【摘要】：近年來，我國經(jīng)濟(jì)蓬勃發(fā)展，隨著國家對農(nóng)村城鎮(zhèn)化、城鎮(zhèn)城市化的重視，我國加大了對城鎮(zhèn)化和城市化的投入的力度，使得城鎮(zhèn)化和城市化水平進(jìn)一步提升、規(guī)模進(jìn)一步擴(kuò)大，我國的城鎮(zhèn)化和城市化發(fā)展正進(jìn)入深入階段。城市基礎(chǔ)設(shè)施作為城市發(fā)展的根基，不僅為居民提供了賴以生活的必要條件，更重要的是為城市發(fā)展和社會(huì)經(jīng)濟(jì)活動(dòng)的正常運(yùn)轉(zhuǎn)奠定了堅(jiān)實(shí)的基礎(chǔ)。城市化進(jìn)程的加快，增加了對城市基礎(chǔ)設(shè)施的需求，政府為保證城市化進(jìn)程的順利進(jìn)行，也逐年那增加對公共基礎(chǔ)設(shè)施的資金投入。沈陽市作為遼寧省的省會(huì)，是遼寧省的政治、經(jīng)濟(jì)、文化、金融中心，是東北地區(qū)的核心城市，是國家重點(diǎn)扶持的振興東北老工業(yè)基地，具有重要的地理位置和戰(zhàn)略意義。在全國城市基礎(chǔ)設(shè)施投融資改革的大環(huán)境下，，我們借鑒國外已有的先進(jìn)經(jīng)驗(yàn)以及國內(nèi)的實(shí)踐經(jīng)驗(yàn)，針對沈陽市的具體情況，破舊出新，努力構(gòu)建多元投融資主體、拓寬投融資渠道、優(yōu)化投融資環(huán)境，實(shí)現(xiàn)對沈陽市城市基礎(chǔ)設(shè)建設(shè)財(cái)政投融資的良性發(fā)展，對全國其他城市的城市基礎(chǔ)設(shè)施財(cái)政投融資發(fā)展起到借鑒作用和實(shí)踐意義。 本文主要分為六部分：第一部分為緒論，主要介紹論文的選題背景、選題意義國內(nèi)外學(xué)者的研究現(xiàn)狀以及論文的研究方法和創(chuàng)新點(diǎn)。第二部分為相關(guān)理論基礎(chǔ)。首先界定了城市基礎(chǔ)設(shè)施的概念，對城市基礎(chǔ)設(shè)施的內(nèi)容、性質(zhì)、作用進(jìn)行闡述，其次介紹了財(cái)政投融資的定義、投資主體、融資渠道、方式等；最后介紹了公共物品生產(chǎn)理論、基礎(chǔ)設(shè)施可銷售性理論、基礎(chǔ)設(shè)施分類理論三大理論作為本文研究的理論基礎(chǔ)。第三部分為沈陽城市基礎(chǔ)設(shè)施建設(shè)財(cái)政投融資現(xiàn)狀。分別介紹了基礎(chǔ)設(shè)施的發(fā)展現(xiàn)狀，沈陽城市基礎(chǔ)建設(shè)財(cái)政投融資歷程和沈陽市城市基礎(chǔ)設(shè)施建設(shè)財(cái)政投融資現(xiàn)狀。第四部分從投資總量不足、投融資結(jié)構(gòu)不合理、投融資渠道不合理和投資效率低下四個(gè)方面分析了沈陽市城市基礎(chǔ)設(shè)施建設(shè)財(cái)政投融資的不足；最后以沈陽地鐵為例，對沈陽市城市基礎(chǔ)設(shè)施財(cái)政投融資情況進(jìn)行分析。第五部分為外國和國內(nèi)城市財(cái)政投融資做法和經(jīng)驗(yàn)借鑒。第六部分為提出相關(guān)措施和建議。從深化基礎(chǔ)設(shè)施財(cái)政投融資的改革思路和拓寬城市基礎(chǔ)設(shè)施建設(shè)資金籌措渠道兩個(gè)方面提出了相關(guān)建議，包括對城市基礎(chǔ)設(shè)施項(xiàng)目進(jìn)行分類，實(shí)行投資主體多元化；轉(zhuǎn)變政府職能，提高基礎(chǔ)設(shè)施投資效益；完善基礎(chǔ)設(shè)施投資決策和管理體制，提高基礎(chǔ)設(shè)施供給效率；建立基礎(chǔ)設(shè)施國有企業(yè)的現(xiàn)代企業(yè)制度，推進(jìn)產(chǎn)權(quán)轉(zhuǎn)換和機(jī)制轉(zhuǎn)換的步伐；利用好土地資源，使土地收益成為城市基礎(chǔ)設(shè)施建設(shè)的重要資金來源；建立符合市場經(jīng)濟(jì)的公用事業(yè)價(jià)格形成機(jī)制，理順公用事業(yè)價(jià)格；加強(qiáng)管理，提高城市基礎(chǔ)設(shè)施的投資和使用效益；積極吸引民間資本進(jìn)入沈陽城市基礎(chǔ)設(shè)施建設(shè)領(lǐng)域等。
[Abstract]:In recent years, China's economy is booming. With the attention of the country to rural urbanization, urban urbanization, China has increased the investment in urbanization and urbanization, making urbanization and urbanization level further improved. With the further expansion of the scale, the urbanization and urbanization development in China is entering an in-depth stage. As the foundation of urban development, urban infrastructure not only provides the necessary conditions for residents to live on. More importantly, it has laid a solid foundation for urban development and the normal operation of social and economic activities. The acceleration of the urbanization process has increased the demand for urban infrastructure, and the government has ensured the smooth progress of the urbanization process. Shenyang, as the capital of Liaoning Province, is the political, economic, cultural and financial center of Liaoning Province and the core city of Northeast China. Is the national key support to revitalize the northeast old industrial base, has the important geographical position and the strategic significance, under the national urban infrastructure investment and financing reform big environment. We draw lessons from the advanced experience of foreign countries and domestic practice experience, according to the specific situation of Shenyang, old new, try to build multiple investment and financing main body, broaden the investment and financing channels, optimize the investment and financing environment. To realize the sound development of financial investment and financing for urban infrastructure construction in Shenyang, and to play a reference role and practical significance for the development of financial investment and financing of urban infrastructure in other cities in China. This paper is divided into six parts: the first part is the introduction, mainly introduces the background of the thesis. The second part is related theoretical basis. Firstly, it defines the concept of urban infrastructure, the content and nature of urban infrastructure. Secondly, it introduces the definition of financial investment and financing, the main body of investment, the financing channel, the way and so on. Finally, the production theory of public goods and the theory of marketability of infrastructure are introduced. Infrastructure classification theory as the theoretical basis of this study. The third part is the financial investment and financing status of Shenyang urban infrastructure construction. The history of financial investment and financing in Shenyang urban infrastructure construction and the current situation of financial investment and financing in Shenyang urban infrastructure construction. 4th part from the total amount of investment is insufficient, the structure of investment and financing is unreasonable. The unreasonable investment and financing channels and the low investment efficiency are four aspects of the analysis of Shenyang City urban infrastructure construction financial investment and financing deficiencies; Finally, take Shenyang Metro as an example. This paper analyzes the financial investment and financing situation of urban infrastructure in Shenyang. 5th part is for foreign and domestic urban finance investment and financing practices and experience. 6th part is to put forward relevant measures and suggestions. The reform ideas of government investment and financing and widening the financing channels of urban infrastructure construction two aspects of the relevant suggestions are put forward. Including the classification of urban infrastructure projects, the implementation of diversification of investment bodies; Transform the government function and improve the benefit of infrastructure investment; Improve the infrastructure investment decision-making and management system, improve the efficiency of infrastructure supply; Establish the modern enterprise system of infrastructure state-owned enterprises and promote the pace of property right transformation and mechanism transformation; Making good use of land resources and making land income become an important source of capital for urban infrastructure construction; To establish the public utility price forming mechanism in line with the market economy and to straighten out the public utility price; Strengthening management and improving the efficiency of investment and use of urban infrastructure; Actively attract private capital into Shenyang urban infrastructure construction field and so on.
