【摘要】：工程項目招投標是為實現(xiàn)招標采購目標,通過實施滿足質量、時間、費用和資源等約束條件的一系列措施所做出的一次性努力,是一個具有鮮明項目管理特點的獨特服務過程,在項目管理的知識體系中,招投標管理是項目管理九大任務之一,是項目管理實施的重要環(huán)節(jié)。任何大型或者復雜項目的實施都離不開招標采購活動,工程項目招投標對控制工程投資、鼓勵施工企業(yè)公平競爭、保證工程質量、形成市場定價體制、預防職業(yè)和商業(yè)犯罪等都有著重要意義。本文在項目管理的理論基礎上運用經(jīng)驗總結法、調查法、分析法及實踐法,首先分析了國內外招投標的研究現(xiàn)狀、發(fā)展趨勢,確定了研究思路和研究方法,其次以LN招標公司工程招投標項目為研究對象,分析LN招標公司工程項目招投標工作取得的經(jīng)驗和存在的問題,分析問題產(chǎn)生的原因,根據(jù)分析問題的產(chǎn)生原因,從多方面綜合性的提出規(guī)范化措施并結合沈陽市某高速公路工字組合梁橋維修改造工程項目為實施對象,進行實證研究,檢驗其科學性和可操作性,并得出結論通過運用規(guī)范化管理措施有效的預防問題的發(fā)生,優(yōu)化了該項目的進度、節(jié)約項目成本、提高了項目質量,達到了良好的效果完成了項目招標的預期目的。本論文研究LN招標公司工程項目的招投標管理規(guī)范化,通過對招標采購項目的規(guī)范化管理,有效預防招標環(huán)節(jié)的易發(fā)生的問題,以保證工程項目招標順利進行,為LN招標公司在今后的工項目招投標操作管理中,快速高效保質保量的完成工程項目招投標奠定基礎。
[Abstract]:Engineering project bidding is a one-off effort to achieve the goal of bidding and procurement through the implementation of a series of measures to meet the constraints of quality, time, cost and resources. In the knowledge system of project management, bidding management is one of the nine major tasks of project management. Project management is an important link in the implementation of project management. Any large or complex project implementation can not be separated from bidding and procurement activities, engineering project bidding to control project investment, encourage fair competition of construction enterprises, ensure the quality of the project. It is of great significance to form a market pricing system and to prevent professional and commercial crimes. This paper applies the methods of experience summary, investigation, analysis and practice on the basis of the theory of project management. First of all, this paper analyzes the current situation and development trend of bidding at home and abroad, determines the research ideas and research methods, and then takes the project bidding project of LN bidding company as the research object. This paper analyzes the experience and existing problems in the bidding work of engineering projects in LN bidding Company, analyzes the causes of the problems, and analyzes the causes of the problems according to the analysis. From a variety of comprehensive standardization measures and combined with a highway in Shenyang for the maintenance and renovation of I-beam bridge project for the implementation of empirical research to test its scientific and operational. And draw a conclusion that through the use of standardized management measures to prevent the occurrence of effective problems, optimize the progress of the project, save the project cost, improve the quality of the project. This paper studies the standardization of bidding management of engineering projects of LN bidding company, through the standardized management of bidding and procurement projects. In order to ensure the project bidding smoothly, LN bidding company will be in the management of the project bidding operation in the future. High-speed, high-efficiency, quality and quantity of the completion of the project bidding to lay the foundation.
