【摘要】：黨的十八大明確指出要深化國有企業(yè)改革,完善各類國有資產(chǎn)管理體制,推動(dòng)國有資本更多投向關(guān)系國家安全和國民經(jīng)濟(jì)命脈的重要行業(yè)和關(guān)鍵領(lǐng)域,不斷增強(qiáng)國有經(jīng)濟(jì)活力、控制力、影響力。長沙市是湖南省省會(huì),地處中國中部,是中部崛起戰(zhàn)略的核心城市之一,國有經(jīng)濟(jì)在長沙市區(qū)域經(jīng)濟(jì)和社會(huì)發(fā)展中發(fā)揮著重要作用。為此,在目前我國國有企業(yè)轉(zhuǎn)型、國資監(jiān)管機(jī)構(gòu)監(jiān)管職責(zé)轉(zhuǎn)型的關(guān)鍵階段,積極探索長沙市的企業(yè)國有產(chǎn)權(quán)監(jiān)管中的問題及對(duì)策,具有很強(qiáng)的現(xiàn)實(shí)意義。本文綜合運(yùn)用文獻(xiàn)研究方法、定性分析法、社會(huì)調(diào)查法以及案例分析法,以公共產(chǎn)品理論、委托代理理論和政府監(jiān)管理論為支撐,根據(jù)目前長沙市企業(yè)國有產(chǎn)權(quán)監(jiān)管現(xiàn)狀,指出長沙市企業(yè)國有產(chǎn)權(quán)監(jiān)管存在著監(jiān)管缺位、被監(jiān)管企業(yè)國有資產(chǎn)流失嚴(yán)重等主要問題,認(rèn)為法律法規(guī)不完善、監(jiān)管體系不健全、中介機(jī)構(gòu)公信力缺失和國有企業(yè)治理結(jié)構(gòu)不合理是影響企業(yè)國有產(chǎn)權(quán)監(jiān)管效果的主要原因,通過借鑒新加坡淡馬錫公司的產(chǎn)權(quán)管理模式和美國對(duì)國有資產(chǎn)的監(jiān)管優(yōu)勢,學(xué)習(xí)兄弟省市深圳、武漢的先進(jìn)經(jīng)驗(yàn),提出完善企業(yè)國有產(chǎn)權(quán)監(jiān)管法律法規(guī)、健全企業(yè)國有產(chǎn)權(quán)監(jiān)管體系、提升企業(yè)國有產(chǎn)權(quán)監(jiān)管部門監(jiān)管能力、加強(qiáng)對(duì)中介機(jī)構(gòu)公信力監(jiān)督、完善國有企業(yè)法人治理結(jié)構(gòu)是提高長沙市企業(yè)國有產(chǎn)權(quán)監(jiān)管效果的幾個(gè)關(guān)鍵對(duì)策。
[Abstract]:The 18 National Congress of the Party clearly pointed out that it is necessary to deepen the reform of state-owned enterprises, improve the management system of various kinds of state-owned assets, and promote the state-owned capital to invest more in important industries and key areas related to national security and the lifeblood of the national economy. Changsha, the capital of Hunan Province, is located in the middle of China and is one of the core cities in the strategy of the rise of central China. The state-owned economy plays an important role in the regional economic and social development of Changsha. Therefore, in the current transformation of state-owned enterprises, the transformation of supervision responsibilities of state capital regulatory bodies is a key stage. It is of great practical significance to actively explore the problems and countermeasures in the supervision of state-owned property rights of enterprises in Changsha. This paper synthetically uses literature research method, qualitative analysis method, social investigation method and case analysis method. Based on the theory of public goods, principal-agent theory and government supervision theory, according to the current situation of state-owned property rights supervision of enterprises in Changsha, the author points out that the supervision of state-owned property rights of enterprises in Changsha has no supervision. The main problems such as the serious loss of state-owned assets of the regulated enterprises are that the laws and regulations are not perfect and the supervision system is not perfect. The lack of credibility of intermediary organizations and the unreasonable governance structure of state-owned enterprises are the main reasons that affect the supervision effect of state-owned property rights of enterprises. By learning from the property right management mode of Temasek Company of Singapore and the advantages of American supervision over state-owned assets, and learning the advanced experience of Shenzhen and Wuhan, the author puts forward to perfect the laws and regulations of state-owned property right supervision of enterprises. We will improve the supervision system of state-owned property rights of enterprises, enhance the supervisory capacity of state-owned property rights regulatory departments of enterprises, and strengthen the supervision of the credibility of intermediary institutions. Perfecting the corporate governance structure of state-owned enterprises is the key countermeasure to improve the effect of state-owned property right supervision in Changsha.
