【摘要】：黨的十八屆三中全會決定指出：要加快推進(jìn)事業(yè)單位分類改革,要推動公辦事業(yè)單位與主管部門理順關(guān)系和去行政化。法定計(jì)量檢定機(jī)構(gòu)是我國事業(yè)單位的重要組成部分,也是推進(jìn)事業(yè)單位分類改革的排頭兵。為了落實(shí)黨中央落實(shí)中央關(guān)于事業(yè)單位改革的具體政策,促進(jìn)法定計(jì)量檢定機(jī)構(gòu)服務(wù)及監(jiān)管職能的有效發(fā)揮,必須了解法定計(jì)量檢定機(jī)構(gòu)發(fā)展過程中所出現(xiàn)的問題,尤其要弄清楚阻礙其服務(wù)及監(jiān)管職能發(fā)揮所存在的問題,并認(rèn)真總結(jié)這些問題所產(chǎn)生的原因,以助于提供相應(yīng)的問題解決對策,促進(jìn)我國法定計(jì)量檢定機(jī)構(gòu)的健康發(fā)展。因此,本論文的寫作具有較強(qiáng)的時(shí)代性和現(xiàn)實(shí)性。計(jì)量監(jiān)督管理工作是由法定計(jì)量檢定機(jī)構(gòu)負(fù)責(zé)的中心工作,主要圍繞著計(jì)量檢測這一關(guān)鍵環(huán)節(jié)開展相關(guān)工作,已滲透到社會經(jīng)濟(jì)生活的各個(gè)領(lǐng)域。在社會發(fā)展的各個(gè)歷史時(shí)期,它在推進(jìn)社會進(jìn)步、促進(jìn)企業(yè)標(biāo)準(zhǔn)化生產(chǎn)和方便人們?nèi)粘Ｉ畎l(fā)揮了重要的積極作用。但是進(jìn)入二十一世紀(jì)以來,隨著時(shí)代發(fā)展和社會轉(zhuǎn)型速度加快,政府職能難以轉(zhuǎn)變,加上法定計(jì)量檢定機(jī)構(gòu)自身存在的諸如財(cái)政資金短缺、有關(guān)的法制問題突出、技術(shù)裝備難以跟上需求和人才嚴(yán)重匱乏等問題,造成法定計(jì)量檢定機(jī)構(gòu)的服務(wù)及監(jiān)管職責(zé)已經(jīng)不能滿足社會經(jīng)濟(jì)發(fā)展的較多需求,計(jì)量和校準(zhǔn)工作的準(zhǔn)確性和實(shí)用性無法得到保證,法定計(jì)量檢定機(jī)構(gòu)的社會認(rèn)可度也很難得到提升。本文通過對計(jì)量檢定機(jī)構(gòu)服務(wù)及監(jiān)管過程中存在的問題進(jìn)行分析,尋找法定計(jì)量檢定機(jī)構(gòu)服務(wù)及監(jiān)管存在問題的主要原因有：雙重職能拖累；財(cái)政模式單一；法律法規(guī)滯后；技術(shù)裝備落后；人員素質(zhì)不高。針對上述原因,主要采取推行去行政化改革、改革財(cái)政管理體制、健全相關(guān)法律法規(guī)、推進(jìn)技術(shù)裝備升級和提升人員綜合素質(zhì)等措施,促進(jìn)法定計(jì)量檢定機(jī)構(gòu)服務(wù)及監(jiān)管工作正常有序的進(jìn)行,使其更好的服務(wù)于經(jīng)濟(jì)社會發(fā)展,造福人類的幸福美好生活。
[Abstract]:The decision of the third Plenary session of the 18 CPC Central Committee pointed out that: it is necessary to speed up the reform of the classification of public institutions, to promote the straightening out of relations between public institutions and competent departments, and to deadministrate. The statutory metrology and verification institutions are an important part of public institutions in China. In order to implement the Party Central Committee's specific policy on the reform of public institutions, and to promote the effective display of the services and supervisory functions of statutory metrology and verification bodies, It is important to understand the problems that have arisen in the development of statutory metrology verification bodies, in particular to identify the problems that hinder the performance of their services and regulatory functions, and to carefully summarize the causes of these problems, In order to help provide the corresponding problem solving countermeasures, promote the healthy development of our country's statutory metrology organization. The writing of this paper has a strong epoch and reality. The supervision and management of metrology is the central work of the statutory metrology verification organization, which mainly revolves around the key link of metrological inspection. It has penetrated into all fields of social and economic life. In every historical period of social development, it is promoting social progress. The promotion of standardized production in enterprises and the convenience of people's daily life have played an important and positive role. However, since 21th century, with the rapid development of the times and the speed of social transformation, it is difficult to change the functions of the government. In addition, the statutory metrology and verification institutions themselves have such problems as shortage of financial funds, outstanding legal problems, difficulties in keeping up with the demand for technical equipment and serious shortage of personnel, etc. As a result, the service and supervision responsibilities of the statutory metrology and verification institutions have been unable to meet more demands of social and economic development, and the accuracy and practicability of the metering and calibration work cannot be guaranteed. It is also difficult to improve the social recognition of statutory metrological verification institutions. This paper analyzes the problems existing in the service and supervision of metrology verification institutions. The main reasons for the problems in the service and supervision of statutory metrology and verification institutions are as follows: double function drag; single fiscal model; lag of laws and regulations; backward technical equipment; low quality of personnel. The main measures are to carry out deadministrative reform, reform the financial management system, improve relevant laws and regulations, promote the upgrading of technical equipment and the comprehensive quality of personnel, and promote the normal and orderly conduct of the services and supervision work of the statutory metrology and verification bodies. To better serve the economic and social development, the benefit of human happiness and good life.
