【摘要】：土地,是農民安身立命之根本。當前,我國在不斷推進農業(yè)工業(yè)化、農村城鎮(zhèn)化、農民市民化進程的同時,隨之產生了一個特殊的群體,即“失地農民”群體,他們面臨著種田缺地、就業(yè)缺崗、保障缺資、創(chuàng)業(yè)缺本的困境。能否安置好失地農民,保障好他們的生活,這將在很大程度上影響我國社會經濟的長期穩(wěn)定發(fā)展。在失地農民所面臨的眾多問題中,養(yǎng)老問題是核心內容之一,這涉及征地問題,也涉及養(yǎng)老保障問題,但落腳點還是保障問題。 本文在闡述失地農民的相關基本概念以及理論的基礎上,對湖南省郴州市的失地農民養(yǎng)老保障情況進行實地考察,并通過對其他相關調查的研究和文獻的查閱,指出我國失地農民養(yǎng)老保障問題主要是因為農民在失去土地保障的情況下,征地補償安置制度的不合理、養(yǎng)老保障體系的不健全以及傳統(tǒng)家庭養(yǎng)老功能的弱化。同時,本文將進一步比較分析我國各地現(xiàn)有失地農民養(yǎng)老保障模式,并借鑒國外相關成功經驗,提出建立以留地安置為基礎、土地股份制為形式的失地農民養(yǎng)老保障模式。筆者希望通過本文的寫作,增加人們對失地農民群體養(yǎng)老保障問題的關注,以及能對相關政策的制定提供一些參考。
[Abstract]:Land is the foundation of farmers' life. At present, with the continuous promotion of agricultural industrialization, rural urbanization and the urbanization of farmers, a special group, that is, "land-lost peasants", has been produced in our country. They are faced with land shortage, lack of employment, lack of funds, lack of business capital. This will greatly affect the long-term and stable development of our country's social economy. Among the many problems faced by landless farmers, the old-age problem is one of the core contents, which involves land expropriation and pension security. But the foothold is still a matter of protection. On the basis of expounding the basic concepts and theories of land-lost farmers, this paper makes a field investigation on the security of landless peasants in Chenzhou City, Hunan Province. And through other related research and literature review, it is pointed out that the main reason for this problem is the unreasonable compensation and resettlement system of land expropriation in the case of loss of land security. The old-age security system is not perfect and the traditional family pension function is weakened. At the same time, this paper will further compare and analyze the existing landless farmers' old-age security model in various parts of China, and learn from the successful experience of foreign countries. Put forward the establishment of land resettlement as the basis, land stock system as the form of land-lost farmers pension security model. I hope through the writing of this article, to increase people's attention to the problem of landless farmers group pension security. And can provide some reference for the formulation of relevant policies.
