【摘要】：走新型城鎮(zhèn)化道路是中國(guó)特色社會(huì)主義現(xiàn)代化建設(shè)的必然選擇，是全面建成小康社會(huì)的重要內(nèi)容。我國(guó)走新型城鎮(zhèn)化道路，其直接原因是為了解決傳統(tǒng)城鎮(zhèn)化道路中存在的嚴(yán)重問(wèn)題。近年來(lái)，我國(guó)城鎮(zhèn)化水平快速提高，城鎮(zhèn)數(shù)量大幅增加；城鎮(zhèn)之間聯(lián)系密切，城鎮(zhèn)地區(qū)聚集逐步形成；城鎮(zhèn)化發(fā)展理念發(fā)生根本轉(zhuǎn)變，城鎮(zhèn)現(xiàn)代化水平顯著提高；城鄉(xiāng)關(guān)系開(kāi)始走向協(xié)調(diào)，，城鄉(xiāng)體制改革逐步鋪開(kāi)是我國(guó)傳統(tǒng)城鎮(zhèn)化取得的顯著成就。但是城鎮(zhèn)化進(jìn)程中的問(wèn)題也日益突出，具體表現(xiàn)在城鎮(zhèn)化進(jìn)程仍然滯后于工業(yè)化進(jìn)程；地區(qū)發(fā)展失衡，過(guò)分注重?cái)?shù)量和規(guī)模；大量人口涌入城市，人口城鎮(zhèn)化緩慢；城鄉(xiāng)兩元制矛盾沒(méi)有從根本上解決。 文章先對(duì)城市化、城鎮(zhèn)化、傳統(tǒng)城鎮(zhèn)化和新型城鎮(zhèn)化的概念做了清晰的界定，回顧了我國(guó)建國(guó)后探索城鎮(zhèn)化的歷程，分析了我國(guó)傳統(tǒng)城鎮(zhèn)化道路存在的問(wèn)題，深刻闡述了我國(guó)走新型城鎮(zhèn)化道路的原因，國(guó)外城市化對(duì)我國(guó)走新型城鎮(zhèn)化道路的啟示以及走新型城鎮(zhèn)化道路的有利條件，并對(duì)我國(guó)走新型城鎮(zhèn)化道路提出相應(yīng)的對(duì)策和建議。 走新型城鎮(zhèn)化道路是為了提高城鎮(zhèn)化的質(zhì)量和解決城鎮(zhèn)化過(guò)程中的突出問(wèn)題。走新型城鎮(zhèn)化道路具有重大的意義：走新型城鎮(zhèn)化道路是擴(kuò)大內(nèi)需，發(fā)展經(jīng)濟(jì)的重要引擎；是全面建成小康社會(huì)和現(xiàn)代化建設(shè)的必由之路；是調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的必然舉措；走新型城鎮(zhèn)化道路，才能更好地解決經(jīng)濟(jì)社會(huì)發(fā)展中的突出矛盾。我國(guó)走新型城鎮(zhèn)化道路必須堅(jiān)持集約、和諧、健康發(fā)展的基本要求；必須堅(jiān)持以城鄉(xiāng)協(xié)調(diào)發(fā)展為主線(xiàn)；必須堅(jiān)持以人為本，使城鄉(xiāng)勞動(dòng)力合理流動(dòng)。走新型城鎮(zhèn)化道路必須堅(jiān)持用科學(xué)發(fā)展觀(guān)作為指導(dǎo)；充分發(fā)揮政府和市場(chǎng)在新型城鎮(zhèn)化進(jìn)程中的合力作用；大力推進(jìn)新型城鎮(zhèn)化進(jìn)程中生態(tài)文明建設(shè)的基本思路。走新型城鎮(zhèn)化道路要從頂層設(shè)計(jì)入手做好幾個(gè)方面的工作：改革城鄉(xiāng)二元戶(hù)籍制度，完善人口管理制度；加快以民生為重點(diǎn)的社會(huì)建設(shè)，實(shí)現(xiàn)城鎮(zhèn)農(nóng)民工的市民化；深化土地管理制度改革，合理利用土地資源；推進(jìn)城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化協(xié)調(diào)發(fā)展；走資源節(jié)約、環(huán)境友好、可持續(xù)發(fā)展的城鎮(zhèn)化道路。
[Abstract]:Take a new road of urbanization is the inevitable choice for the construction of socialist modernization China characteristics, is the important content of comprehensive building well-off society in our country. Taking a new road of urbanization, the direct reason is to solve the serious problems existing in traditional urbanization. In recent years, China's rapid increase in the level of urbanization, increase the number of cities; between towns is closely linked to urban areas gradually gathered; urbanization development concept changed, significantly improve the level of urban modernization; the relationship between urban and rural areas began to coordinate urban and rural reform is gradually spread the remarkable achievements of the traditional towns in China have. But in the process of urbanization has become an increasingly prominent problem, especially in the urbanization the process still lags behind the process of industrialization; regional development imbalance, too much emphasis on quantity and scale; an influx of immigrants into the city, population urbanization slow Slow; the contradiction between urban and rural dual system is not fundamentally solved.
The first of the city, urbanization, the traditional concept of urbanization and new urbanization has made a clear definition, exploring course of urbanization in China is reviewed after the founding of the China's urbanization road, expounded China's reason to take a new road of urbanization, city of overseas to take a new road of urbanization of the enlightenment and the favorable conditions to take a new road of urbanization of our country, and take a new road of urbanization and puts forward the corresponding countermeasures and suggestions.
Take a new road of urbanization is to improve the quality of urbanization and to solve the problems in the process of urbanization. It is of great significance to take a new road of Urbanization: take a new road of urbanization is to expand domestic demand, an important engine of economic development is fully completed; the only way which must be passed a well-off society and modernization is to adjust the economic structure; the inevitable move, change the mode of economic development; to take a new road of urbanization, in order to better solve the contradiction between economic and social development in our country. Take a new road of urbanization must adhere to intensive, harmonious and healthy development of the basic requirements; we must adhere to the coordinated development of urban and rural areas as the main line; we must adhere to the people-oriented, the reasonable flow of rural labor take a new road of urbanization. We must insist on using Scientific Outlook on Development as a guide; give full play to the government and the market in the new urbanization process in force The role of basic ideas; vigorously promote the new urbanization process in the construction of ecological civilization. Take a new road of urbanization from the top-level design to start doing the work of a few aspects: two yuan reform of urban and rural household registration system, improve the system of population management; accelerate the people's livelihood and social construction, urban migrant workers citizenization; deepen the reform of the land the management system, rational utilization of land resources; promote the coordinated development of urbanization and agricultural modernization; resource conservation, environment friendly, urbanization and sustainable development.
