河南省城鎮(zhèn)化進(jìn)程中農(nóng)村勞動力轉(zhuǎn)移就業(yè)問題研究

【摘要】:城鎮(zhèn)化是現(xiàn)代化的必由之路。推進(jìn)城鎮(zhèn)化是解決農(nóng)業(yè)、農(nóng)村、農(nóng)民問題的重要途徑,是推動區(qū)域協(xié)調(diào)發(fā)展的有力支撐,是擴大內(nèi)需和促進(jìn)產(chǎn)業(yè)升級的重要抓手,對全面建成小康社會、加快推進(jìn)社會主義現(xiàn)代化具有重大現(xiàn)實意義和深遠(yuǎn)歷史意義。歷屆河南省委省政府都非常重視城鎮(zhèn)化的發(fā)展,為推動河南城鎮(zhèn)化發(fā)展做出了艱苦努力。河南省的城鎮(zhèn)化率也從2000年的23.2%提高到2013年的44.3%。城鎮(zhèn)化的發(fā)展,使大量農(nóng)村勞動力從土地中解放出來,如何有效解決這部分農(nóng)民的就業(yè)問題,是當(dāng)下需要妥善解決的重要問題之一。 基于此,筆者擬從城鎮(zhèn)化和就業(yè)理論入手,通過調(diào)研、走訪、發(fā)放調(diào)查問卷、咨詢專業(yè)人士、查閱相關(guān)資料等,梳理出目前河南省城鎮(zhèn)化進(jìn)程中農(nóng)村勞動力轉(zhuǎn)移就業(yè)的基本現(xiàn)狀,并從基本現(xiàn)狀中找出存在的主要問題,在此基礎(chǔ)上提出解決河南省城鎮(zhèn)化進(jìn)程中農(nóng)村勞動力轉(zhuǎn)移就業(yè)的對策建議。 截止2012年底雖然全省農(nóng)村轉(zhuǎn)移就業(yè)人口2500萬余人,但仍有近600萬人的農(nóng)村富余勞動力,還未轉(zhuǎn)移。在每年新增崗位數(shù)量有限,但競爭越來越激烈的背景下,如何促進(jìn)他們找到適合自己的崗位,提高收入水平,從而改善生活質(zhì)量,維護(hù)社會和諧穩(wěn)定,是本文研究的主要目的。 本文得出的結(jié)論是,在河南省城鎮(zhèn)化快速發(fā)展的過程中,仍有大量農(nóng)村轉(zhuǎn)移勞動力在激烈的就業(yè)競爭中因為年齡、學(xué)歷、經(jīng)驗、技能等個人方面的原因,就業(yè)困難,即使就業(yè),穩(wěn)定性很低。但究其深層次的原因,還是河南省產(chǎn)業(yè)支撐能力有限,,公共就業(yè)服務(wù)體系不完善,職業(yè)技能培訓(xùn)覆蓋率低等原因造成的。筆者運用原因分析方法,得出推動河南省城鎮(zhèn)化進(jìn)程中農(nóng)村勞動力轉(zhuǎn)移就業(yè)的結(jié)論,“打鐵還需本身硬”,首先要加快河南省二、三產(chǎn)業(yè)的發(fā)展,創(chuàng)造更多就業(yè)崗位,尤其要發(fā)揮產(chǎn)業(yè)集聚區(qū)的就業(yè)帶動作用,促進(jìn)農(nóng)村勞動力就近就地轉(zhuǎn)移就業(yè),同時要鼓勵自主創(chuàng)業(yè),完善公共就業(yè)服務(wù)體系,健全農(nóng)村轉(zhuǎn)移就業(yè)培訓(xùn)體系,農(nóng)民自身也要認(rèn)識自身存在的不足,提高綜合素質(zhì),適應(yīng)社會的發(fā)展需求。只有多方共同努力,才能保障農(nóng)村富余勞動力實現(xiàn)充分就業(yè)。
[Abstract]:Urbanization is the only way to modernization. Promoting urbanization is an important way to solve the problems of agriculture, rural areas and farmers, is a strong support to promote regional coordinated development, is an important grasp of expanding domestic demand and promoting industrial upgrading. It is of great realistic and far-reaching historical significance to build a well-off society in an all-round way and speed up the socialist modernization. All previous provincial governments in Henan have attached great importance to the development of urbanization. In order to promote the development of urbanization in Henan Province, the urbanization rate has also increased from 23.2% in 2000 to 44.3 percent in 2013. How to effectively solve the employment problem of this part of farmers is one of the important problems that need to be solved properly. Based on this, the author intends to start with urbanization and employment theory, through research, visits, questionnaires, consulting professionals, access to relevant information and so on. Combing out the current process of urbanization in Henan Province rural labor transfer employment of the basic status, and from the basic situation to find out the main problems. On this basis, the countermeasures and suggestions to solve the problem of rural labor transfer and employment in the process of urbanization in Henan Province are put forward. As of end of 2012, although the province's rural employment transfer population of more than 25 million people, but there are still nearly 6 million rural surplus labor force, has not been transferred. The number of new jobs each year is limited. However, under the background of more and more fierce competition, how to promote them to find a suitable position, raise the income level, thus improve the quality of life, maintain social harmony and stability, is the main purpose of this paper. The conclusion is that in the rapid development of urbanization in Henan Province, there are still a large number of rural migrant labor in the fierce competition for employment because of age, education, experience, skills and other personal reasons. Employment difficulties, even if employment, the stability is very low, but the deep-seated reasons, or Henan Province industry support capacity is limited, the public employment service system is not perfect. The author uses the method of reason analysis to get the conclusion that the rural labor force transfer and employment in the process of urbanization in Henan Province. First of all, we should speed up the development of the secondary and tertiary industries in Henan Province, create more jobs, especially give play to the employment driving role of industrial agglomeration areas, promote the local transfer of rural labor force, and encourage self-employment at the same time. Improve the public employment service system, improve the rural transfer employment training system, farmers themselves should also recognize their own shortcomings, improve comprehensive quality, meet the needs of social development. In order to ensure the rural surplus labor force to achieve full employment.
