【摘要】：隨著曹妃甸港25萬(wàn)噸級(jí)煤炭泊位的建立，確立了曹妃甸港在我國(guó)“北煤南運(yùn)”和“西煤東運(yùn)”格局中重要地位。然而，現(xiàn)實(shí)中煤炭物流供應(yīng)鏈中煤炭壓港、庫(kù)存偏高和“下水”數(shù)量增速趨緩等問(wèn)題層出不窮，導(dǎo)致整個(gè)供應(yīng)鏈?zhǔn)д{(diào)（supply chaindisorders）。究其原因，個(gè)體理性與信息不對(duì)稱是煤炭物流供應(yīng)鏈運(yùn)行的最大障礙，導(dǎo)致資源配置過(guò)程中呈現(xiàn)出“成本洼地”，且供應(yīng)鏈成員出現(xiàn)“木桶短板”的資金流瓶頸，進(jìn)而影響整個(gè)供應(yīng)鏈的穩(wěn)定性。 由于曹妃甸港煤炭物流供應(yīng)鏈過(guò)長(zhǎng)，導(dǎo)致前置時(shí)間長(zhǎng)，，渠道存貨資金占用過(guò)大，流動(dòng)資金壓力很大，參與煤炭供應(yīng)鏈的中小企業(yè)融資需求迫切。供應(yīng)鏈金融是整合與優(yōu)化煤炭供應(yīng)鏈上的資源，解決鏈條上中小企業(yè)的融資困境的重要工具。鑒于此，本研究將煤炭物流供應(yīng)鏈視為通過(guò)契約結(jié)成的動(dòng)態(tài)功能網(wǎng)鏈，以供應(yīng)鏈金融為研究視角，以曹妃甸港為案例，通過(guò)對(duì)煤炭懫選、加工、運(yùn)銷、煤電等產(chǎn)業(yè)鏈的不同環(huán)節(jié)的企業(yè)特點(diǎn)分析，重點(diǎn)研究以下內(nèi)容： （1）曹妃甸港煤炭物流供應(yīng)鏈融資需求分析。在深入分析曹妃甸港煤炭碼頭現(xiàn)狀的基礎(chǔ)上，分別分析了曹妃甸港口、煤炭經(jīng)銷商與物流企業(yè)的融資需求。 （2）曹妃甸港煤炭物流供應(yīng)鏈融資模式設(shè)計(jì)。詳細(xì)論述了港口企業(yè)開(kāi)展物流供應(yīng)鏈融資的優(yōu)勢(shì)，構(gòu)建了煤炭物流供應(yīng)鏈融資的總體思路與網(wǎng)絡(luò)結(jié)構(gòu)，并設(shè)計(jì)了煤炭物流供應(yīng)鏈融資的組織方案、監(jiān)管模式以及操作模式。 （3）曹妃甸港煤炭物流供應(yīng)鏈融資平臺(tái)設(shè)計(jì)。詳細(xì)闡明了曹妃甸建設(shè)煤炭供應(yīng)鏈融資服務(wù)平臺(tái)的理由，在需求分析的基礎(chǔ)上，設(shè)計(jì)了供應(yīng)鏈融資服務(wù)平臺(tái)的物流模型、模塊構(gòu)成以及總體結(jié)構(gòu)。 （4）曹妃甸港煤炭物流供應(yīng)鏈融資風(fēng)險(xiǎn)控制。深入分析了曹妃甸煤炭物流供應(yīng)鏈融資風(fēng)險(xiǎn)因素的基礎(chǔ)上，制訂了風(fēng)險(xiǎn)控制措施。 通過(guò)本文研究，希望能夠?qū)Σ苠楦劭陂_(kāi)展煤炭物流供應(yīng)鏈融資提供解決方案，從而促進(jìn)港口供應(yīng)鏈的集成，并強(qiáng)化港口在供應(yīng)鏈中的主導(dǎo)地位，實(shí)現(xiàn)多方共贏。
[Abstract]:With the establishment of coal berth of 250,000 tons in Caofeidian Port, Caofeidian Port has established its important position in the pattern of "transporting coal from north to south" and "transporting coal from west to east". The problems of high inventory and slow increase of "water" quantity emerge in endlessly, which leads to the imbalance of the whole supply chain. The reason is that individual rationality and information asymmetry are the biggest obstacles to the operation of coal logistics supply chain. As a result, there is a "low cost" in the process of resource allocation, and the supply chain members have the bottleneck of "bucket short board", which will affect the stability of the whole supply chain. Because the coal logistics supply chain of Caofeidian Port is too long, leading to a long lead time, excessive use of channel inventory funds, and great pressure on liquidity, The financing needs of small and medium-sized enterprises involved in coal supply chain are urgent. Supply chain finance is an important tool to integrate and optimize the resources in coal supply chain and solve the financing dilemma of small and medium-sized enterprises in coal supply chain. This study regards the coal logistics supply chain as the dynamic functional network chain formed by contract, taking the supply chain finance as the research angle, taking Caofeidian port as a case, through the coal selection, processing, transportation and marketing. The enterprise characteristics of different links in coal and electricity industry chain are analyzed, and the following contents are emphatically studied:. On the basis of analyzing the present situation of coal wharf in Caofeidian Port, the financing needs of Caofeidian port, coal distributors and logistics enterprises are analyzed respectively. 2) the design of coal logistics supply chain financing mode in Caofeidian Port. The advantages of port enterprises in developing logistics supply chain financing are discussed in detail, and the overall thinking and network structure of coal logistics supply chain financing are constructed. And designed the coal logistics supply chain financing organization, supervision and operation mode. 3) the design of coal logistics supply chain financing platform in Caofeidian Port. The reasons for the construction of coal supply chain financing service platform in Caofeidian are expounded in detail. On the basis of demand analysis, the logistics model of supply chain financing service platform is designed. Module composition and overall structure. 4) the risk control of coal logistics supply chain financing in Caofeidian Port. Based on the analysis of the risk factors of coal logistics supply chain financing in Caofeidian Port, the risk control measures are formulated. Through the research of this paper, we hope to provide a solution for the coal logistics supply chain financing in Caofeidian port, so as to promote the integration of the port supply chain, strengthen the leading position of the port in the supply chain, and realize the win-win situation.
