【摘要】：城中村是我國城市化進(jìn)程中,城市規(guī)模急劇擴張與城鄉(xiāng)二元管理的體制改革相對滯后所造成的一種現(xiàn)象。伴著城市化發(fā)展,提升城市內(nèi)涵,對城中村進(jìn)行改造是推進(jìn)城市進(jìn)程的重要環(huán)節(jié)。城中村改造是政府主導(dǎo)下的城市重建更新工程,完全不同于常規(guī)房地產(chǎn)開發(fā),不僅僅涉及到多方利益的平衡,還受到拆遷、安置等影響,整體開發(fā)成本較高,這為城中村項目的改造開發(fā)提高了壁壘。按照現(xiàn)階段中國主流城市城中村改造政策與操作流程來看,城中村項目開發(fā)成敗取決于多種要素,如何合理的預(yù)判城中村改造項目開發(fā)過程中的風(fēng)險并進(jìn)行科學(xué)有效規(guī)避,選擇其最優(yōu)的開發(fā)模式,將成為保障城中村改造項目成功開發(fā)的核心工作之一;本文通過對西安市多個城中村改造開發(fā)項目的實地調(diào)研,對現(xiàn)有城中村改造項目的開發(fā)模式進(jìn)行了較為深入的分析;按照其不同的驅(qū)動模式可分類為住宅驅(qū)動、寫字樓驅(qū)動、商業(yè)驅(qū)動、綜合物業(yè)均衡開發(fā)四種主流開發(fā)模式,并對四種開發(fā)模式的特點、驅(qū)動因素、代表案例進(jìn)行了較為詳細(xì)的闡述。同時為了具備更好的研究與實踐指導(dǎo)意義,本文選擇了以西安市城中村改造項目——DH項目為例,進(jìn)行了案例實證分析;通過對市場的分析研究及項目解析,尋求其可能選擇的不同驅(qū)動開發(fā)模式,并對不同的驅(qū)動開發(fā)模式進(jìn)行經(jīng)濟(jì)測算分析,以選擇最優(yōu)開發(fā)模式。為了更好的研究與實踐指導(dǎo),本文選擇了以西安市城中村改造項目——DH項目為例,進(jìn)行了案例實證分析;在DH項目的案例分析中,首先通過對項目本身、周邊配套的分析,同時結(jié)合區(qū)域市場內(nèi)的商業(yè)物業(yè)、公寓物業(yè)、辦公物業(yè)的分析,確定了基于市場下的可行性物業(yè)及可能的不同開發(fā)模式;最后,對不同開發(fā)模式的盈利能力進(jìn)行經(jīng)濟(jì)測算分析,確定適用于DH項目的最優(yōu)開發(fā)模式。城中村開發(fā)研究,是一個復(fù)雜的系統(tǒng)工程,特別是做為房地產(chǎn)開發(fā)項目,不同的地段、規(guī)模、不同的開發(fā)模式、規(guī)劃定位、客戶定位均存在一定的差異性;同時國內(nèi)各地城中村改造政策、經(jīng)濟(jì)發(fā)展環(huán)境存在較大的差異性;本文通過對城中村改造項目開發(fā)模式的系統(tǒng)性分析研究,并提出了研究的主要結(jié)論,可為后續(xù)城中村改造項目的開發(fā)提供參考。
[Abstract]:The village in city is a phenomenon caused by the rapid expansion of urban scale and the relative lag of the system reform of urban and rural dual management in the process of urbanization in China. The reconstruction of villages in cities is an important link in the process of promoting the city. The transformation of villages in cities is a government-led urban reconstruction and renewal project, which is completely different from the conventional real estate development and involves not only the balance of various interests, but also the demolition and relocation. Under the influence of resettlement and other factors, the overall development cost is relatively high, which raises the barrier for the transformation and development of in-city village projects. According to the current policy and operation process of urban village transformation in mainstream cities in China, the success or failure of the development of in-city village projects depends on a variety of factors. How to reasonably predict the risks in the development process of urban village reconstruction projects and effectively avoid the risks and choose the optimal development mode will become one of the core tasks to ensure the successful development of the urban village reconstruction projects. Based on the field investigation of several urban village reconstruction and development projects in Xi'an, this paper makes a deep analysis on the development mode of the existing urban village reconstruction projects, and according to the different driving modes, it can be classified as residential driving, office building driving, and so on. Commercial drive, comprehensive property balanced development of four mainstream development models, and the characteristics of the four development models, driving factors, on behalf of the case are described in detail. At the same time, in order to have better research and practice guidance, In this paper, the author chooses DH project as an example, and analyzes the market through the market analysis and project analysis to find out the different driving development mode that it may choose. In order to better guide the research and practice, this paper chooses DH project as an example to analyze the economy of different driving development models to select the optimal development model. In the case study of DH project, first of all, through the analysis of the project itself, the peripheral supporting set, and the analysis of the commercial property, apartment property and office property in the regional market at the same time, The feasibility property and possible different development models are determined based on the market. Finally, the economic calculation and analysis of the profitability of the different development models are carried out, and the optimal development model suitable for DH project is determined. Is a complex system engineering, especially as a real estate development project, different location, scale, different development mode, planning positioning, customer orientation, there are certain differences; at the same time, there is a certain difference in the reform policy of villages in cities all over the country. There are great differences in the economic development environment. This paper makes a systematic analysis and research on the development mode of the village transformation project in the city, and puts forward the main conclusions of the study, which can provide a reference for the development of the village reconstruction project in the city.
