【摘要】:隨著2013年5月1日起《電子招標(biāo)投標(biāo)辦法》及《電子招標(biāo)投標(biāo)系統(tǒng)技術(shù)規(guī)范》的開始施行,對于電子招投標(biāo)與傳統(tǒng)紙質(zhì)現(xiàn)場招投標(biāo)的研究和討論愈來愈多。采用電子招投標(biāo),在網(wǎng)上運行招投標(biāo)的各個環(huán)節(jié),可以實現(xiàn)招投標(biāo)的信息公開、監(jiān)督公開、結(jié)果公開等優(yōu)點,既可以降低集團公司采購成本,也可以節(jié)約供應(yīng)商供應(yīng)成本。從國際國內(nèi)的實踐經(jīng)驗和發(fā)展形勢來看,電子招標(biāo)投標(biāo)是大勢所趨。本文借鑒了國內(nèi)外大型企業(yè)建設(shè)成果,深刻研讀了國家法律法規(guī)的政策要求,總結(jié)十幾年正規(guī)發(fā)展招投標(biāo)工作的經(jīng)驗,旨在研究契合中電招投標(biāo)業(yè)務(wù)需求的中電公司電子招投標(biāo)項目實施研究。 本文在對電子招投標(biāo)應(yīng)用分析基礎(chǔ)上,詳細闡述中電公司電子招投標(biāo)業(yè)務(wù)需求分析以及應(yīng)用設(shè)計,并且以中電電子招投標(biāo)項目的實際應(yīng)用為案例,全面分析該項目的業(yè)務(wù)流程、功能描述、全過程管理子系統(tǒng)。在電子招投標(biāo)項目管理過程中,進行了范圍管理、進度管理、資源管理、溝通管理、質(zhì)量管理、配置管理、風(fēng)險管理等分析,以加大系統(tǒng)設(shè)計的成功率。中電公司電子招投標(biāo)項目實施研究的核心在于招標(biāo)業(yè)務(wù)全過程管理子系統(tǒng),包括招標(biāo)計劃、資格預(yù)審、發(fā)標(biāo)管理、投標(biāo)管理、開標(biāo)、評標(biāo)及定標(biāo)管理、存檔管理、統(tǒng)計分析等模塊,系統(tǒng)流程調(diào)用靈活、通用性強,拓展性強,能覆蓋全部業(yè)務(wù)類型,并滿足各用戶單位的業(yè)務(wù)需要。本文以電子招標(biāo)投標(biāo)業(yè)務(wù)之一的采購火電主機設(shè)備為應(yīng)用實例,在中電公司電子招投標(biāo)項目進行了網(wǎng)上全流程的電子招標(biāo)投標(biāo)應(yīng)用實例分析,演示了招標(biāo)方案、編制招標(biāo)文件、購買招標(biāo)文件、投標(biāo)文件編制、遞交投標(biāo)文件、開標(biāo)管理、組件評委會、評標(biāo)管理、評標(biāo)澄清、定標(biāo)管理等重要階段。 中電公司電子招投標(biāo)項目的建設(shè),實現(xiàn)了在線完成招標(biāo)投標(biāo)全部交易過程,有利于公司招投標(biāo)工作的監(jiān)督,有利于紀(jì)檢監(jiān)察、審計部門招投標(biāo)活動的監(jiān)督,有助于提高中電公司招投標(biāo)工作信息化水平,整合中電公司內(nèi)部資源,進一步規(guī)范了招投標(biāo)系統(tǒng)管理流程。
[Abstract]:With the implementation of the Electronic tendering and bidding measures and the Technical specifications of the Electronic bidding system from May 1st 2013 onwards. There are more and more researches and discussions on electronic bidding and traditional paper field bidding. By using electronic bidding and running every link of bidding on the Internet, the information of bidding can be made public and the public supervision can be realized. The advantages of disclosure of the results can not only reduce the purchasing cost of the group company, but also save the supplier supply cost. From the international and domestic practice experience and development situation. Electronic bidding is the trend of the times. This paper draws lessons from the achievements of large enterprises at home and abroad, deeply studies the policy requirements of national laws and regulations, and summarizes the experience of more than ten years of formal development of bidding work. The purpose of this paper is to study the implementation of CLP's electronic bidding project, which meets the demand of CLP's bidding business. Based on the analysis of the application of electronic tendering and bidding, this paper expounds the demand analysis and application design of the electronic bidding business of China Light and Power Company in detail, and takes the actual application of the electronic bidding project of CLP as an example. Comprehensive analysis of the project business process, function description, the whole process management subsystem. In the electronic bidding project management process, the scope management, progress management, resource management, communication management, quality management. Configuration management, risk management and other analysis to increase the success rate of system design. The core of the research on the implementation of the electronic bidding project of China Light and Power Company lies in the whole process management subsystem of bidding business, including bidding plan, pre-qualification. Bidding management, bid management, bid opening, bid evaluation and calibration management, archival management, statistical analysis and other modules, the system process call flexibility, versatility, strong expansibility, can cover all types of business. And to meet the business needs of various user units. This paper takes one of the electronic bidding business to purchase thermal power mainframe equipment as an application example. In the electronic bidding project of China Light and Power Company, the application examples of electronic bidding and bidding are analyzed, and the bidding scheme, bidding documents, purchasing bidding documents, bidding documents and submitting bidding documents are demonstrated. Bid opening management, component evaluation committee, bid evaluation management, bid evaluation clarification, bid management and other important stages. The construction of the electronic bidding project of China Light and Power Company realizes the online completion of the whole process of bidding and bidding, which is conducive to the supervision of the bidding work of the company, the discipline inspection and supervision, and the supervision of the bidding activities of the audit department. It is helpful to improve the information level of the bidding work of China Power Company, to integrate the internal resources of the company, and to further standardize the management process of the bidding system.
