【摘要】：目前我國(guó)大學(xué)畢業(yè)生人數(shù)日趨增多,僅2013年全國(guó)大學(xué)畢業(yè)生人數(shù)就達(dá)到了699萬(wàn),2014年更是達(dá)到了727萬(wàn)。大學(xué)畢業(yè)生群體已經(jīng)成為剛剛步入社會(huì)工作的主流群體,他們具有一定的專業(yè)知識(shí),接受過(guò)良好的專業(yè)教育,工作的流動(dòng)性更快,薪酬的期望值更高,工作地域性更強(qiáng)。更多的大學(xué)畢業(yè)生從自身因素、崗位選擇、未來(lái)發(fā)展等方面更傾向于留在城市中生活和工作。但由于他們剛剛步入社會(huì),事業(yè)正處于初期發(fā)展階段,工作收入低微,無(wú)法單憑自身的能力滿足住房需求。雖然國(guó)家近年來(lái)實(shí)施了一系列的住房保障措施,從廉租房、經(jīng)濟(jì)適用房到住房補(bǔ)貼等等,但由于戶籍制度、社會(huì)保障制度等因素的影響,這部分社會(huì)福利政策對(duì)于剛剛畢業(yè)的大學(xué)生來(lái)說(shuō)很難分享,因此,大學(xué)畢業(yè)生中低收入群體住房問(wèn)題成為一個(gè)社會(huì)夾層問(wèn)題。本文以大學(xué)畢業(yè)生中低收入群體為研究對(duì)象,以有效需求理論、社會(huì)公正理論、需要層次理論和社會(huì)保障理論做為理論基礎(chǔ),對(duì)大學(xué)畢業(yè)生中低收入群體的住房現(xiàn)況進(jìn)行實(shí)地調(diào)研,分析了大學(xué)畢業(yè)生中低收入群體居住現(xiàn)狀及存在的問(wèn)題與原因,建立了有效需求測(cè)算模型,針對(duì)群體中由于年齡、收入、婚姻需求的階段不同,造成了他們對(duì)住房的類型需求也成多層次、階段性的變化。進(jìn)一步確定該群體的房屋需求類型,提出建立多層次保障性住房制度。根據(jù)該群體工作調(diào)動(dòng)頻繁、流動(dòng)性大的特點(diǎn),建議政府主導(dǎo)建設(shè)“保障性住房置換平臺(tái)”,并就對(duì)如何實(shí)現(xiàn)保障性住房的跨市區(qū)互換流程進(jìn)行探索性研究,對(duì)不同省份、不同區(qū)域的保障性住房的房屋置換提出合理化建議。在這些基礎(chǔ)上借鑒國(guó)內(nèi)外的實(shí)踐經(jīng)驗(yàn),提出建立大學(xué)畢業(yè)生中低收入群體住房保障制度相關(guān)的建議與對(duì)策。通過(guò)此次研究,為河北省相關(guān)部門在建立和健全大學(xué)畢業(yè)生中低收入群體住房保障體系方面提供一定的理論參考和合理化建議。以期為更好地解決大學(xué)畢業(yè)生中低收入群體住房問(wèn)題做出貢獻(xiàn)。
[Abstract]:At present, the number of university graduates in China is increasing day by day. In 2013 alone, the number of university graduates in China reached 6.99 million. In 2014, it reached 7.27 million. The group of university graduates has just entered the mainstream of social work, they have a certain professional knowledge, received a good professional education. Job mobility is faster, salary expectations are higher, and jobs are more regional. More college graduates choose their jobs based on their own factors. In the future, they tend to stay in the city to live and work, but because they have just entered the society, the career is in the initial stage of development, and the work income is low. Although the country has implemented a series of housing security measures in recent years, from low-rent housing, comfortable housing to housing subsidies, but due to the household registration system. Social security system and other factors, this part of the social welfare policy for newly graduated college students is very difficult to share, therefore. The housing problem of the low-income group of college graduates has become a social sandwich problem. This paper takes the low-income group of university graduates as the research object, with the theory of effective demand and the theory of social justice. Need hierarchical theory and social security theory as the theoretical basis of the low-income group of college graduates housing status of field research. This paper analyzes the living situation of the low-income group of college graduates and the existing problems and reasons, and establishes the effective demand calculation model, aiming at the different stages of the group due to age, income and marriage demand. Further determine the type of housing demand of this group, put forward the establishment of a multi-level housing system. According to the work of this group to mobilize frequently. With the characteristics of high mobility, it is suggested that the government should lead the construction of "indemnificatory housing replacement platform", and carry out exploratory research on how to realize the intercity exchange process of affordable housing, and make an exploratory study on different provinces. Different regions of the housing replacement of affordable housing put forward reasonable suggestions. On the basis of these, draw lessons from domestic and foreign practical experience. This paper puts forward some suggestions and countermeasures to establish the housing security system for the low-income group of college graduates. To provide certain theoretical reference and reasonable suggestions for the relevant departments of Hebei Province in establishing and perfecting the housing security system for the low-income group of university graduates.
