【摘要】：保障房建設(shè)實施綠色建筑的激勵政策理論分析與激勵政策經(jīng)驗借鑒分析是這篇論文的核心研究問題。本論文主要運用了文獻(xiàn)研究法、定性與定量分析法、對比分析法等，對保障房建設(shè)實施綠色建筑的有關(guān)激勵方面從多角度做了深入研究，最后給出相關(guān)的政策建議。 首先介紹了保障房建設(shè)發(fā)展的狀況，結(jié)合建筑市場實行綠色建筑的要求以及保障性住房的“十二五”規(guī)劃，指出我國保障房建設(shè)實施綠色建筑的必要性。通過對試點省、市保障房建設(shè)綠色建筑的總結(jié)與分析，發(fā)現(xiàn)當(dāng)前我國保障房建設(shè)實施綠色建筑還處于初始發(fā)展階段。同時，，在保障性住房實施綠色建筑的初始發(fā)展階段，市場面臨的各個問題主要由激勵政策的缺失或不足引起。 通過保障房建設(shè)實施綠色建筑的外部性分析，以及保障房建設(shè)實施綠色建筑的利益相關(guān)者分析，得出目前階段保障房建設(shè)實施綠色建筑的主要推動者與倡導(dǎo)者是政府，而政府實施激勵政策的主要激勵對象則是開發(fā)商與消費者。針對中央政府與地方政府，地方政府與開發(fā)商之間的博弈關(guān)系展開論述，分析激勵政策的力度。隨后，歸納分析了國內(nèi)外比較成熟的綠色建筑激勵政策經(jīng)驗，以及國內(nèi)外現(xiàn)有的保障房建設(shè)實施綠色建筑的激勵政策經(jīng)驗，并在前面激勵理論分析的基礎(chǔ)上，給出了保障房建設(shè)實施推廣綠色建筑的激勵政策建議。
[Abstract]:To ensure the implementation of green building incentives theory analysis and experience analysis of incentive policy is the core issue of this paper housing construction. This paper mainly uses the literature research method, qualitative and quantitative analysis method, comparative analysis method, the implementation of the incentive aspects of green building is studied from the perspective of low-income housing the construction, finally give the relevant policy recommendations.
First introduced the development status of low-income housing construction, combined with the implementation of green building construction market and the requirements of affordable housing "12th Five-Year" planning, points out the necessity of low-income housing construction of the implementation of green building in China. Through the summary and analysis of the pilot province, city low-income housing construction green building, found that China's low-income housing construction green building is still in the initial stage of development at present. At the same time, the implementation of the initial stage of development of green building in the affordable housing market is facing various problems, mainly caused by the lack or insufficient incentive policies.
The implementation of the construction of low-income housing through external analysis of green building, and the analysis of stakeholders in the implementation of green building low-income housing construction, the main promoter and advocate at the current stage of the implementation of green building construction of low-income housing is the government, developers and consumers and the government is implementing the main incentive incentive policy for the central government and local government. The game relationship between the local government and developers to discuss, analysis of the incentive policy. Then, summarized and analyzed the domestic and foreign green building mature incentive policy experience, as well as low-income housing construction at home and abroad and the implementation of green building incentives and incentive experience, theoretical analysis based on the above, the incentive policies of security the real implementation of the construction of the promotion of green building is given.
