【摘要】：城市水務(wù)業(yè)屬于城市公用事業(yè)相當(dāng)重要的一部分，影響著人民生活和社會生產(chǎn)。隨著改革深化推進(jìn)，民營資本不斷進(jìn)入城市水務(wù)業(yè)，減輕了政府部分財(cái)政壓力，活躍了水務(wù)行業(yè)發(fā)展。但是我國不完善的市場經(jīng)濟(jì)、相對滯后的制度阻礙了水務(wù)業(yè)民營化改革的順利進(jìn)行，亟需對民營化背景下城市水務(wù)業(yè)的準(zhǔn)入、價格、質(zhì)量、環(huán)境等方面進(jìn)行有效規(guī)制，而在各方面中，由于價格受市場經(jīng)濟(jì)影響較大，為平衡公眾利益和企業(yè)利益，政府對城市水務(wù)業(yè)的價格規(guī)制顯得尤為重要。因此本文選取城市水務(wù)業(yè)民營化政府規(guī)制的關(guān)鍵環(huán)節(jié)——價格規(guī)制做重點(diǎn)探究。 本文運(yùn)用公共物品理論、政府規(guī)制理論、價格規(guī)制理論等，結(jié)合文獻(xiàn)法、比較分析法、綜合分析法等方法重點(diǎn)研究了城市水務(wù)業(yè)民營化中的價格規(guī)制，分析城市水務(wù)業(yè)民營化進(jìn)程中價格規(guī)制的現(xiàn)狀和存在的問題，在借鑒國內(nèi)外先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上，提出現(xiàn)階段水價規(guī)制模型的改進(jìn)方案，即“激勵性水價水平模型”和“動態(tài)獎懲式水價結(jié)構(gòu)模型”；最后基于水價模型給出了如何進(jìn)行價格規(guī)制的建議，即進(jìn)一步規(guī)范定價程序，，完善配套制度，鼓勵節(jié)約水資源，促進(jìn)多方互動，為水務(wù)業(yè)的民營化提供更好地發(fā)展環(huán)境。
[Abstract]:Urban water industry is a very important part of urban public utilities, which affects people's life and social production. With the deepening of reform, private capital continues to enter the urban water industry, reducing part of the financial pressure of the government. The development of water industry has been active. However, the imperfect market economy and lagging system of our country have hindered the smooth progress of the privatization reform of water industry. It is urgent to access and price the urban water industry under the background of privatization. Quality, environment and other aspects of effective regulation, but in all aspects, because the market economy has a greater impact on prices, to balance the interests of the public and the interests of enterprises. It is very important for the government to regulate the price of the city water industry, so this paper chooses the key link of the government regulation of the privatization of the city water industry-price regulation. This paper uses the theory of public goods, the theory of government regulation, the theory of price regulation, combined with the literature method, comparative analysis, comprehensive analysis and other methods to focus on the study of the privatization of urban water industry price regulation. This paper analyzes the current situation and existing problems of price regulation in the process of privatization of urban water industry, and puts forward the improvement scheme of water price regulation model at the present stage on the basis of drawing lessons from advanced experience at home and abroad. That is, "incentive water price level model" and "dynamic reward and punishment water price structure model"; Finally, based on the water price model, the paper gives some suggestions on how to regulate the price, that is, to further standardize the pricing procedures, improve the supporting system, encourage the conservation of water resources, and promote multi-party interaction. To provide a better development environment for the privatization of the water industry.
