【摘要】：中國經(jīng)濟(jì)已經(jīng)連續(xù)高速增長(zhǎng)35年，隨著城鎮(zhèn)化規(guī)劃的開展，以及國家對(duì)節(jié)能減排達(dá)到前所未有的重視，特別是污水處理設(shè)施的建設(shè)已經(jīng)納入“十二五”規(guī)劃，屆時(shí)全國至少需新建1184座城鎮(zhèn)污水處理廠，建制鎮(zhèn)污水處理率須達(dá)30%以上，城鎮(zhèn)小型污水處理項(xiàng)目市場(chǎng)前景廣闊。 H鎮(zhèn)作為工業(yè)發(fā)展在通過近10年來的發(fā)展，形成了4個(gè)較具規(guī)模的工業(yè)園區(qū)，招商引資力度也在不斷加大，同時(shí)招商難度也在加大，因?yàn)樽罱鱾�(gè)工業(yè)及商業(yè)項(xiàng)目都因環(huán)評(píng)手續(xù)被拖延甚至擱置，經(jīng)濟(jì)發(fā)展已經(jīng)嚴(yán)重受制于環(huán)境問題。亟需新建H鎮(zhèn)第二污水處理廠，但礙于地方財(cái)政困難，采用BOT模式進(jìn)行項(xiàng)目開發(fā)既可以減少政府對(duì)基礎(chǔ)設(shè)施投入的資金及其帶來的負(fù)債，又可以將企業(yè)的效率、先進(jìn)的技術(shù)以及管理經(jīng)驗(yàn)引入污水處理的運(yùn)營中。 而本項(xiàng)目商業(yè)計(jì)劃書正是在這一背景下進(jìn)行，本人作為H鎮(zhèn)第二污水處理廠BOT項(xiàng)目組成員，利用所學(xué)工商管理有關(guān)理論知識(shí)，不僅為政府提供可行性分析論證，得出該項(xiàng)目能有效改善鎮(zhèn)容鎮(zhèn)貌，改善周邊水環(huán)境，提高用水安全等社會(huì)環(huán)境效益，又具有促進(jìn)地方經(jīng)濟(jì)發(fā)展的經(jīng)濟(jì)效益。另外，本文闡述了BOT項(xiàng)目運(yùn)作的各個(gè)階段，以及項(xiàng)目管理和人力資源配置，通過對(duì)該項(xiàng)目作詳細(xì)的財(cái)務(wù)分析，，從凈現(xiàn)值法、內(nèi)部報(bào)酬率法、動(dòng)態(tài)回收期法、盈虧平衡分析等方面多角度分析項(xiàng)目的融資方案及運(yùn)營計(jì)劃的可行性，使投資者能開拓市場(chǎng)，能得到合理的回報(bào)，然后通過系統(tǒng)分析BOT項(xiàng)目融資模式可能遇到的各種風(fēng)險(xiǎn)，提出風(fēng)險(xiǎn)控制的措施，得出項(xiàng)目可行性的結(jié)論，為日后更多方面的公共設(shè)施建設(shè)與民間資本的合作提供成功例證打好基礎(chǔ)。
[Abstract]:China ' s economy has been growing at high speed for 35 years . With the development of urbanization planning , and the nation ' s unprecedented attention to energy conservation and emission reduction , especially the construction of sewage treatment facilities has been integrated into the " 12th Five - Year Plan " , at least 1,184 urban sewage treatment plants need to be built in the whole country , and the sewage treatment rate in the construction town is more than 30 % , and the market prospect of small town sewage treatment projects is broad . As an industrial development in the past 10 years , H town has formed four large - scale industrial parks , and investment promotion has been increasing . Meanwhile , the difficulty of attracting investment is also increasing , because the recent industrial and commercial projects have been delayed or put on hold because of the delay and even the economic development has been seriously hampered by environmental problems . The development of projects in BOT mode can reduce the government ' s investment in infrastructure and the liabilities brought by the government , and introduce the efficiency , advanced technology and management experience of the enterprises into the operation of sewage treatment . The commercial proposal of this project is under this background , I act as a member of BOT project of the second sewage treatment plant of H town , and use the theory knowledge of the business administration of the study . It is concluded that the project can effectively improve the social environment benefit such as town appearance , improve the surrounding water environment , improve the water safety and so on , and also has the economic benefit to promote the local economic development .
