【摘要】：改革開(kāi)放以來(lái),我國(guó)城市化不斷推進(jìn)。在當(dāng)下“以城帶鄉(xiāng),以工促農(nóng)”機(jī)制統(tǒng)籌城鄉(xiāng)發(fā)展和注重城鎮(zhèn)化質(zhì)量的新型城鎮(zhèn)化背景下,中心鎮(zhèn)的重要作用日益突顯。 本文基于新型城鎮(zhèn)化的時(shí)代背景,回顧了城鎮(zhèn)化發(fā)展的一般規(guī)律和動(dòng)力機(jī)制,梳理了中心鎮(zhèn)發(fā)展的相關(guān)理論,進(jìn)而從理論層面對(duì)中心鎮(zhèn)在新型城鎮(zhèn)化戰(zhàn)略中的地位和作用進(jìn)行了探討；結(jié)合調(diào)查和統(tǒng)計(jì)數(shù)據(jù),論文分析了浙江省中心鎮(zhèn)的發(fā)展現(xiàn)狀和發(fā)展態(tài)勢(shì),并以蒼南縣龍港鎮(zhèn)為實(shí)例,通過(guò)個(gè)案調(diào)查,闡明了新型城鎮(zhèn)化戰(zhàn)略下浙江省中心鎮(zhèn)發(fā)展面臨的一些關(guān)鍵問(wèn)題并進(jìn)而提出了較有針對(duì)性的對(duì)策和建議。 以人口城鎮(zhèn)化為導(dǎo)向,論文認(rèn)為,當(dāng)前中心鎮(zhèn)急需解決的關(guān)鍵問(wèn)題包括就業(yè)問(wèn)題、戶籍制度問(wèn)題、土地制度問(wèn)題、社會(huì)保障問(wèn)題和財(cái)政壓力問(wèn)題。針對(duì)這些問(wèn)題,論文并提出了完善就業(yè)政策,創(chuàng)新戶籍制度、土地制度和社會(huì)保障制度,建立公共財(cái)政體制,建立中心鎮(zhèn)投融資平臺(tái)等對(duì)策和建議。期望這些對(duì)策和建議可為其他省份中心鎮(zhèn)的發(fā)展提供借鑒和參考。
[Abstract]:Since the reform and opening up, the urbanization of our country has been advancing continuously. Under the background of the mechanism of "taking cities and towns and promoting agriculture by industry", the central town plays an increasingly important role in coordinating the development of urban and rural areas and paying attention to the quality of urbanization. Based on the background of new urbanization, this paper reviews the general laws and dynamic mechanism of urbanization development, combs the relevant theories of central town development. Then it discusses the status and function of the central town in the new urbanization strategy from the theoretical level, and analyzes the development status and development trend of the central town in Zhejiang Province, taking Longgang Town, Cangnan County, as an example, combined with the investigation and statistical data. Through case investigation, this paper expounds some key problems faced by the development of central towns in Zhejiang Province under the new urbanization strategy, and then puts forward some countermeasures and suggestions. Guided by the urbanization of population, the paper holds that the key problems urgently needed to be solved in central towns include employment, household registration system, land system, social security and financial pressure. The paper also puts forward to perfect employment policy, innovate household registration system, land system and social security system, and establish public finance system. It is expected that these countermeasures and suggestions can be used for reference in the development of central towns in other provinces.
