【摘要】:我國在特定歷史背景下形成的以“農(nóng)民非農(nóng)化”+“農(nóng)民工市民化”為基本路徑的“兩步轉(zhuǎn)移”的農(nóng)業(yè)轉(zhuǎn)移人口市民化模式,制造了同城不同權(quán)的公民權(quán)利壁壘,導(dǎo)致了虛假城鎮(zhèn)化率,限制了內(nèi)需的擴(kuò)大,影響了城市活力。從根源上看,在于農(nóng)業(yè)轉(zhuǎn)移人口市民化的制度創(chuàng)新依然嵌入于根深蒂固的城鄉(xiāng)二元利益與制度格局。 黨的十八大報(bào)告中指出,要“加快改革戶籍制度,有序推進(jìn)農(nóng)業(yè)轉(zhuǎn)移人口市民化”。這是積極穩(wěn)妥推進(jìn)城鎮(zhèn)化,不斷提高城鎮(zhèn)化質(zhì)量的重大戰(zhàn)略舉措。城鎮(zhèn)化是經(jīng)濟(jì)社會發(fā)展的客觀趨勢,推進(jìn)城鎮(zhèn)化、提高城鎮(zhèn)化率的實(shí)質(zhì),就是隨著工業(yè)化的發(fā)展,推進(jìn)農(nóng)業(yè)人口非農(nóng)化、非農(nóng)人口市民化。當(dāng)前和今后相當(dāng)長一段時(shí)間,我國應(yīng)以農(nóng)業(yè)轉(zhuǎn)移人口市民化為重要任務(wù),積極穩(wěn)妥推進(jìn)城鎮(zhèn)化,為擴(kuò)大內(nèi)需,優(yōu)化調(diào)整城鄉(xiāng)區(qū)域經(jīng)濟(jì)結(jié)構(gòu),促進(jìn)經(jīng)濟(jì)的持續(xù)穩(wěn)定健康發(fā)展創(chuàng)造條件。 黑龍江省的人均耕地面積遠(yuǎn)遠(yuǎn)高于全國平均水平,農(nóng)業(yè)機(jī)械化程度較高,但是農(nóng)業(yè)人口比重較大,按照合理的人均耕地面積計(jì)算,存在著相對剩余(季節(jié)性剩余)和絕對剩余農(nóng)村勞動力,從理論與經(jīng)驗(yàn)上來說,不論存在哪一種剩余勞動力,都會阻礙農(nóng)民增收,農(nóng)業(yè)現(xiàn)代化實(shí)現(xiàn)。 農(nóng)業(yè)轉(zhuǎn)移人口能否順利實(shí)現(xiàn)市民化,是一個(gè)客觀的歷史過程,要受到多方面因素的影響。在我國人口多,就業(yè)壓力大,城鄉(xiāng)統(tǒng)一的勞動力市場尚未建立,且存在諸多體制制約的前提下,完全依靠市場調(diào)節(jié)無法解決農(nóng)業(yè)轉(zhuǎn)移人口的市民化問題。只有充分發(fā)揮政府職能,逐步打破體制束縛,規(guī)范勞務(wù)市場,才能促進(jìn)農(nóng)業(yè)轉(zhuǎn)移人口的合理有序市民化。 本文以“黑龍江省農(nóng)業(yè)轉(zhuǎn)移人口市民化存在的問題及對策研究”為題,基于“城鄉(xiāng)勞動力轉(zhuǎn)移理論”、“城鄉(xiāng)預(yù)期收入差異論”、“推-拉理論”和“二元?jiǎng)趧恿κ袌隼碚摗?在新型城鎮(zhèn)化的大背景下,對黑龍江省農(nóng)業(yè)轉(zhuǎn)移人口市民化狀況進(jìn)行全面分析,總結(jié)黑龍江省農(nóng)業(yè)轉(zhuǎn)移人口市民化的特點(diǎn),剖析市民化過程中存在的障礙以及影響因素,揭示發(fā)展趨勢,提出切實(shí)可行的路徑選擇和對策,為黑龍江省農(nóng)村經(jīng)濟(jì)的發(fā)展和新型城鎮(zhèn)化建設(shè)提供決策參考。
[Abstract]:According to the " two - step transfer " mode of " two - step transfer " formed by " peasant non - agricultural " and " peasant worker " as the basic path in China ' s specific historical background , the civil rights barrier of different rights in the same city is made , which leads to the false urbanization rate , restricts the domestic demand and affects the city ' s vitality . In the 18 th report of the Communist Party of China , it is pointed out that it is necessary to " accelerate the reform of the household registration system and orderly advance the urbanization of the population of agriculture " . This is a major strategic measure to promote urbanization and improve the quality of urbanization . The urbanization is an objective trend of economic and social development , promotes urbanization and increases the urbanization rate . The per capita arable land in Heilongjiang Province is much higher than the national average , and the agricultural mechanization degree is relatively high , but the proportion of the agricultural population is relatively large , and the relative surplus ( seasonal surplus ) and the absolute surplus rural labor force exist according to the reasonable per capita arable land area . In order to promote the rational and orderly urbanization of agricultural transfer population , it is only necessary to fully exert the government function and gradually break the system restriction and regulate the labour market . Based on the theory of rural - rural labor transfer , the theory of urban - rural - expected income , the push - pull theory and the theory of duality labor market , this paper analyzes the situation of agricultural transfer population in Heilongjiang Province on the basis of the theory of urban and rural labor transfer , the theory of pushing - pull theory and the theory of duality labor market , analyses the obstacles and influencing factors in the process of urbanization , points out the development trend , puts forward practical path choice and countermeasure , and provides decision - making reference for the development of rural economy and the construction of new urbanization in Heilongjiang Province .
