【摘要】：隨著2013年5月1日起《電子招標投標辦法》及《電子招標投標系統(tǒng)技術規(guī)范》的開始施行,對于電子招投標與傳統(tǒng)紙質現(xiàn)場招投標的研究和討論愈來愈多。采用電子招投標,在網(wǎng)上運行招投標的各個環(huán)節(jié),可以實現(xiàn)招投標的信息公開、監(jiān)督公開、結果公開等優(yōu)點,既可以降低集團公司采購成本,也可以節(jié)約供應商供應成本。從國際國內的實踐經(jīng)驗和發(fā)展形勢來看,電子招標投標是大勢所趨。本文借鑒了國內外大型企業(yè)建設成果,深刻研讀了國家法律法規(guī)的政策要求,總結十幾年正規(guī)發(fā)展招投標工作的經(jīng)驗,旨在研究契合中電招投標業(yè)務需求的中電公司電子招投標項目實施研究。 本文在對電子招投標應用分析基礎上,詳細闡述中電公司電子招投標業(yè)務需求分析以及應用設計,并且以中電電子招投標項目的實際應用為案例,全面分析該項目的業(yè)務流程、功能描述、全過程管理子系統(tǒng)。在電子招投標項目管理過程中,進行了范圍管理、進度管理、資源管理、溝通管理、質量管理、配置管理、風險管理等分析,以加大系統(tǒng)設計的成功率。中電公司電子招投標項目實施研究的核心在于招標業(yè)務全過程管理子系統(tǒng),包括招標計劃、資格預審、發(fā)標管理、投標管理、開標、評標及定標管理、存檔管理、統(tǒng)計分析等模塊,系統(tǒng)流程調用靈活、通用性強,拓展性強,能覆蓋全部業(yè)務類型,并滿足各用戶單位的業(yè)務需要。本文以電子招標投標業(yè)務之一的采購火電主機設備為應用實例,在中電公司電子招投標項目進行了網(wǎng)上全流程的電子招標投標應用實例分析,演示了招標方案、編制招標文件、購買招標文件、投標文件編制、遞交投標文件、開標管理、組件評委會、評標管理、評標澄清、定標管理等重要階段。 中電公司電子招投標項目的建設,實現(xiàn)了在線完成招標投標全部交易過程,有利于公司招投標工作的監(jiān)督,有利于紀檢監(jiān)察、審計部門招投標活動的監(jiān)督,有助于提高中電公司招投標工作信息化水平,整合中電公司內部資源,進一步規(guī)范了招投標系統(tǒng)管理流程。
[Abstract]:With the implementation of the Electronic tendering and bidding measures and the Technical specifications of the Electronic bidding system from May 1st 2013 onwards. There are more and more researches and discussions on electronic bidding and traditional paper field bidding. By using electronic bidding and running every link of bidding on the Internet, the information of bidding can be made public and the public supervision can be realized. The advantages of disclosure of the results can not only reduce the purchasing cost of the group company, but also save the supplier supply cost. From the international and domestic practice experience and development situation. Electronic bidding is the trend of the times. This paper draws lessons from the achievements of large enterprises at home and abroad, deeply studies the policy requirements of national laws and regulations, and summarizes the experience of more than ten years of formal development of bidding work. The purpose of this paper is to study the implementation of CLP's electronic bidding project, which meets the demand of CLP's bidding business. Based on the analysis of the application of electronic tendering and bidding, this paper expounds the demand analysis and application design of the electronic bidding business of China Light and Power Company in detail, and takes the actual application of the electronic bidding project of CLP as an example. Comprehensive analysis of the project business process, function description, the whole process management subsystem. In the electronic bidding project management process, the scope management, progress management, resource management, communication management, quality management. Configuration management, risk management and other analysis to increase the success rate of system design. The core of the research on the implementation of the electronic bidding project of China Light and Power Company lies in the whole process management subsystem of bidding business, including bidding plan, pre-qualification. Bidding management, bid management, bid opening, bid evaluation and calibration management, archival management, statistical analysis and other modules, the system process call flexibility, versatility, strong expansibility, can cover all types of business. And to meet the business needs of various user units. This paper takes one of the electronic bidding business to purchase thermal power mainframe equipment as an application example. In the electronic bidding project of China Light and Power Company, the application examples of electronic bidding and bidding are analyzed, and the bidding scheme, bidding documents, purchasing bidding documents, bidding documents and submitting bidding documents are demonstrated. Bid opening management, component evaluation committee, bid evaluation management, bid evaluation clarification, bid management and other important stages. The construction of the electronic bidding project of China Light and Power Company realizes the online completion of the whole process of bidding and bidding, which is conducive to the supervision of the bidding work of the company, the discipline inspection and supervision, and the supervision of the bidding activities of the audit department. It is helpful to improve the information level of the bidding work of China Power Company, to integrate the internal resources of the company, and to further standardize the management process of the bidding system.
