety of the people. Therefore, the construction of urban emergency logistics is a complex system engineering. Facing the new form and new requirements, how should Wuhan city circle actively respond to all kinds of unconventional emergencies, how to design and optimize emergency logistics system, It has become a problem that needs to be solved urgently. Because of the different causes, diffusion mechanisms, and evolution laws of all kinds of unconventional emergencies, there are obvious regional and heterogeneity. The characteristics of massive complexity. These characteristics bring us a huge problem in emergency relief work, that is, how to select the information we need from the massive complex data of unconventional emergencies. Emergency logistics information system runs through the whole emergency logistics process and provides information support for the whole disaster relief process. Data mining technology refers to the mining of valuable, potential and unknown information and knowledge from massive and complex data sets. Therefore, the emerging data mining technology can be used effectively in emergency logistics information systems. We can find valuable information from a large number of raw operational data, and finally achieve the purpose of sharing emergency management information, improve the ability of emergency command and decision-making, and continuously improve the level of emergency management. Reduce the damage caused by unconventional emergencies. This paper is mainly based on the knowledge of emergency logistics and data mining, combined with the characteristics of data mining, put forward the effective use of data mining technology in the construction of Wuhan city circle emergency logistics information system. In order to improve the whole level of Wuhan city circle emergency logistics system, the article mainly analyzes and combs the function of Wuhan city circle emergency logistics system, and then designs the general structure of the system. The framework of Wuhan city circle emergency logistics information system based on data mining is constructed, and the emergency linkage mode of Wuhan 18 city circle is put forward. Using scenario planning to reduce the uncertainty of emergency logistics in Wuhan city circle and to optimize the emergency logistics system of Wuhan city circle by studying the location and allocation of emergency resources.
