【摘要】：城市管理是一個(gè)綜合性的社會(huì)大課題，是政府為保障城市高效運(yùn)轉(zhuǎn)和協(xié)調(diào)發(fā)展所采取的必要行為，關(guān)系整個(gè)城市的民生、社會(huì)發(fā)展以及城市形象。然而，城市隨著時(shí)代的進(jìn)步逐漸復(fù)雜化，城市運(yùn)行過程中的管理也變得極其復(fù)雜，所以，在不斷強(qiáng)化專業(yè)管理的過程中，有必要整合、加強(qiáng)綜合城市管理。 國外，特別是發(fā)達(dá)國家，由于城市現(xiàn)代化較早，現(xiàn)代化程度也較高，其對于城市管理模式的研究也相對深刻，但其國情與我國國情都有著或多或少的差異，城市管理模式也難以為我國所用。國內(nèi)，對城市管理的研究逐步增加且逐步深入，，但科學(xué)、創(chuàng)新的城市管理模式在城市管理實(shí)踐中取得成功的案例仍為數(shù)不多。“協(xié)作、和諧”的城市管理模式是溫州現(xiàn)代化城市管理的重要內(nèi)容和加快溫州城市建設(shè)的重要保障，這是溫州近年來城市管理改革得出的總結(jié)。溫州城管執(zhí)法系統(tǒng)牢牢樹立以人為本的思想，圍繞“協(xié)作、和諧”大做文章，通過充分調(diào)動(dòng)一切積極因素，加強(qiáng)了部門協(xié)作、社會(huì)協(xié)作和市民協(xié)作，有效解決了城市管理中出現(xiàn)的部分難題，開創(chuàng)了溫州城市管理新局面。但是，綜合執(zhí)法主體資格不確定；城管協(xié)管員隊(duì)伍建設(shè)難；對違章建筑的執(zhí)法手段缺乏；城市綠化管養(yǎng)的難度大等諸多原因，使得溫州的城市管理不論在綜合領(lǐng)域還是其各專業(yè)領(lǐng)域都存在著不同程度的管理困境，這大大阻礙了溫州城市的穩(wěn)定發(fā)展。因此，務(wù)必盡快制定出科學(xué)、有效的城市規(guī)劃及管理方案，從而加強(qiáng)城市管理以及執(zhí)法的能力，以促進(jìn)溫州持續(xù)、穩(wěn)定、健康發(fā)展。 本文選用“溫州城市管理創(chuàng)新路徑研究”為題，以溫州城市管理為視角，利用本職城管工作崗位，通過平時(shí)積累的相關(guān)信息，借助大量文獻(xiàn)參考比較，深入研究了城市管理綜合領(lǐng)域和各專業(yè)領(lǐng)域兩方面內(nèi)容。在城市管理綜合領(lǐng)域，提出分別對管理體制、運(yùn)行機(jī)制、監(jiān)督體制、行政執(zhí)法四個(gè)方面進(jìn)行改革；在城市管理各專業(yè)領(lǐng)域，提出分別對市政公用規(guī)劃管理、園林綠化規(guī)劃管理、市容環(huán)衛(wèi)管理三個(gè)方面進(jìn)行改革。利用合理、創(chuàng)新的觀點(diǎn)，選擇出適宜溫州城市管理改革的路徑，以提高城市管理工作的效果，提升溫州的城市競爭力。
[Abstract]:Urban management is a comprehensive social issue, is the government to ensure the efficient operation of the city and coordinated development of the necessary actions, related to the people's livelihood of the whole city, social development and the image of the city. However, With the progress of the times, the management of the city is becoming more and more complicated. Therefore, it is necessary to integrate and strengthen the comprehensive urban management in the process of strengthening the professional management. In foreign countries, especially in developed countries, due to the early modernization of cities and the higher degree of modernization, the study of urban management mode is relatively profound, but the national conditions are more or less different from those of our country. It is also difficult to use the urban management model in our country. In our country, the research on urban management is increasing and deepening step by step, but there are few successful cases of scientific and innovative urban management model in the practice of urban management. Harmonious urban management model is an important content of Wenzhou modern urban management and an important guarantee to speed up the construction of Wenzhou city. This is a summary of Wenzhou's urban management reform in recent years. Wenzhou's urban management law enforcement system firmly sets up the idea of people-oriented, revolves around "cooperation and harmony," and strengthens departmental cooperation by fully mobilizing all positive factors. Social cooperation and citizen cooperation have effectively solved some difficult problems in urban management and created a new situation in Wenzhou city management. However, the qualification of comprehensive law enforcement bodies is uncertain, and the construction of urban management staff is difficult. The lack of law enforcement measures for illegal buildings, the difficulty of urban greening and maintenance, and so on, make Wenzhou's urban management have different degree of management difficulties in both the comprehensive field and its specialized fields. This greatly hinders the steady development of Wenzhou city. Therefore, it is necessary to formulate scientific and effective urban planning and management plan as soon as possible, so as to strengthen the ability of urban management and law enforcement, so as to promote the sustained, stable and healthy development of Wenzhou. This article chooses "Wenzhou city management innovation path research" as the topic, takes Wenzhou city management as the angle of view, uses this post of urban management, through the usual accumulation of relevant information, with the help of a large number of literature reference comparison, In the comprehensive field of urban management, the author puts forward four aspects: management system, operation mechanism, supervision system and administrative law enforcement. In every professional field of urban management, this paper puts forward the reform of municipal public planning management, landscaping planning management and city appearance and sanitation management respectively. Using the rational and innovative viewpoints, the author chooses the path suitable for Wenzhou city management reform. In order to improve the effect of urban management, improve the competitiveness of Wenzhou city.
