【摘要】:在全球氣候變暖的背景下,以低能耗、低污染、低排放為基礎(chǔ)的“低碳經(jīng)濟(jì)”成為全球熱點(diǎn),也牽動(dòng)了中國(guó)政府的神經(jīng)。中國(guó)作為最大的發(fā)展中國(guó)家,近30多年來(lái),經(jīng)濟(jì)飛速發(fā)展,城鎮(zhèn)化快速推進(jìn),但這種發(fā)展有明顯的高碳特點(diǎn),一些大中城市的嚴(yán)重霧霾天氣警醒了國(guó)民,經(jīng)濟(jì)發(fā)展不能以犧牲環(huán)境為代價(jià),人們需要宜居的生活環(huán)境。黨的十八大報(bào)告首次提出了推進(jìn)“低碳發(fā)展、綠色發(fā)展和循環(huán)發(fā)展”和建設(shè)美麗中國(guó)。城市化加快推進(jìn)的中國(guó),致力于改善和提高人民的生活水平和生活質(zhì)量,以全面建成小康社會(huì)為追求�?焖俪鞘谢⒐I(yè)化的增長(zhǎng)階段,大規(guī)�;A(chǔ)設(shè)施建設(shè)不可能停止,將帶來(lái)能源消費(fèi)的持續(xù)增長(zhǎng),低碳城市建設(shè)面臨嚴(yán)重挑戰(zhàn)�?茖W(xué)技術(shù)是解決問(wèn)題的利劍,依靠科技創(chuàng)新支撐低碳城市發(fā)展是美麗城市建設(shè)的依托。本文以低碳城市為主要研究對(duì)象,重點(diǎn)分為兩個(gè)部分。第一部分主要從低碳城市的內(nèi)涵分析著手,深入剖析我國(guó)低碳城市建設(shè)中普遍存在的一些問(wèn)題,比如低碳城市建設(shè)還存在于觀念更新期,政府由于經(jīng)濟(jì)建設(shè)為中心擔(dān)心陷入發(fā)達(dá)國(guó)家主導(dǎo)的“低碳陷進(jìn)”,企業(yè)則還停留在低碳造成成本上升利潤(rùn)下降的簡(jiǎn)單邏輯中,而普通公眾因享受生活觀念對(duì)生態(tài)環(huán)保等低碳經(jīng)濟(jì)以及低碳城市存在一定的誤解,再加上體系上缺少支撐、產(chǎn)業(yè)上不夠環(huán)保、市區(qū)上污染嚴(yán)重等問(wèn)題,這些問(wèn)題已嚴(yán)重制約了低碳城市的建設(shè)和推廣。第二部分重點(diǎn)設(shè)計(jì)了我國(guó)推進(jìn)低碳城市的路徑。本文認(rèn)為低碳城市建設(shè)關(guān)鍵是技術(shù)創(chuàng)新,通過(guò)技術(shù)創(chuàng)新來(lái)實(shí)現(xiàn)產(chǎn)業(yè)的轉(zhuǎn)型升級(jí),構(gòu)建低碳環(huán)保、綠色可持續(xù)的產(chǎn)業(yè)體系,同時(shí)加大綠色建筑技術(shù)的研發(fā)推廣,通過(guò)廣泛應(yīng)用高效軌道交通,提高交通運(yùn)輸業(yè)的效率,大力推行應(yīng)用低碳交通,最終創(chuàng)建綠色環(huán)保、低碳高效的智慧城市。當(dāng)然,市場(chǎng)的趨利性決定了低碳經(jīng)濟(jì)應(yīng)用、低碳城市建設(shè)的艱巨性。政府在構(gòu)建低碳城市中必須承擔(dān)起應(yīng)該的責(zé)任,在低碳城市建設(shè)的政策保障、領(lǐng)導(dǎo)機(jī)制以及低碳文化方面加大引導(dǎo)力度,構(gòu)建全民共建共享的低碳城市建設(shè)體制機(jī)制建設(shè),促進(jìn)我國(guó)經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展。
[Abstract]:In the context of global warming, the "low-carbon economy" based on low energy consumption, low pollution and low emissions has become a global hot spot and affected the nerve of the Chinese government. China is the largest developing country. In the past 30 years, the rapid development of economy and the rapid progress of urbanization, but this development has obvious characteristics of high carbon, some large and medium-sized cities' severe smog weather has alerted the people, economic development can not be at the expense of the environment. People need a livable living environment. The report of the 18 National Congress of the Communist Party of China proposed for the first time to promote "low-carbon development, green development and circular development" and to build a beautiful China. We are committed to improving and improving the living standards and quality of life of the people, in order to build a well-off society in an all-round way. At the stage of rapid urbanization and industrialization, it is impossible to stop large-scale infrastructure construction. Will bring the sustained growth of energy consumption, low-carbon city construction is facing serious challenges. Science and technology is the sword to solve the problem. Relying on scientific and technological innovation to support the development of low-carbon cities is the basis of the construction of beautiful cities. This paper focuses on low-carbon cities as the main research object, focusing on two parts. The first part mainly from the connotation of low-carbon cities analysis. Deeply analyze some common problems in the construction of low-carbon cities in China, such as low-carbon city construction still exists in a new period of ideas, the government is worried about falling into the "low-carbon trap" dominated by developed countries because of economic construction as the center. Enterprises still stay in the simple logic of low carbon cost rise and profit decline, while the general public because of enjoying the concept of living low carbon economy and low-carbon cities such as ecological protection has some misunderstanding. Coupled with the lack of support on the system, the industry is not enough environmental protection, serious pollution in urban areas and other problems. These problems have seriously restricted the construction and promotion of low-carbon cities. The second part focuses on the design of the path to promote low-carbon cities. Through technological innovation to achieve industrial transformation and upgrading, to build a low-carbon environmental protection, green sustainable industrial system, while increasing the development and promotion of green building technology, through the widespread use of high-efficiency rail transit. Improve the efficiency of transportation, vigorously promote the application of low-carbon transport, and ultimately create a green, low-carbon and efficient intelligent city. Of course, the market trend determines the low-carbon economic application. In the construction of low-carbon cities, the government must take up the responsibility, in the construction of low-carbon cities, the policy guarantee, leadership mechanism and low-carbon culture should be strengthened. To build a low carbon city construction system and promote the sustainable development of China's economy and society.
