【摘要】：進(jìn)入新世紀(jì)以來(lái),全球范圍內(nèi),知識(shí)產(chǎn)權(quán)已經(jīng)成為國(guó)家及區(qū)域間科學(xué)技術(shù)、經(jīng)濟(jì)貿(mào)易等合作與競(jìng)爭(zhēng)發(fā)展的重要游戲規(guī)則和競(jìng)爭(zhēng)籌碼。面對(duì)這一形勢(shì)的挑戰(zhàn),專利作為知識(shí)產(chǎn)權(quán)最重要的類型,國(guó)內(nèi)外都在大力加強(qiáng)對(duì)專利的創(chuàng)造、運(yùn)用、管理和保護(hù)的研究和實(shí)踐。2014年2月,京津冀協(xié)同發(fā)展納入重大國(guó)家戰(zhàn)略,11月國(guó)務(wù)院常務(wù)會(huì)議又專門(mén)部署加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)和運(yùn)用,助力創(chuàng)新創(chuàng)業(yè)升級(jí)“中國(guó)制造”。京津冀協(xié)同發(fā)展中,三地產(chǎn)業(yè)結(jié)構(gòu)各具優(yōu)勢(shì),也具有較強(qiáng)的互補(bǔ)性。而專利作為重要的生產(chǎn)要素和社會(huì)資源,說(shuō)到底,關(guān)鍵是誰(shuí)擁有更多的核心專利,誰(shuí)更好地運(yùn)用專利制度,誰(shuí)就在協(xié)同發(fā)展中掌握主動(dòng)和先機(jī)。近年來(lái),天津?qū)＠l(fā)展抓住濱海新區(qū)開(kāi)發(fā)開(kāi)放納入國(guó)家發(fā)展戰(zhàn)略的重要機(jī)遇,實(shí)現(xiàn)了專利的快速發(fā)展,僅2010年至2013年,天津的專利申請(qǐng)量增長(zhǎng)了2.4倍,萬(wàn)人均發(fā)明專利擁有量達(dá)到9件以上,在全國(guó)連續(xù)兩年知識(shí)產(chǎn)權(quán)保護(hù)社會(huì)滿意度調(diào)查中保持得分第一。天津?qū)＠C合實(shí)力的顯著增強(qiáng),為天津創(chuàng)新驅(qū)動(dòng)提供有力支撐。京津冀協(xié)同發(fā)展又為天津?qū)＠l(fā)展帶來(lái)新的重大發(fā)展機(jī)遇。本論文系統(tǒng)研究分析了北京、天津和河北省協(xié)同發(fā)展,這個(gè)大的發(fā)展環(huán)境背景下,三地產(chǎn)業(yè)特點(diǎn)情況和三地專利情況,深入探討天津?qū)＠l(fā)展面臨的國(guó)內(nèi)外形勢(shì)、發(fā)展環(huán)境和成效特點(diǎn),存在的問(wèn)題及制約發(fā)展的瓶頸,并以此基礎(chǔ)上提出天津?qū)＠l(fā)展的對(duì)策建議,為天津抓住京津冀協(xié)同發(fā)展重大機(jī)遇,加快創(chuàng)新驅(qū)動(dòng)步伐,加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,提高天津核心競(jìng)爭(zhēng)實(shí)力,實(shí)現(xiàn)天津城市發(fā)展定位提供參考。
[Abstract]:Since entering the new century, the global scope, intellectual property has become a national and regional science and technology, economic and trade cooperation and competition the important development of the rules of the game and competitive chips. In the face of this challenge, intellectual property patent as the most important type, both at home and abroad to strengthen the creation of the patent application. The management and protection of the research and practice of.2014 in February, the Beijing Tianjin Hebei collaborative development into a major national strategy, in November the State Council executive meeting specifically deployed to strengthen the protection and use of intellectual property rights, innovation and entrepreneurship to help upgrade the "made in China". The coordinated development of Beijing Tianjin Hebei, the three industrial structure has its own advantages, but also have strong complementarity. Patent as an important factor of production and social resources, after all, who has more core patents, who make better use of the patent system, who will grasp in collaborative development Active and initiative. In recent years, Tianjin patent development seize the development and opening of Binhai New Area into an important opportunity for the national development strategy, to achieve the rapid development of the patent, only from 2010 to 2013, the amount of patent application in Tianjin increased by 2.4 times, per capita million patent has reached more than 9, in the country for two consecutive years of intellectual property protection society survey on satisfaction of keeping score. The first significant to enhance the overall strength of the patent of Tianjin, provide strong support for the Tianjin innovation driven. The coordinated development of Beijing Tianjin Hebei brings significant new opportunities for the development of patent development in Tianjin. This research system analysis of Beijing, Tianjin and Hebei Province, coordinated development, the development background, three the industrial characteristics and three patents, in-depth study of Tianjin face the patent development situation at home and abroad, the development environment and the effectiveness of characteristics, problems and constraints exist. The development bottleneck, and thus put forward countermeasures of patent development in Tianjin, Tianjin to seize the Beijing Tianjin Hebei coordinated development of major opportunities, accelerate the pace of innovation driven, accelerate the transformation of economic development mode, improve the core competitiveness of Tianjin, Tianjin city development orientation to provide reference.
