基于廣東省質(zhì)監(jiān)系統(tǒng)個(gè)案的我國電子政務(wù)組織管理研究

【摘要】:政務(wù)電子化,信息化給政府的公共管理職能水平帶來了極大的提升,電子政務(wù)已經(jīng)成為世界各國政府公共管理創(chuàng)新改革的戰(zhàn)略抉擇。但普遍困擾各國政府的是電子政務(wù)項(xiàng)目的成功率不高,項(xiàng)目不能達(dá)到預(yù)期目標(biāo)、超過期限已經(jīng)成為一種常態(tài),應(yīng)用績效難以實(shí)現(xiàn)持續(xù)改進(jìn)。 本文以公共管理決策與執(zhí)行理論、組織管理理論、博弈論、公共管理變革與創(chuàng)新等理論為基礎(chǔ),運(yùn)用文獻(xiàn)分析、深度訪談、比較研究和參與式調(diào)查等方法研究了當(dāng)前我國電子政務(wù)組織管理問題。結(jié)合實(shí)際例子,概述了電子政務(wù)的發(fā)展和進(jìn)程,通過對國外成功的電子政務(wù)實(shí)踐經(jīng)驗(yàn)對比和評價(jià),論述了電子政務(wù)發(fā)展和組織管理的特點(diǎn);并對我國電子政務(wù)發(fā)展過程中出現(xiàn)的諸多問題進(jìn)行了客觀的分析,對各級政府部門對電子政務(wù)發(fā)展的不同的組織管理模式及其對電子政務(wù)發(fā)展水平的影響進(jìn)行了總結(jié)評估,對目前影響我國電子政務(wù)發(fā)展的因素進(jìn)行了深入研究;并以廣東質(zhì)監(jiān)系統(tǒng)電子政務(wù)發(fā)展為例進(jìn)行了實(shí)證研究;最后提出CIO電子政務(wù)組織管理模式是比較適合我國電子政務(wù)發(fā)展采用的組織管理模式,并提出了具體的政策建議。
[Abstract]:E-government, information to the government's public management function level has brought a great improvement. E-government has become a strategic choice for the innovation of public management in the world. However, the success rate of e-government projects is not high, and the project can not achieve the expected goal. Deadlines have become the norm, application performance is difficult to achieve continuous improvement. Based on the theory of public management decision-making and execution, organization management theory, game theory, public management reform and innovation theory, this paper uses literature analysis and in-depth interviews. The comparative study and participatory investigation are used to study the management of E-government organizations in China, and the development and process of E-government are summarized with practical examples. By comparing and appraising the successful experience of foreign E-government, this paper discusses the characteristics of E-government development and organization management. And the development of e-government in China in the process of the emergence of a number of problems are objectively analyzed. This paper summarizes and evaluates the different organizational and management models of the development of e-government and its influence on the development level of e-government, and makes a thorough study on the factors that affect the development of e-government in China. Taking the development of E-government in Guangdong quality Supervision system as an example, this paper makes an empirical study. Finally, the paper puts forward that the CIO E-government organization management model is more suitable for the development of e-government in China, and puts forward some specific policy suggestions.
