房地產(chǎn)市場政府規(guī)制的有效性分析

【摘要】:2002年之后,房市開始過熱,投機(jī)性購房增長,出現(xiàn)了房價和漲幅“雙高”的局面。金融危機(jī)之后,房價又出現(xiàn)“井噴式的上漲”,進(jìn)而消費(fèi)者“恐慌性搶購”。雖然從2010年到2013年調(diào)控力度空前嚴(yán)格,房市仍然呈現(xiàn)出全線上揚(yáng)態(tài)勢,結(jié)構(gòu)性問題日益突出。2014年面對如此嚴(yán)峻的樓市形勢,政府必須加大調(diào)控力度,提高規(guī)制政策的有效性。 本文在運(yùn)用房地產(chǎn)理論、政府規(guī)制理論、規(guī)制的有效性理論、房地市場政府規(guī)制理論的基礎(chǔ)上,分析我國房地產(chǎn)市場的特征,指出房地產(chǎn)市場政府規(guī)制存在的問題,例如市場結(jié)構(gòu)問題、規(guī)制手段問題、利益的博弈問題。在此基礎(chǔ)上進(jìn)一步提出房地產(chǎn)市場規(guī)制的必要性,規(guī)制不僅能彌補(bǔ)市場失靈、實現(xiàn)住房的公平,也能得房市最大程度的促進(jìn)經(jīng)濟(jì)發(fā)展。 接著從規(guī)制歷史背景的角度,把我國房市的發(fā)展分為平穩(wěn)發(fā)展期、快速發(fā)展期、全面規(guī)制期、復(fù)蘇期、密集規(guī)制期以及規(guī)制升級期。進(jìn)而分析各個時期政府的主要政策取向以及規(guī)制的有效性。進(jìn)而總結(jié)房市歷史規(guī)制政策存在的主要問題。 再從規(guī)制目標(biāo)的實現(xiàn)程度來分析規(guī)制政策的有效性,規(guī)制的主要目標(biāo)是實現(xiàn)房價的合理穩(wěn)定、供求總量的平衡、供求結(jié)構(gòu)的平衡、對國民經(jīng)濟(jì)的促進(jìn)效應(yīng)。 最后,針對前面的分析,相應(yīng)提出有效的規(guī)制房地產(chǎn)市場的政策建議。
[Abstract]:After 2002, the housing market began to overheat and speculative home purchases increased, resulting in "double high" housing prices and increases. Housing prices have also been "blowout", and consumers have been "panic buying." although from 2010 to 2013, the regulation and control efforts have never been more stringent, the housing market is still showing an overall upward trend. In 2014, in the face of such a severe housing situation, the government must step up regulation and control to improve the effectiveness of regulatory policies. Based on the theory of real estate, the theory of government regulation, the theory of effectiveness of regulation and the theory of government regulation of real estate market, this paper analyzes the characteristics of real estate market in our country, and points out the problems existing in government regulation of real estate market. For example, the market structure problem, the regulation method question, the benefit game problem. On this basis, further proposed the real estate market regulation necessity, the regulation not only can make up the market failure, realizes the housing fair, Also can get the housing market to maximize the promotion of economic development. Then from the perspective of the historical background of regulation, the development of China's housing market is divided into stable development period, rapid development period, comprehensive regulation period, recovery period. Then it analyzes the main policy orientation of the government and the effectiveness of the regulation in each period, and then summarizes the main problems existing in the historical regulation policy of the housing market. The main goal of regulation is to realize the reasonable stability of house price, the balance of total supply and demand, the balance of supply and demand structure, and the promotion effect to the national economy. Finally, in view of the above analysis, puts forward the effective regulation real estate market policy suggestion accordingly.
