供電企業(yè)技改項(xiàng)目后評(píng)價(jià)方法及實(shí)證研究

【摘要】:隨著中國(guó)經(jīng)濟(jì)的持續(xù)發(fā)展,用電需求也持續(xù)增長(zhǎng),承擔(dān)電力供應(yīng)的供電企業(yè)也得到迅速發(fā)展。同時(shí)傳統(tǒng)能源的大量消耗,,一方面使我國(guó)的傳統(tǒng)能源資源快速枯竭,另一方面也造成了嚴(yán)重的環(huán)境污染,F(xiàn)實(shí)要求我們必須大力開發(fā)清潔的、可再生的新能源。為了保障新能源的發(fā)展與應(yīng)用,供電網(wǎng)絡(luò)的建設(shè)、運(yùn)營(yíng)也面臨了許多新的挑戰(zhàn)。其中,不斷提高供電網(wǎng)的智能化,柔性化,以更好地容納分布式能源,成為供電網(wǎng)建設(shè)的重要內(nèi)容之一。這種發(fā)展趨勢(shì),導(dǎo)致供電網(wǎng)的改選項(xiàng)目以及資金投入持續(xù)增長(zhǎng)。與此同時(shí),供電企業(yè)強(qiáng)勁的發(fā)展勢(shì)頭使得電力投資項(xiàng)目后評(píng)價(jià)研究具有必要性和緊迫性。 重要建設(shè)項(xiàng)目的后評(píng)價(jià)理論研究已經(jīng)進(jìn)入了一個(gè)相對(duì)成熟的階段,然而對(duì)于供電企業(yè)技改項(xiàng)目的后評(píng)價(jià)研究則比較缺乏,目前沒(méi)有一套合理、全面、通用的指標(biāo)體系,并且后評(píng)價(jià)方法的研究也過(guò)多注重靜態(tài)方法,沒(méi)有一套科學(xué)合理的動(dòng)態(tài)后評(píng)價(jià)方法。針對(duì)這一問(wèn)題,本文結(jié)合供電企業(yè)自身的行業(yè)特點(diǎn)從項(xiàng)目目標(biāo)實(shí)現(xiàn)程度、技術(shù)水平、經(jīng)濟(jì)效益、社會(huì)效益以及持續(xù)能力五個(gè)方面建立供電企業(yè)技改項(xiàng)目完善的后評(píng)價(jià)指標(biāo)體系,并且提出了一套基于理想?yún)^(qū)間法的變權(quán)物元可拓模型。該模型為體現(xiàn)指標(biāo)本身的相對(duì)重要性和反映綜合評(píng)價(jià)中諸要素狀態(tài)的均衡性,利用評(píng)價(jià)對(duì)象的主動(dòng)參與,即變權(quán)理論來(lái)確定評(píng)價(jià)指標(biāo)的權(quán)重,同時(shí),運(yùn)用理想?yún)^(qū)間法來(lái)計(jì)算待評(píng)價(jià)對(duì)象與評(píng)價(jià)標(biāo)準(zhǔn)等級(jí)的貼進(jìn)度。最后通過(guò)案例分析進(jìn)行了有效驗(yàn)證,具有很好的實(shí)際應(yīng)用效果。
[Abstract]:With the sustained development of China's economy, the demand for electricity continues to grow, and the power supply enterprises that undertake the power supply have also developed rapidly. At the same time, the massive consumption of traditional energy resources has on the one hand caused the rapid depletion of traditional energy resources in China. On the other hand, it has also caused serious environmental pollution. The reality requires us to vigorously develop clean and renewable new energy sources. In order to ensure the development and application of new energy sources, the construction of power supply networks, Operation also faces many new challenges. Among them, continuously improving the intelligence and flexibility of the power supply network to better accommodate distributed energy has become one of the important contents of the power supply network construction. At the same time, the strong development momentum of power supply enterprises makes the post-evaluation research of power investment project necessary and urgent. The research on post-evaluation theory of important construction projects has entered a relatively mature stage, however, the post-evaluation research of power supply enterprise technical innovation projects is relatively lacking, and there is no reasonable, comprehensive and universal index system. And the research of post-evaluation method also pays too much attention to static method, and there is not a set of scientific and reasonable dynamic post-evaluation method. In view of this problem, this paper combines the industry characteristics of power supply enterprise from the degree of realization of project objectives, the level of technology, Set up a perfect post-evaluation index system of power supply enterprise technical innovation project in five aspects: economic benefit, social benefit and sustainable ability. A variable weight matter-element extension model based on the ideal interval method is proposed. The model reflects the relative importance of the index itself and the equilibrium of the state of the elements in the comprehensive evaluation, and makes use of the active participation of the evaluation object. That is, variable weight theory is used to determine the weight of the evaluation index, and at the same time, the method of ideal interval is used to calculate the progress of the object to be evaluated and the grade of the evaluation standard. Finally, a case study is carried out to verify effectively, which has a good practical application effect.
