【摘要】：改革開放以來,特別是2003年以來福建省固定資產(chǎn)投資持續(xù)較快增長,結(jié)構(gòu)不斷調(diào)整優(yōu)化,對福建經(jīng)濟發(fā)展發(fā)揮了巨大的拉動作用。未來一段時期,投資需求仍將主導(dǎo)拉動福建經(jīng)濟發(fā)展,因此研究福建省固定資產(chǎn)投資周期波動特征、主要影響因素及對經(jīng)濟發(fā)展影響,為制定科學(xué)合理的宏觀經(jīng)濟政策建言獻策,對保持固定資產(chǎn)投資平穩(wěn)較快增長,促進經(jīng)濟結(jié)構(gòu)調(diào)整升級,實現(xiàn)福建科學(xué)發(fā)展跨越發(fā)展具有重大的現(xiàn)實意義。 本文首先回顧了改革開放以來福建省宏觀經(jīng)濟政策、固定資產(chǎn)投資政策和投資體制的發(fā)展歷程,采用歸納分析法比較福建省固定資產(chǎn)投資政策和經(jīng)濟政策的相關(guān)性,根據(jù)“谷一谷”劃分方法,測定地區(qū)生產(chǎn)總值與固定資產(chǎn)投資增速關(guān)系,以此界定福建改革開放以來的經(jīng)濟發(fā)展和固定資產(chǎn)投資發(fā)展五個周期,通過相關(guān)性、時滯性、協(xié)調(diào)性、固定資產(chǎn)投資彈性系數(shù)、投資率、投資效果系數(shù)、資本形成總額貢獻率等指標,對福建固定資產(chǎn)投資和經(jīng)濟關(guān)系進行實證分析,證明了福建固定資產(chǎn)投資與經(jīng)濟發(fā)展有著密切的關(guān)系,也從歷史因素和現(xiàn)實因素分析了造成固定資產(chǎn)投資主導(dǎo)經(jīng)濟增長的主要原因和可能帶來的不良后果。再通過與江蘇、浙江、山東、廣東四個東部發(fā)達省份的比較,采用比較分析法從固定資產(chǎn)投資總量、增速、投資率、人均固定資產(chǎn)投資、三次產(chǎn)業(yè)結(jié)構(gòu)、固定資產(chǎn)投資資金來源結(jié)構(gòu)等方面尋找福建固定資產(chǎn)投資存在的差距和不足。最后研究了未來一段時期國內(nèi)外和省內(nèi)的投資環(huán)境以及影響福建固定資產(chǎn)投資增長的主要因素和需求潛力,并從貫徹落實好中央有關(guān)政策、優(yōu)化固定資產(chǎn)投資結(jié)構(gòu)、拓寬項目融資渠道、深化投資體制改革等四個方面提出了推動福建固定資產(chǎn)投資合理增長的政策建議。
[Abstract]:Since the reform and opening up, especially since 2003 investment in fixed assets of Fujian province continued to grow rapidly, continuously adjust and optimize the structure, play a huge role in boosting the economic development of Fujian. The next period of time, investment demand will still dominate pull the economic development of Fujian, so the research of Fujian Province fixed asset investment cycle characteristics, main influence factors and influence on economic development, and to develop a scientific and reasonable suggestions of macroeconomic policy, to maintain steady and rapid growth in fixed asset investment, promote economic restructuring and upgrading, is of great practical significance to realize the scientific development of Fujian leapfrog development.
This paper first reviewed the Fujian province since reform and opening up macroeconomic policy, the development of fixed assets investment policy and investment system, the correlation of inductive analysis of Fujian province fixed asset investment policy and economic policy adopted, according to the "Valley Valley" classification, determination of GDP and the growth rate of fixed asset investment, according to this definition since the reform and opening of Fujian's economic development and investment in fixed assets in the five period, through the correlation, time delay, coordination, the investment rate elasticity coefficient, fixed asset investment, investment effect coefficient, the contribution rate of total capital formation, the empirical analysis of fixed assets investment in Fujian and economic relations that are closely the relationship between fixed assets investment in Fujian and economic development, but also from the historical and realistic factors analysis of the cause of fixed asset investment led economic growth of the main Causes and possible adverse consequences. The Jiangsu, Zhejiang, Shandong, Guangdong four eastern provinces, by using the method of comparative analysis from the total fixed asset investment growth, investment rate, per capita fixed asset investment, industrial structure three, fixed asset investment funds for Fujian fixed structure asset investment gaps and deficiencies. Finally the main factors in the future at home and abroad and in a period of investment environment and the influence of Fujian fixed asset investment growth and potential demand, and from the implementation of central policies, optimize the structure of fixed assets investment, broaden the channels of project financing, the four aspects of deepening the reform of investment system put forward to promote the rational growth of investment in fixed assets in Fujian's policy recommendations.
