【摘要】：目前,我國(guó)城鎮(zhèn)化處于快速發(fā)展階段,土地供需矛盾十分突出。從地域上來看,由于我國(guó)東、西部地區(qū)發(fā)展不平衡,西部地區(qū)城鎮(zhèn)化發(fā)展較慢,而我國(guó)實(shí)行一刀切的土地政策,并且很多政策出臺(tái)的目的在于規(guī)范東部沿海地區(qū)城鎮(zhèn)化的發(fā)展,這些政策已經(jīng)不能和西部地區(qū)的城鎮(zhèn)化發(fā)展相適應(yīng)。我國(guó)“十二五”規(guī)劃綱要明確提出“落實(shí)節(jié)約優(yōu)先戰(zhàn)略,全面實(shí)行資源利用總量控制、供需雙向調(diào)節(jié)、差別化管理”的要求,如何運(yùn)用差別化的土地政策保障城鎮(zhèn)化發(fā)展成為當(dāng)前的一個(gè)突出問題。本研究以十二師為例,對(duì)十二師城鎮(zhèn)化發(fā)展中遇到的土地問題進(jìn)行調(diào)研,歸納總結(jié)十二師在用地計(jì)劃、耕地保護(hù)、土地審批、地價(jià)政策、集約用地等方面存在的困境,通過借鑒我國(guó)其他地區(qū)實(shí)行的差別化土地政策經(jīng)驗(yàn),論證了十二師實(shí)行差別化土地政策的必要性,構(gòu)建了十二師城鎮(zhèn)化發(fā)展的土地差別化政策的體系。從工業(yè)園區(qū)、城鎮(zhèn)主體發(fā)展區(qū)、區(qū)域土地利用三個(gè)方面提出了不同區(qū)域土地差別化政策,從用地計(jì)劃傾斜、耕地異地補(bǔ)充、精簡(jiǎn)土地審批三個(gè)方面提出了用地管理差別化政策。同時(shí),從國(guó)家政策傾斜、建立監(jiān)控預(yù)警體系、相關(guān)政策配套協(xié)調(diào)等方面提出了十二師實(shí)施土地差別化政策的保障措施。
[Abstract]:At present, China's urbanization is in a rapid stage of development, land supply and demand contradictions are very prominent. From a geographical point of view, due to the unbalanced development of the eastern and western regions of China, the development of urbanization in the western region is slow. But our country carries out a one-size-fits-all land policy, and the purpose of many policies is to standardize the development of urbanization in the eastern coastal areas. These policies can no longer be adapted to the development of urbanization in the western region. The outline of the 12th Five-Year Plan of our country clearly puts forward "implementing the strategy of saving priority, comprehensively implementing the total amount control of the utilization of resources, and regulating the supply and demand in both directions." According to the requirement of differential management, how to use differential land policy to ensure the development of urbanization has become a prominent problem. This study takes 12 Division as an example. This paper investigates the land problems encountered in the urbanization development of the 12 Division and summarizes the difficulties of the 12 Division in land use plan, cultivated land protection, land approval, land price policy, intensive land use and so on. Based on the experience of the differentiated land policy in other regions of China, the necessity of implementing the differentiated land policy in the 12 Division is demonstrated. The system of land differentiation policy for the development of urbanization in 12 division is constructed. From three aspects of industrial park, urban main development area and regional land use, different regional land differentiation policy is put forward, which is inclined from land use plan. At the same time, from the perspective of national policy, the paper puts forward the policy of land management differentiation, and establishes the monitoring and warning system. Related policy coordination and other aspects of the 12 Division to implement land differentiation policy safeguards.
