【摘要】：近年來,我國政府投資項(xiàng)目金額巨大且呈增長趨勢。2009年我國全社會(huì)固定資產(chǎn)投資中,資金來源為國家預(yù)算內(nèi)資金的為12685.73億元,2010年為13012.75億元,增長率為2.58%;2011年此金額增加至14843.29億元,增長率為14.06%,投資額和增長率都有顯著提高。此外,還有通過銀行貸款等融資方式籌資的政府投資項(xiàng)目,對我國經(jīng)濟(jì)發(fā)展影響日趨顯著�；诮陙�,越來越多的政府投資建設(shè)項(xiàng)目上馬,投資規(guī)模越來越大,資金籌建便成為是政府要考慮的一個(gè)重要因素,在這種大背景下,BT模式應(yīng)運(yùn)而生。其中,政府投資BT項(xiàng)目的科學(xué)決策,便是項(xiàng)目成敗的關(guān)鍵,需要法律、法規(guī)、制度的支撐。在積極發(fā)展經(jīng)濟(jì)、擴(kuò)大投資的大環(huán)境下,本文從政府投資BT項(xiàng)目的影響因素為切入點(diǎn),分析我國政府投資BT項(xiàng)目決策影響因素,并給出政府投資BT項(xiàng)目決策的合理化建議。在經(jīng)過文獻(xiàn)閱讀分析后,本文提出了政府在BT投資項(xiàng)目決策中的各項(xiàng)影響因素,并采用專家調(diào)查綜合評比法對這些因素進(jìn)行分析排序,結(jié)合兩個(gè)具體工程項(xiàng)目案例對影響因素進(jìn)行分析。通過對于影響政府BT投資項(xiàng)目決策因素定性和定量的分析,為政府在今后此類項(xiàng)目的決策中提供決策依據(jù)和決策方法。
[Abstract]:In recent years, the amount of government investment projects in our country is huge and increasing. In 2009, the total fixed assets investment of the whole society in our country was one tillion two hundred and sixty-eight billion five hundred and seventy-three million yuan from the state budget, one tillion three hundred and one billion two hundred and seventy-five million yuan from 2010, the growth rate was 2.58 yuan, and the amount increased to one tillion four hundred and eighty-four billion three hundred and twenty-nine million yuan in 2011. The growth rate is 14.060.At the same time, both the investment and the growth rate have increased significantly. In addition, government investment projects financed through bank loans and other forms of financing are having an increasingly significant impact on the economic development of our country. More and more government investment and construction projects have been launched, and the scale of investment has become larger and larger. Capital preparation has become an important factor to be considered by the government. Under this background, the BT model has emerged as the times require. It is the key to the success or failure of the project. It needs the support of laws, regulations and systems. Under the environment of actively developing the economy and expanding investment, this paper starts with the influencing factors of government investment in BT projects. This paper analyzes the influencing factors of government investment in BT project decision, and gives the rational suggestions of government investment BT project decision. After reading and analyzing the literature, this paper puts forward the influencing factors of government decision in BT investment project decision. This paper uses the comprehensive evaluation method of expert investigation to analyze and rank these factors, and analyzes the influencing factors by combining two specific project cases. Through the qualitative and quantitative analysis of the factors affecting the decision-making of government BT investment projects, It provides the basis and method for the government to make decision on this kind of project in the future.
