【摘要】：隨著我國(guó)城市經(jīng)濟(jì)的快速發(fā)展和城市化水平的不斷提高，大量的基礎(chǔ)設(shè)施項(xiàng)目、公共性項(xiàng)目投入建設(shè)，這就需要國(guó)家和當(dāng)?shù)卣度氪罅康馁Y金到這些建設(shè)項(xiàng)目中去，由于我國(guó)政府的財(cái)力有限，大量的基礎(chǔ)設(shè)施項(xiàng)目、公共性項(xiàng)目同時(shí)進(jìn)行開(kāi)工建設(shè)就顯得非常困難。而一般的完全依靠政府的財(cái)政投入來(lái)進(jìn)行的建設(shè)項(xiàng)目已經(jīng)越來(lái)越不能滿足人們?nèi)找嬖鲩L(zhǎng)的對(duì)基礎(chǔ)設(shè)施項(xiàng)目、公共性項(xiàng)目的需求。在這種情況下，政府就需要尋求一種既能夠解決或者緩解財(cái)政壓力又可以不耽誤基礎(chǔ)設(shè)施項(xiàng)目、公共性項(xiàng)目及時(shí)進(jìn)行開(kāi)工建設(shè)的投資建設(shè)方式。BT模式作為一種工程的建設(shè)資金由項(xiàng)目公司融資并投入工程建設(shè)，建設(shè)期結(jié)束后由項(xiàng)目發(fā)起人按照項(xiàng)目回購(gòu)基價(jià)以合同約定的支付方式支付價(jià)款的模式被越來(lái)越多的項(xiàng)目所引用。 BT項(xiàng)目在我國(guó)基礎(chǔ)設(shè)施建設(shè)中發(fā)揮了巨大作用，由于BT項(xiàng)目的復(fù)雜性，BT工程項(xiàng)目面臨著多方面的風(fēng)險(xiǎn)，這些風(fēng)險(xiǎn)極有可能導(dǎo)致項(xiàng)目投資失控。作為為BT項(xiàng)目建設(shè)期間提供重要投資的投資建設(shè)方，也將承受著極大的投資失控風(fēng)險(xiǎn)。 首先，本文在研究和參考了國(guó)內(nèi)外研究BT項(xiàng)目的文獻(xiàn)資料后，對(duì)BT項(xiàng)目的實(shí)施環(huán)境、各參與方之間的博弈關(guān)系、運(yùn)作程序，各個(gè)階段的工作要點(diǎn)、運(yùn)作過(guò)程中的將要面對(duì)的幾種風(fēng)險(xiǎn)類(lèi)型等進(jìn)行了分析，然后按照BT項(xiàng)目投資建設(shè)方的業(yè)務(wù)范圍將BT項(xiàng)目劃分成幾種主要運(yùn)行模式。本文以BT項(xiàng)目投資建設(shè)方的角度，對(duì)項(xiàng)目投資費(fèi)用進(jìn)行界定并分析其費(fèi)用組成情況，尋找影響項(xiàng)目投資費(fèi)用的關(guān)鍵因素并分析其作用機(jī)理，并通過(guò)案例計(jì)算各影響因素引起的項(xiàng)目投資費(fèi)用增加值，驗(yàn)證其影響機(jī)理。 其次，詳述BT項(xiàng)目投資控制的相關(guān)理論，，BT項(xiàng)目投資控制的方法及工具，結(jié)合以上研究，將解釋結(jié)構(gòu)模型ISM應(yīng)用于BT項(xiàng)目投資控制，根據(jù)ISM模型分析的結(jié)果，得出BT項(xiàng)目投資費(fèi)用影響因素之間的層次等級(jí)關(guān)系，結(jié)合這一結(jié)論提出BT項(xiàng)目投資費(fèi)用的管控措施，提高了BT項(xiàng)目投資控制的有效性和全面性。 最后，本文對(duì)BT項(xiàng)目案例進(jìn)行了分析，驗(yàn)證了前面的理論分析。文章還總結(jié)論文研究的結(jié)論，闡述論文研究的成果及不足，為完善以后的相關(guān)研究提出幾點(diǎn)展望。
[Abstract]:With the rapid development of urban economy and the continuous improvement of urbanization, a large number of infrastructure projects, public projects have been put into construction. This requires the national and local governments to invest a lot of funds into these construction projects, due to the limited financial resources of our government, a large number of infrastructure projects. It is very difficult for public projects to start construction at the same time, but the general construction projects which rely on the government financial input have been more and more unable to meet the increasing number of infrastructure projects. The need for public projects. In this case, the government needs to find a way to solve or alleviate financial pressures without delaying infrastructure projects. As a kind of construction funds, the public projects are financed by the project company and put into the project construction. At the end of the construction period, more and more projects are quoted to pay the price according to the project repurchase price. BT project has played a great role in the infrastructure construction of our country. Because of the complexity of BT project, BT project is facing many risks. These risks are likely to lead to uncontrolled investment in the project. As an investment builder who provides important investment for the BT project construction period, it will also bear the enormous risk of losing control of investment. First of all, after studying and referring to the literature of BT project at home and abroad, this paper analyzes the implementation environment of BT project, the game relationship between the participants, the operation procedure, and the main points of each stage. In the course of operation, several kinds of risk types are analyzed. Then the BT project is divided into several main operating modes according to the business scope of the investment and construction party of the BT project. This paper takes the perspective of the investment and construction party of the BT project. Define the project investment cost and analyze its cost composition, find out the key factors that affect the project investment cost and analyze its action mechanism. The influence mechanism is verified by calculating the added value of project investment cost caused by various influencing factors. Secondly, the related theories of BT project investment control are described in detail, and the methods and tools of BT project investment control are discussed. Combined with the above research, the explanatory structure model ISM is applied to BT project investment control. According to the results of ISM model analysis, the hierarchical and hierarchical relationship between the factors affecting the investment cost of BT project is obtained. Combined with this conclusion, the management and control measures for the investment cost of BT project are put forward. Improve the effectiveness and comprehensiveness of BT project investment control. Finally, this paper analyzes the BT project case, validates the previous theoretical analysis. The paper also summarizes the conclusions of the paper, and expounds the achievements and shortcomings of the paper research. In order to perfect the related research in the future, several prospects are put forward.
